09/06/2007 HEATHER THRALL ZONING HC SITE REVIEW Passed
09/25/2007 ROBERT SHERRY PLUMBING-COMMERCIAL REVIEW Denied Provide the rim elevation of the next upstream sanitary manhole. Determine the need for a backwater valve per Section 710.1, UPC 2006, as amended by the City of Tucson.
09/26/2007 JOE LINVILLE LANDSCAPE REVIEW Denied 1) The project is subject to the provisions of the Watercourse, Amenities, Safety, and Habitat Ordinance, TCC 29. A separate application and review is required. Contact Patricia Gehlen/CDRC Manager for submittal requirements. A pre-submittal meeting is required prior to application.

2) The site contains regulatory floodplain areas that contain riparian habitat that is regulated and protected. This habitat may not unnecessarily altered per TCC Sec. 26-5.2. Xeroriparian-low vegetation is protected per DS 2-13.2.2.C.

3) All tentative plats, development plans, site plans, plot plans or other plans providing for approval of development within property that includes any Regulated Area as defined in Development Standard 2-13.2.2.A shall identify and delineate the Regulated Areas and the Protected Riparian Area. The Regulated Areas on this site are the existing 100-year floodplain and the area fifty feet from the banks of the wash (WASH study area) Revise the site plans as necessary to document the locations for both. Show the same information (regulatory limits) on the plant inventory and landscape/mitigation plans.

4) Revise all plans to indicate the limits of grading to document the level of encroachment proposed. DS 2-13.2.5
Indicate any areas that are currently graded on the aerial photos. It appears from the photos submitted and the lack of inventory data that vegetation has already been removed.

5) All development within the Protected Riparian Area shall be reviewed to insure that there is no unnecessary disturbance of the riparian resources. Refer to DS 2-13.2.5.B.2 for the section on Development Restrictions and revise the plans as necessary to comply.
Necessary development shall include only the crossing of riparian habitats with roadways, bikeways, paved walkways and utilities as listed below where there is no viable alternate crossing available and the crossing is necessary for the reasonable development of the property. A written explanation as to why the development is necessary shall be submitted with the appropriate plans. The Drainage Report from SCE indicates that the bank protection is proposed to reduce the erosion hazard setback. This is not consistent with the provisions for "necessary development".

6) Submit an Environmental Resource Report (ERR) per DS 2-13.2.5.B.1. The report is required to include all of the specified content unless a request for waiver is accepted and approved by the City. The waiver request is in the form of a complete list of items (a-x), the page where the information can be found and an explanation for why any of the items are not applicable to the site and should not be required.

7) The ERR must include a Plant Inventory and aerial photographs of individual woody plants and cacti rooted within the encroachment area. Both living and dead plants and cacti should be inventoried. The Plant Inventory List shall include an identification number, genus and species, and size of all plants having basal trunk diameters
greater than 2 inches. All plants inventoried are to be shown on an aerial
photograph at a minimum scale of 1" = 60'.

The submitted ERR indicates that 37 protected trees were identified. Verify that all plants were inventoried according to the requirements.

8) Where the Protected Riparian Area is on property that remains under the ownership of a single person or entity following the development, the Protected Riparian Area shall
be protected through a conservation or public easement or other legal restriction upon further development. Submit the required conservation easement for review. The easement is required to be executed and recorded prior to plan approval.

9) The plan set reviewed includes two different documents that are titled "site plan" and they are not always consistent. For example the location of proposed utilities is different. Revise the plan titles as necessary and provide consistent utility information on the plans.

10/11/2007 JASON GREEN ENGINEERING REVIEW Denied DATE: October 12, 2007
SUBJECT: New Single Family Residence- Engineering Review
TO: SCE Corporation- Attn: Charles Corrales
LOCATION: 1461 S Camino Santiago, T14S R13E Sec22 Ward 1
REVIEWERS: Jason Green, CFM
ACTIVITY: T07CM03499 (Site Plan), T07BU01779 (Grading Plan), and T07OT01938 (Floodplain Use Permit)

SUMMARY: Engineering Division of Development Services Department has received the proposed site plan, grading plan, floodplain use permit (FUP) and the submitted Drainage Report (SCE Corporation, 15AUG07). Engineering Division has reviewed the submitted site plan, grading plan, FUP and Drainage Report and does not recommend approval at this time. The following items need to be addressed:

DRAINAGE REPORT:

1) DS Sec.2-05.2.2.B.10: Revise the drainage report for the offsite and onsite watershed so that the Cholla Wash is reflected as a Watercourse Amenities, Safety, and Habitat (W.A.S.H.) wash. The Community Design Review Committee (CDRC) department prior to approval of the site plan must approve all work within the W.A.S.H. overlay zone and the 50-foot study area.

2) Tucson Code Chapter 26 Sec.26.5.2.4: Revise the site plan and the location of the single family-residence to show no unnecessary disturbance of the riparian 100-year floodplain, the use of the rock rip rap to reduce the erosion hazard setback is not considered a necessary disturbance. Any other disturbance of the riparian habitat will require an Environmental Resource Report (ERR) approval from DSD Landscaping prior to site plan approval.

3) Tucson Code Sec 29-15: In addition to the information required in Chapter 26, Floodplain and Erosion Hazard Area Regulations, the hydrology/hydraulic study shall contain the following elements:

a) The location of the 100-year floodplain on, adjacent to, and a minimum of two hundred (200) feet upstream and downstream of the proposed development. The subject parcels are entirely within a FEMA Special Flood Hazard Area Zone AH, the site plan, drainage report and ERR must clearly show the entire mapped regulatory floodplain limits.

b) Soil conditions in and adjacent to the watercourse, and the erosion potential (Geotechnical Report required).

c) Existing rights-of-way or easement dedication along the wash for a distance of five hundred (500) feet upstream and downstream of the proposed development.

d) The existing and proposed ownership of any drainageway facilities on or adjacent to the site and identification of the persons responsible for the maintenance of such facilities.

e) Previous hydraulic/hydrology studies or maps prepared for the watershed.

f) Groundwater recharge potential at this location.

g) Sediment transport characteristics along the watercourse centered on this location.

h) Existing and proposed utilities to and across the site.

i) Any other elements that may be characteristic of the watercourses on or adjacent to the site.

4) DS Sec.10-02.2.3.1.4.D: Provide an encroachment analysis that shows that the water surface elevation at property lines do not raise the depth of flow by more than 0.1-feet. Provide in the drainage statement an easy to read table that shows both existing and future 100-year water surface elevation (WSEL) for compliance.

5) DS Sec.2-03.2.4.K: A Geotechnical Report is required for this project. The soils report needs to discuss suitability and feasibility of the project. Description of existing soil constraints for the site, structural design recommendations, and other typical geotechnical data is needed. The soil report shall provide identification / assessment of any potentially hazardous geotechnical areas, provide proposed recommendations for setbacks from single family residence to Cholla Wash. The geotechnical report shall specifically address all criteria listed in this section. Recommendations need to be incorporated into the site plan and drainage report.

SITE PLAN:

6) Tucson Code Sec 29-16: Revise the site plan to reflect the Watercourse Amenities, Safety, and Habitat (W.A.S.H.) overlay zone. This project is subject to the provisions of the Watercourse, Amenities, Safety, and Habitat Ordinance, TCC 29 associated with Cholla Wash. A separate application and review is required. Please contact CDRC or Patricia Gehlen for further questions regarding the application for the W.A.S.H. overlay zone. A pre-submittal meeting is required prior to application.

7) DS Sec.2-13.2.2.A: All site plans, development plans, tentative plats, plot plans or other plans providing for approval of development within property that includes any Regulated Area as defined in Development Standard 2-13.2.2.A shall identify and delineate the Regulated Areas and the Protected Riparian Area. The Regulated Areas on this site are the existing 100-year floodplain and the area fifty feet from the banks of the wash (WASH study area) Revise the site plan as necessary to clearly document the locations for both. Show the same information (regulatory limits) on the grading plan, plant inventory and landscape/mitigation plans.

8) Tucson Code Sec 26-5.2.4: The proposed development can not unnecessarily alter the W.A.S.H. 50-foot study area or the regulatory Xeroriparian habit that is located adjacent to the Cholla Wash or within the 50-foot study area. This habitat may not unnecessarily altered per TCC Sec. 26-5.2. The Xeroriparian vegetation is protected per DS 2-13.2.2.C. Review and approval for the disturbance and proposed mitigation is required by the Landscaping Department prior to site plan approval.

9) DS Sec.2-13.2.5: Revise the site plan to indicate the limits of grading to document the level of encroachment proposed for the building pad, single family residence and any proposed construction.

10) DS Sec.2-13.2.5.B.2: All development within the Protected Riparian Area shall be reviewed to insure that there is no unnecessary disturbance of the riparian resources. Refer to this section on Development Restrictions and revise the plans as necessary. The Drainage Report from SCE indicates that rock riprap bank protection is proposed to reduce the erosion hazard setback and channel widening to help reduce the encroachment of the fill pad and single family residence. This is not consistent with the provisions for "necessary development".

11) DS Sec.2-02.2.1.15: Revise general note #8 on the site plan to reflect that both parcel are completely within a FEMA Special Flood Hazard Area Zone AH of the Cholla Wash as shown on the FEMA FIRM Panel #2210K.

12) DS Sec.2-02.2.1.15: Provide on the site plan all information associated with the drainage report. Revise the site plan to show the erosion hazard setback and the 100-year floodplain limits with associated water surface elevations along the Cholla Wash. The water surface elevations shown on the site plan must match the Drainage Report.

13) DS Sec.10-02.1.5.1: Provide on the site plan the right-of-way easement for Cholla Wash that must be dedicated for public maintenance of the watercourse. All drainageways including natural washes and constructed channels require unobstructed access/maintenance easements of 16-20 feet wide and are to be located on both sides of the wash. Provide this easement labeled and dimensioned in plan view along with the recordation information for the easement prior to site plan approval.

14) DS Sec.2-02.2.1.7: A lot combination is required prior to site plan approval to allow the house to be positioned over the current lot line between lot 6 and 7. The lot combination must be recorded and approved by the Zoning Department prior to site plan approval.

ENVIRONMENTAL RESOURCE REPORT:

15) Revise Page 3 of 5 in the report to reflect the current floodplain determination per the FEMA FIRM Panel #2210K. The subject property is located within a FEMA Special Flood Hazard Area Zone AH per the FIRM Panel #2210K effective date February 2, 1999.

GRADING PLAN:

16) DS Sec.11-01.2.1: A grading permit has been submitted for this project due to the cut and fill quantities. A grading permit may not be issued prior to site plan approval. The grading plan will be reviewed once all comments associated with the W.A.S.H. wash overlay have been addressed. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the site plan.

17) Please ensure that any future grading plan will be consistent with the site plan, drainage report, and geotechnical report. Grading standards may be accessed at: http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf

18) Provide a general note on the site plan that references the City of Tucson Development Standard 11-01.0 (excavation and grading requirements). Revise all notes on the grading plan that refer to Pima County Development Services. This project falls within the City of Tucson jurisdiction and must reflect all applicable codes.

GEOTECHNICAL REPORT:

19) DS Sec.10-01.III.3.5.1.3.a, 10-02.14.2.6: A geotechnical evaluation needs to be submitted for review, addressing the following:
