MacArthur Circle Site Plan TRANSMITTAL: 02/22/08 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. DS 2-02.2.1.9 Clearly indicate the required 5' access aisle for the class two bicycle parking spaces. FYI: The indicated class two bicycle rack will accommodate two bicycles each. You may reduce the number of bicycle racks. 2. DS 2-02.2.1.12 Per DS 2-08.3.1, a pedestrian circulation path is required to connect to any adjacent street. A sidewalk, crosswalks, and handicap ramps are required to be provided from the building to MacAuthur Circle. The portion of the pedestrian circulation path to MacAuthur Circle between the vehicle parking spaces is required to be constructed of concrete per DS 2-08.5.1.C. If the concrete is to be flush with the vehicular use area and the indicated railings are to be used as the physical barrier then the parking spaces on each side of the sidewalk are required to be a minimum of 10' in width per DS 3-05.2.1.B.3. If in this area the sidewalk is to be elevated a handicap ramp will be required.. On detail D/4 clearly indicate the maximum slope, width, landing and the 24" depth of the truncated domes for the handicap ramp. Previous comment: Curb ramps shall be a minimum of three (3) feet in width, exclusive of flared sides. The curb ramp flares shall not be steeper than 1:10. Counter slopes of adjoining gutters and road surfaces immediately adjacent to the curb ramp shall not be steeper than 1:20. The adjacent surfaces at transitions at curb ramps to walks, gutters and streets shall be at the same level. All slopes are to be indicated on the plan/plat and associated details. ANSI 406.2, 3, & 4 Near the north side of the proposed building clearly indicate the location of the 5' sidewalk and indicate how the required 4' sidewalk does not interfere with the provided handicap ramp near the north east corner. Along the west side of the building, clearly indicate the required 5' pedestrian refuge with a minimum 4' sidewalk. If the top of the sidewalk is even with the top of curb a handicap ramp will be required at the south end where it meets the flush area under the drive through canopy. All pedestrian circulation areas, under the drive through canopy, which are flush with the vehicular use are will require truncated domes to be placed on the sidewalk adjacent to any vehicular use areas. (min. 24" wide) Previous comment: All accessible curb ramps including the flush entrances of buildings shall have truncated domes installed that shall be twenty-four (24) inches minimum in the direction of travel and extend the full width of the curb ramp or flush surface. If the area under the drive though canopy is to be used as a cross walk clearly indicate such. Crosswalks are required to be striped. The pedestrian circulation path from the cul-de-sac to the building is required to be an accessible route. The indicated steps under the drive though canopy can not be part of an accessible route. If the steps are to remain and the accessible route is provided in an other location, a hand rail will be required to be provided at the steps. FYI: Truncated domes at the indicated handicap parking spaces are only required across the front of the access aisles on the sidewalk. The wheel stops for the parking spaces provide the barrier requirements. 3. DS 2-02..2.1.25 Provide location and type of existing or proposed lighting for the site. Provide a detail of the light pole and fixture. Clearly indicate the minimum height from grade to the bottom of the light fixture ( minimum 15' required where overhanging a vehicular use area). 4. Per DS 3-05.2.2.B.3, a minimum distance of two (2) feet must be maintained between a PAAL and any wall. Along the west side of the PAAL near the entrance from Ohio St. provide a dimension from the wall to the PAAL. 5. Depending on responses to the above comments and changes to the site plan, further comments may be forth coming. Some of the canopy trees shown on the landscape plan in the areas adjacent to the vehicle parking are shown to be located within the required 2-1/2 foot vehicle overhang area. Revise landscape plan to show the parking lot canopy trees located in a manner which the parking curbs will prevent parked vehicles from striking their trunks. DS 3-05.2.3.C 2. Dimension the minimum width and label the square footage of the unpaved area measured from the inside of curbs for both types of tree planters which are proposed within the vehicle use area. An unpaved area, which is a minimum of thirty-four (34) square feet in area and four (4) feet in width, must be provided for each canopy tree. It is not clear in the detail for the half-diamond-shaped planters that this requirement is met. Include a typical dimension or detail showning the square footage and width of the elongated/rounded planter areas which extend the length of and in between the parking spaces. LUC 3.7.2.3.A.1.c, DS 2-07.2.2.A.2.e 3. Revise Landscape General Note 1 on sheet 1 of 5 to reference the City of Tucson Land Use Code rather than zoning code. 4. All disturbed areas including adjacent rights of way shall be treated with ground cover such as decomposed granite to help reduce dust pollution per LUC 3.7.2.7. Indicate treatment within right-of-way areas either on the landscape plan drawing or in general note 8 on sheet 1 of 5. 5. Revise irrigation plan drawing to include specification design and layout per DS 2-06.5.4.A & DS 2-06.5.4.B including sleeves for driveways and sidewalks. 6. Any required storm water detention/retention basins shall be landscaped to enhance the natural configuration of the basin. Design criteria are set forth in Development Standard 10-01.0. LUC 3.7.4.3.A 7. Add site plan grading plan general note 17, which states that all landscaped areas shall be depressed for water harvesting, to the landscape plan general notes. |

The drainage report is accepted. Site Plan/Grading Plan Comments: 2. The SWPPP will be approved when the grading plan is approved. Revise the SWPPP as necessary if the site and grading plans are revised. Include the SWPPPs with the next submittal. Note that the Construction General Permit has been superseded by a permit issued on February 29, 2008. Revise the SWPPP to be consistent with the new permit. 3. Revise site plan keynote 7 or detail C/4 to provide a consistent sidewalk width. The note indicates a 4-foot sidewalk width, which is the minimum required, while the detail indicates a 6-foot sidewalk width. 4. Revise detail B/5 to be consistent with the plan view. The plan view indicates a 16-foot pavement width and a barricade railing. The plan view and detail must agree. Check all details for consistency with the main plan view. 5. Revise the location of truncated domes on detail E/4 so that they only appear at the interface between vehicle use areas and pedestrian areas where there is no vertical separation. Add truncated domes along the sides of the drop-off drive as well. Add truncated domes where the sidewalk crosses the driveway. 6. Provide spot grades in the Detention Basin Section (B/5) that is consistent with the site and grading plans.
