Carmen Street New Construction Service, Al Coronado Plumbing Commercial Site Plan, 1st Review TRANSMITTAL DATE: August 23, 2007 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This project was reviewed for compliance with the Land Use Code (LUC), Development Standards (DS), American National Standard Institute (ANSI) and International Building Code 2006 (IBC). Specifically, this plan was reviewed for content outlined in DS 2-02. Please enlarge all small print throughout the notes and location map to 12 point minimum. 2. Per DS 2-02.2.1.2, Revise the legal description on the plan to match the Pima County Assessor's: "Aguirre Lot 1 thru 3 and lot 14 thru 16, excluding freeway." 3. Per DS 2-02.2.1.4, please revise the location map to include the following: A) revise the map to be a scale of 3" = 1 mile B) show the township range and section of the project, and adjacent TRS C) add Grant and Oracle Roads D) no need to show subdivisions or parcel outlines throughout the map when revised 4. Per DS 2-02.2.1.6, regarding the building: A) please dimension the building footprint for records and issuance of building permits B) please provide the building height from grade to the top of the roof and top of parapet C) please show the covered entryway(s) with a dashed line to represent the roof 5. Per DS 2-02.2.1.7, regarding building setbacks: A) I acknowledge the building meets zoning setbacks B) Please list in setback notations "LUC 3.2.6.5.A, established area setbacks" C) Please list that Anita and I-10 freeway frontage road setbacks are 10' (E & W) D) Please list Carmen Street setback (as the front you've chosen) is "the greater of 20' or 1.5 x the height of the exterior building wall" 6. Per DS 2-02.2.1.8, regarding parking: A) per DS 3-05.2.3.C.1, provide wheel stops in all parking spaces to protect adjacent landscaping, sidewalks and fences B) given the PAAL width provided, angled parking appropriately matched to the PAAL width will be required per LUC 3.3.7.2 chart -please review and dimension all angled parking per the chart C) be advised, Per ANSI 502.4.1, van accessible disabled parking spaces must provide the access aisle on the passenger side of the vehicle. D) Please provide a typical detail drawing for the disabled access sign to be posted in front of the van accessible parking space, be sure to note a $518.00 fine E) Please keynote the location of the disabled access sign, ensuring the sidewalk is not less than 4' wide F) Further comments on parking may be forthcoming, depending upon the resubmittal 7. Per DS 2-02.2.1.9, regarding bicycle parking: A) please demonstrate that the bicycle parking is within 50' of the entry to the building, per DS 2-09. 4.1 B) please dimension the ring across the top of the bike rack to ensure the minimum cross width is 12" 8. Per DS 2-02.2.1.10 please show sight visibility triangles 9. Per DS 2-02.2.1.11, regarding Parking Area Access Lanes (PAALs) and entries A) the minimum width of a two way traffic PAAL is 24' per LUC 3.3.7.2 - please dimension the PAAL width on the north side of the site - between loading zone and the parking spaces B) provide a one way arrow or ENTRY only sign near the trash for the PAAL to the west side C) the PAAL width at the west side of the site is shown measured from the property line, however, there is a fence within this dimension. The PAAL can only be within 2' of the east side of this fence - per DS 3-05.2.2.B.3, a 2' separation is required from a PAAL to any vertical object over 6". Given that, this PAAL would be down to a 12' width at maximum. D) Provide a one way arrow or EXIT only sign near the landscaping at the west side of the site - south of the row of parking to ensure that the PAAL traffic is not compromised. 10. Per DS 2-02.2.1.12, regarding pedestrian/disabled access routes: A) Per DS 3-05.2.2.B.1, provide a 5' wide pedestrian refuge area inclusive of a 4' wide sidewalk - between the building and the PAALs to the west and the north. B) Per DS 3-05.2.2.B.1, widen the pedestrian refuge area to 5' between the building and the PAAL in the south parking lot C) Provide a physical separation between the asphalt and the sidewalk along the PAALs, per DS 2-08.4.1 D) Provide a typical detail drawing of the disabled access ramp, including truncated domes (early warning devices) on the concrete portion of the ramp closest to where transitioning from pedestrian to vehicular use area. E) The pedestrian gates must be 4' wide opening per pedestrian routes in DS 2-08 11. Per DS 2-02.2.1.13, clarify if any free-standing signage or lighting is proposed - provide height specifications and pole base width. 12. Per DS 2-02.2.1.14, regarding the loading zone: A) the size of the loading zone, at minimum, should be revised to 12x35 B) the this loading zone has met all the criteria for on street maneuvering per LUC 3.4.4.2.A 1-3. Please add this note to the plan. 13. Per DS 2-02.2.1.19, please dimension the right of way for Anita and Carmen, calling out centerline, curbs and any sidewalks. 14. Per DS 2-02.2.1.20, please ensure any/all easements for the site are shown graphically and their recordation information is listed with the type of easement. 15. Per DS 2-02.2.1.28, please note that the property to the north is zoned I-1. 16. Per DS 2-02.2.1.32., please see engineering comments on the trash enclosure. 17. Per DS 2-02.2.2.A.2, I acknowledge the floor area ratio of the building is within code, just by seeing it's square footage. For records, rather than providing a lot coverage calculation, please provide a floor area calculation as depicted in LUC Section 3.2.11.C.1. - in decimal form. The FAR is strictly for the GFA of the building, and does not include any vehicular use area of the site. 18. Please provide a note that the gates will be left open during business hours. 19. In the project information notes, please remove the reference to LUC Sections 2.5.4.2.H, 6.3.11.2 and 3.5.10 - these are referring to commercial storage in the C-2 zone. Please replace these references with LUC 2.7.2.C.8, which refers to Construction Services in the I-1 zone. 20. When the lots were combined per the Pima County Assessor's, was a lot combination covenant also recorded as required? If so, please provide the recordation information and a copy of the recorded document. (Zoning review counter can fax you a copy if needed) 21. Per table 3.7.2-I, a street landscape border with a 5-foot high screen is required. The screen must be continuous and must be placed on the development side of the street landscape border. In addition, a 6-foot high screen wall is required to screen the proposed loading zone. 2) Indicate square footage of all landscaped areas and provide a calculation of the percentage of vegetative coverage on the landscape plan per DS 2-07.2.2.2.g. Fifty (50) percent or more of the street landscape border area must have shrubs and vegetative ground cover per LUC 3.7.2.4 3) Trees required within street landscape borders and vehicular use area are required to be canopy trees as defined in LUC 6.2.3 "A woody plant, other than a palm tree, with a mature crown diameter of at least fifteen (15) feet and having a trunk that, at maturity, is kept clear of leaves and branches at least six (6) feet above grade". One (1) canopy tree must be provided for every thirty-three (33) linear feet of landscape border or fraction thereof, excluding vehicular ingress or egress points. LUC 3.7.2.4 4) Landscape borders along parking lot and vehicle use areas where plants are susceptible to injury by vehicular traffic must be protected by appropriate means, such as curbs, bollards, or low walls per LUC 3.7.2.3.B. Provide protection for landscaped areas. 5) The Landscape plan shall include irrigation specification design and layout per DS 2-07.5.4.A & DS 2-07.5.4.B including source of irrigation, sleeves for driveways and sidewalks, locations of valves, low-flow bubblers or drip irrigation. 6) Provide symbols on a plant legend which indicate the specific type of vegetation to be planted. Provide both common and proper (Latin) names for all plants. Revise all plant symbols used on the plan to be representative of the ultimate size of the plants at maturity indicated by the spread of canopy, circumference of shrubs, or spread of ground cover. Shrubs within sight visibility triangles and within 4 feet of walkways shall be no higher than 30". Revise plan to show sight visibility triangles. DS 2-07.2.2.A.1.c DS 2-06.3.5.B 7) Refer to DS 2-07.2.2 and DS 2-06.5.4 for the specific content required for Grading Information, Maintenance Schedule, Irrigation Plan and Construction Details on the landscape plan. Provide a landscape plan with all required content and specifications. Grading information on the landscape plan shall include contour lines, spot elevations, percent slope across the site and direction of slope of paved areas, existing grades on adjacent rights-of-way and adjacent sites, and the methods by which water harvesting/ storm runoff is used to benefit planting areas on the site. DS 2-07.0, LUC 3.7.4.3.B 8) A minimum two (2) inch layer of organic or inorganic material (i.e., decomposed granite, rock mulch, or other material) will be used as ground cover under and around the vegetation in landscaped areas to help cool soil areas, reduce evaporation, and retard weed growth per DS 2-06.5.2.C. Indicate the use of ground cover in landscaped areas. 9) Dimension the minimum width and label the square footage measured from the inside of tree planters in the vehicle use area. An unpaved area, which is a minimum of thirty-four (34) square feet in area and four (4) feet in width, must be provided for each canopy tree. The Site Plan (SP) and Hydrology Report (HR) cannot be approved as submitted. Please address the following review comments prior to the next submittal. Site Plan: 1. Please include a response letter to the comments along with the corrected copies of the SP. 2. A floodplain use permit and an elevation certificate are required for this project. 3. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207. 4. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10. 5. Please label all vehicular, bicycle, pedestrian, and handicapped circulation clearly identified per D.S. 2-02.2.1.12. 6. Fully dimensioned loading space(s) and maneuvering area(s) per D.S. 2-02.2.1.14. 7. Show the limits of the 100-year floodplain and water surface elevation per D.S. 2-02.2.1.15. 8. Please provide Drainage patterns and finished grades per D.S. 2-02.2.1.16. 9. Please list estimated cut & fill quantities per D.S. 2-02.2.1.17. 10. Please show dimensioned right-of-way, including any applicable Major Streets and Routes (MS&R) Plan right-of-way per D.S. 2-02.2.1.19. 11. All easement of record must be graphically shown on the plan together with recording docket and page per D.S. 2-02.2.1.20. 12. Sidewalks, curbs and wheelchair ramps are required where applicable per D.S. 3-01.3.0 and installed with "Detectable Warnings" per ADAAG. 13. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21. 14. Please provide existing topographic contours at intervals not exceeding two (2) feet and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Field Book and page number per D.S. 2-02.2.1.23. 15. Show all fences, walls, or vegetation for screening and sight visibility by type, material, height, location and spacing per D.S. 2-02.2.1.27. 16. Show Site plan number (T07CM03292) on all sheets per D.S. 2-02.2.1.29. 17. Show refuse container location, size, and access thereto fully dimensioned per D.S. 2-02.2.1.32 and D.S. 6-01.0. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes. Call out the GB at the D/W, if applicable. 20. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice. 21. List the consulting engineer and the owner/developer on the plans with the pertinent information. 22. Add note: "Depress all landscaped areas 6" maximum for water harvesting". 23. "A grading permit will be required for this project. Submit 3 sets of grading upon completion and submittal of a grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans". Hydrology Report: 1.
