Stone Façade renovation, restrooms and lobby addition to social hall, new outdoor activity structure and remodel of outdoor plaza on church site Building plan - site plan review TRANSMITTAL DATE: December 12, 2007 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. The St. Augustine Cathedral plaza renovation project was originally just submitted as a building plan review. The project is actually a site plan review as well as the building plan review. The project consists of a bathroom and lobby addition to the existing social hall, a façade renovation for the existing cathedral, and the construction of an outdoor activity structure with accessible route installation. Due to the addition of these elements, staff conducted a "site plan review", per DS 2-02 requirements. Please add the following things to plan sheet A0.0. 2. Per DS 2-02.2.1.5, please call out the property line location. 3. Per DS 2-02.2.1.6, please provide a calculation that lists the square footages and uses of all existing structures on the site, and the "percentage of expansion" of the square footage for the social hall - and for total gross floor area of the buildings on the site. I acknowledge this is definitely under 25% expansion, and further acknowledge the outdoor structure does not count towards gross floor area and thus is not an expansion area to be included in the calculation. 4. Per DS 2-02.2.1.6, regarding the new building work areas: A) call out any roof overhang or canopies with dashed lines for the social hall B) call out any roof overhang or canopies with dashed lines for the cathedral C) clarify the use of the new outdoor structure D) clarify the height of the new outdoor structure, from grade to the top of the dome E) provide a dimensioned footprint of the new outdoor structure 5. Per DS 2-02.2.1.7, dimension distance between buildings and to property lines for records and inspection purposes. Please provide a note that indicates "building setbacks are designed to meet with Rio Nuevo prevailing area building setbacks". I acknowledge, per DRB staff, the building work meets Rio Nuevo setback criteria. 6. Per DS 2-02.2.1.8, for records purposes, please provide a note with the number of provided parking spaces, disabled parking spaces, and disabled access aisles. 7. Per DS 2-02.2.1.10, please show sight visibility triangles. See Engineering for further comments on this issue. 8. Per DS 2-02.2.12, regarding handicapped and pedestrian access: A) in general note 12 - reference sheets CE -1 and PP-1 for the slopes and widths of the accessible routes. I see that they meet the standards on these sheets. B) Please provide a note stating that "all ramps will be no greater than a slope of 1:12" C) Please provide a note stating that "a continuous accessible route is provided throughout the site with a minimum width of 4' unimpeded" D) Identify all pedestrian access points/gates to the plaza with a keynote - I see on the colored renderings that there is a pedestrian access point near the corner of Ochoa and 12th, however, that is not clear on the site drawing. E) Call out that the widths of the pedestrian entries 9. Per DS 2-02.2.1.25, call out any free-standing lighting if applicable, with height and post locations. 10. Per DS 2-02.2.1.28, declare that the site is zoned "C-3". 11. Per DS 2-02.2.2.A.2, please provide a total lot area in square footage and acreage, for records. 12. Per DS 2-02.2.2.A.3, please provide a Floor Area Ratio calculation for the total gross floor area of the buildings on the site, including new additions this project. 13. Please provide a notation stating that the project will meet the requirements of the Rio Nuevo Downtown Redevelopment District Overlay, Per LUC 2.8.7. 14. Note that further review comments may be forthcoming, depending upon the responses provided. Please contact me for a counter appointment. I am willing to review the changes made to this plan in a meeting, rather than requiring a resubmittal.
