Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, we request that you please provide revised plans and calculations, highlighting any changes, along with a written response to each of the noted items indicating action taken.

SCOPE OF REVIEW:
The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2006 International Residential Code, 2006 International Energy Conservation Code, and Arizona State amendments to the 2006 Uniform Plumbing Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

GENERAL REQUIREMENTS:
All corrections and revisions shall be made on original tracings or a finished reproducible set. Return two sets along with a set of the first submission for reference. Pen or pencil corrections on final prints will not be acceptable. To avoid delays, ensure that all corrections have been made, are complete, and have been coordinated on all applicable detail and note sheets.

All engineers and architects involved in the design of the structure are to seal the related sheets of plans, details and calculations in accordance with the rules of the State Board of Technical Registration.

The City of Tucson adopted the 2006 IRC with amendments on 6/12/2007 and the 2006 UPC with amendments on 7/10/2007. All plans should reference these codes. Adopted amendments are found at: http://www.tucsonaz.gov/dsd/Codes___Ordinances/Building_Codes/building_codes.html

SITE PLAN:

1. Show all components of structure within property boundaries, R106. This applies to the roof overhang, gutter and foundation on both the side and back of structure. Show the location of the property line on the Foundation Plan.

FOUNDATION PLANS:

1. Show all foundation hold-downs for alternate brace wall panels (Garage Door Opening) on the Foundation Plan, R403.1.6. Required for continuously sheathed wall sections less than 4' (with 8' height) adjacent to opening over 85% of wall height, R602.10.5.
2. The HPAHD22 is rated less than the required 1800 LBS when installed at end distance less than 8" (revise 5 ½" end distant or hold-down model), R602.10.6.

FLOOR PLANS:

1. Exterior walls with a fire separation distance less than 3-foot shall have not less than one-hour fire-resistive construction. Show compliance with R302.1 (City of Tucson Amended) by showing (Detail R2/3) materials prescribed in IBC Table 720.1(2), Items 15-1.1 to 15-1.16 for one-hour fire-resistive framed walls.

SECTIONS - DETAILS:

1. Revise the cross-reference notation on the Roof Framing Plan, R106.1.1. Both R2 and R3 references are mislabeled.
2. Provide a detail for bracing trusses at gable ends (lateral stability), R802.10.3.
3. Show or note "no vapor retarders at the ceiling" when insulation is applied to the roof deck side of unvented attic spaces, R806.4.

ELECTRICAL PLANS:

1. Provide a panel schedule showing wire size capacity not less than the protection size (circuit #6), E3304.11 & E3606.2.
2. Provide a neutral feeder conductor separate from the two 3/0 ungrounded conductors and the #4 grounding conductor for the new sub-panel (Panel B) on the riser diagram, E3507.
3. Show sub-panel feeder over-current protection on Panel 'A' schedule, E3605.5.

INTERNATIONAL ENERGY CONSERVATION CODE:

1. Show mass walls (existing CMU) with R=6 applied to interior side, N1102.1. Or use RES check for calculating compliance with other values. Select the location of Pima County rather than Pima (City). "Pima, AZ: 2006 IECC <4,000 ft" is found at the end of the list for the State selection. (Do not select Arizona).

This parcel lies in a City of Tucson identified 100 year floodplain, per Approximate Flood-Hazard Areas Along Flood-Hazard Areas Along the Wilson Avenue Wash, by JE Fuller (Dated 4/19/07). The applicant is authorized to use a portion of the flood hazard area in the City of Tucson, Arizona, on the property described as:

2339 E Drachman Street, Tucson, AZ 85748, VILLAGE GREEN LOT 91 PORT OF NW4 SEC 23-14-15, in a portion of Township 14 South, Range 14 East, Section 5, for construction of garage.


The applicant agrees to comply with City of Tucson Floodplain and Erosion Hazard, and Watercourse Amenities, Safety and Habitat regulations, and are particularly bound by the conditions stated below. Violation of any of the conditions stated or referred to below, as determined by the City Engineer, shall be grounds for revocation of this permit. Responsibility for renewal of this permit, if necessary, is with the applicant. Issuance of this permit does not constitute a waiver of other requirements contained in the Tucson City Code, Land Use Code, or any other Federal, State, County, or local regulation. No use other than as permitted herein is allowed. Additional uses allowed under City of Tucson Floodplain and Erosion Hazard Regulations and Watercourse Amenities, Safety, and Habitat regulations require the issuance of an additional Floodplain Use Permit.

The following conditions apply to this permit:

1) This permit becomes invalid and is subject to additional floodplain review, if any required development permit changes the configuration of the improvement, or, if there is any further disturbance within the floodplain other than that outlined in this application. This floodplain use permit may be subject to conditions or restrictions designed to reduce or mitigate the potential damage or hazard to life or property resulting from development within the regulatory floodplain, floodway or erosion hazard areas as determined by the project engineer and accepted by the City of Tucson.

2) Except as approved by the City Engineer prior to the start of construction, development under this permit shall not obstruct, retard or divert the existing flow of floodwaters from or to adjacent properties.

3) The proposed placement of a garage within a City of Tucson identified 100-year floodplain, as defined in The Floodplain and Erosion Hazard Management Ordinance, Chapter 26 of the Tucson Code (Ordinance), and is required to meet the minimum elevation requirements of 1' above determined calculated BFE.


4) For purposes of this permit the following flood elevations shall be used:
Base Flood Elevation (BFE) = 2447.85 feet NAVD 1988
Regulatory Flood Elevation (RFE) = 2448.85 feet NAVD 1988

Finished floor of the garage and the lowest point of any attached appliances including water heater, air conditioning units, etc. are to be at or above the Regulatory Flood Elevation (RFE). This includes all electrical components.

5) Floodplain Approval of elevation certificate, prepared by an Arizona State Registered Land Surveyor, is required prior to electrical inspection or habitation. The Elevation Certificate must include the identity and elevation of the lowest service equipment/machinery servicing the building as well as the identity and location of all other equipment/machinery servicing the garage.

6) Certification by an Arizona State Registered Professional Civil Engineer that the finished floor of the garage meets all the requirements of the Ordinance.

7) Within 5 (five) days of issuance of this permit, and through completion of the project, notification must be posted and maintained in a conspicuous place on the job site stating "CONSTRUCTION PROCEEDING UNDER REQUIREMENTS OF CITY OF TUCSON FLOODPLAIN USE PERMIT # T08OT01647 FOR INFORMATION PLEASE CALL 791-5550."

8) This Floodplain Use Permit and plans shall be kept in a readily accessible location on site at all times.

9) Any additional future disturbance of the floodplain shall have separate floodplain use permit applications submitted to this office for review and approval.

10) Contractor will need to call for floodplain use permit inspections by Development Services Department Engineering Division Inspection Team (791-5550) prior to and after the installation of the replacement manufactured home.

This Floodplain Use Permit will be automatically revoked and becomes invalid for non-compliance to conditions set forth in this permit. Also, this permit will expire one year from its date of issue. Renewal of this permit will require a new application, review and approval of that application by the City of Tucson, Development Services Department, Engineering Division.
