COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. The modular building shown on the plan as an existing building was permitted under a temporary use permit. Indicate the building as a new structure for purposes of this review. The increase in square footage of building area is greater than 25% therefore full code compliance with the LUC and Development Standards is required for the entire site. The following comments are based on full code compliance.

2. DS 2-02.2.1.5 Provide lot dimensions and bearings. A tax parcel combination and covenant regarding use and development of real property will be required to be completed for all lots indicated on this site plan Provide copies of the tax parcel combo and covenant as well as provide the recording information (docket and page) for the covenant on the site plan.

3. DS 2-02.2.1.6 Provide dimensions on each footprint of all structures.

The buildings indicated by note #22 as equipment buildings do not appear on the last approved site plan submitted. These structures are considered part of the use and must be included in the FAR calculations, parking calculations and may require building permits depending on size.

Provide the height of all existing and proposed buildings on the footprint of the buildings on the site plan.

4. DS 2-02.2.1.7 Provide the distances from property lines to all existing or proposed structures and distances between structures.

5. DS 2-02.2.1.8 Please provide a detail of both a standards parking space and a handicap parking space. Refer to development standard 3-05.0 for design criteria for standard parking and the ANSI 117.1-2003 for handicap parking criteria.

The detail of the handicap signage provided does not have the correct fine amount. Should be $518. Revise. Indicate the correct height above grade to the bottom of the sign. Per City of Tucson standards this distance is seven (7) feet.

Per IBC Sec. 1106.5 for every six or fraction of six accessible parking spaces, at least one shall be van accessible. Provide location and detail.

Clearly indicate the max. slope of 1:48 for the handicap parking spaces and access aisles. Per ANSI 117.1-2003 Sec. 502.5.

The parking calculations on page A1.01 indicate 3 compact parking spaces. Per LUC 3.3.7.2.C.1 compact parking spaces are only allowed within the Downtown Redevelopment District. Remove from calculations and revise plans.

6. DS 2-02.2.1.9 Please provide a dimensioned detail for class 2 bicycle parking spaces. Be aware that that development standard 2-09 has been revised.

Please provide a plan view detail of the proposed class 2 bicycle parking spaces. Single rack spaces placed in a row will allow a minimum of seventy -two (72) inch length per bicycle parking space and a minimum of thirty (30) inches between outer spaces of racks. A five (5) foot wide access aisle measured from the front or rear of the seventy-two (72) inch long parking space will be provided beside each row. Lighting will be provided such that all facilities are thoroughly illuminated and visible from adjacent sidewalks, parking lots, or buildings, during working hours. The surface of the facility can be surfaced the same as for motor vehicle parking or with a minimum of one (1) inch thickness of one-fourth (1/4) inch aggregate material.

Provide a detail of the proposed class two bicycle rack. See DS 2-09 for the acceptable type of rack.

Bicycle parking provided on the site plan does not meet the requirements of revised DS (Development Standard) 2-09. Per DS 2-09.4.1 Class 2 bicycle parking facilities will be located no more than fifty (50) feet from the main building entrance(s) and will be along the front side of the building as well as along other sides of the building that has an entrance. Bicycle access through the development will be separate from the pedestrian ways. Vehicular access may be used as bicycle access. Bicycle access to a parking facility may cross a pedestrian way at a right angle (DS2-09.3.2).

The class two bicycle parking spaces indicated by note #16 cannot block the pedestrian circulation path. Revise.

7. DS 2-02.2.1.12 Per DS 2-08.3.1 Within all development, a continuous pedestrian
circulation path is required. This path must connect all public access areas of the
development and the pedestrian circulation path located in any adjacent streets. The
areas within the development which must be connected include, but are not limited to, all
buildings, all bicycle and vehicle parking areas, all recreation areas, all dumpster areas,
and all other common use areas.

Within this pedestrian circulation path, an accessible route is also required. The
accessible route must connect all areas of the development and the pedestrian circulation
path located in any adjacent streets. This accessible route may be identical to the
pedestrian circulation path. The areas within the development which must be connected
include, but are not limited to, all places of public accommodation, all buildings, all parking spaces designated for use by the physically disabled, all recreation areas, all dumpster areas adjacent to accessible buildings, and all other common use areas.

Sidewalks are required to connect to all entrances of each building

Asphalt is not an approved material for sidewalks. See DS 2-08.5.1.

See DS 2-08.4.1 for location and separation requirements for sidewalks.

Provide required handicap ramps at access aisles. Provide a detail of the handicap ramps indicating slope, width, and truncated domes.

Access ramps at crosswalks connecting to sidewalks must be provided. In addition Truncated Dome (early warning systems) must be added to all access ramps where transitioning from the pedestrian area to the vehicular use area or at HC access aisles transitioning to the sidewalk area.

8. DS 2-02.2.1.13 If applicable, indicate the locations and types of proposed signs (wall, freestanding, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Also indicate if there are existing billboards on site. Billboards will be required to meet all LUC requirements as stated in LUC Sec. 3.5.4.26. If none exists please state so.

9. DS2-02.2.1.14 Per LUC Sec.3.3.4.1.B.2 and Sec.3.4.5 a 12' X 35' loading zone for each building will be required. Revise plan.

Clearly indicate maneuverability for each loading zone.

10. DS 2-02.2.1.20 If applicable, provide location, use and recording information for all easements.

11. DS 2-02.2.1.25 If applicable, provide location and type of existing and proposed lighting.

12. DS 2-02.2.2.A.3 Provide the allowed FAR (2.00) as well as the proposed FAR.

13. DS 2-02.2.2.A.4 The number of required bicycle parking spaces is based on the number of provided vehicle parking spaces not on the required number. Revise calculations.

14. DS 2-02.2.2.A.5 In the calculations for number of required and provide loading zone, revise per comment #9.

15. Depending on responses to the above comments and changes to the site plan, further comments may be forth coming.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the site plan (T07CM03331) for the above referenced property. Engineering Division does not recommend approval of the site plan application at this time. The following items need to be addressed:


SITE PLAN COMMENTS:

1) DS Sec.2-02.2.1.A.5: Revise the site plan to label all lot dimensions and bearings. Provide the dimensions and bearings for all lot lines shown on the site plan.

2) DS Sec.2-02.2.1.A.8: Provide a detail on the site plan to dimension all parking spaces proposed including the required handicap spaces. Refer to Table 1 within DS Sec.3-05 for further clarification.

3) DS Sec2-02.2.1.A.12: Revise the site plan to label and dimension the required 5-foot sidewalk along the entire street frontage of 18th Street that is shown on the site plan. All new development shall provide 5-foot wide sidewalks along the entire length of street frontage. If a sidewalk already exist along the frontage provide photo documentation showing that the existing sidewalk is in good condition. If the sidewalk is missing in spots or is cracked and buckled a new 5-foot sidewalk will be required.

4) DS Sec.2-02.2.1.A.12: Revise the site plan to label and dimension all onsite pedestrian circulation areas. Pedestrian circulation must provide a clear 4-foot minimum width unless adjacent to a PAAL which would require a 5-foot width. Per DS 2-08.5.1 asphalt is not an approved material for sidewalks.

5) DS Sec.2-02.2.1.A.12: Revise the site plan to show the required pedestrian circulation path that is required between all existing and proposed buildings. Label and dimension all pedestrian circulation paths.

6) DS Sec.2-02.2.1.A.12: Revise the site plan to show the required pedestrian circulation path that is required to connect the proposed building and vehicular use area to the required sidewalk along 18th Street. Label and dimension all pedestrian circulation paths.

7) DS Sec.2-02.2.1.A.12: Revise the site plan to show that all existing and proposed handicap access ramps meet the design requirements per ANSI Standards A117.1-2003 Section 406.13. Provide details or keynotes that label truncated domes at all transitions form pedestrian circulation to vehicular circulation.

8) DS Sec.2-02.2.1.A.14: Provide (label and dimension) the required onsite maneuvering areas for all required loading zones that are shown on the site plan. Refer to AASHTO for the national standards for turning radii.

9) DS Sec.2-02.2.1.A.19: Provide the recordation information for all existing public roadways that are shown on the site plan. Clearly label the existing right-of-way width for 18th Street.

10) DS Sec.2-01.2.1.A.20: Verify that all existing and proposed easements are drawn with recordation information, location, width, and purpose of on the site plan.


GENERAL COMMENTS:

Please provide a revised site plan that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.
