1. The site plans as submitted do not meet the requirements of DS 2-02 for a site plan review.

This site plan is required to meet Development Standards 2-08 (Pedestrian Circulation), DS 2-09 (Bicycle parking), DS 3-01 (Street Development), DS 3-05 (Vehicular Use Area Design), LUC Sec. 2.8.10 (Rio Nuevo and Downtown Development Zone) LUC Sec. 3.3.6 (Parking exceptions), and all pertaining sections of the Land Use Code.

2. It appears that dedication of right of way may be taking place. Provide documentation verifying dedication and recording information (docket and page) on the site plan.

3. Zoning acknowledges that Administrative Waivers may be requested for portions of Development Standards and the Land Use Code. Pedestrian circulation and disabled accessible routes are items that will not be allowed to be waived.

4. Provide a layout of the proposed parking garage with required handicap parking spaces and indicating the required accessible pedestrian circulation path for the parking garage.

Applications for projects within the Rio Nuevo and Downtown (RND) Zone shall be reviewed in accordance with the Administrative Design Review Procedures, 23A-32. The application must include a Design Context and Compatibility Report in conformance with Development Standard 9-10.2.0. Plans must meet applicable LUC and building code requirements.

2. Street landscape borders are not required if the ground level story of a building containing a parking structure is not used for motor vehicle parking or if the parking structure is completely screened and enclosed by a masonry wall per LUC 3.7.2.4.C

The initial review for the above project has been completed. This letter contains comments which need to be addressed by written responses to each, indicating all actions taken. In order to facilitate a shorter second review, all corrections and revisions must be completed. Two complete new sets of prints, along with a redlined set from the previous review, must be delivered to our office. To avoid delays, ensure that all corrections have been made, are complete, and have been coordinated on all applicable detail and note sheets. Pen or pencil corrections on final prints are not acceptable.

This project has been reviewed for conformance with the City of Tucson Land Use Code 1995 and the City of Tucson Development Standards 2000 as amended and supplemented.

Any revisions to this plan will require an additional review and approval by Willdan.

Sheet C1.1 appears to be a demolition plan and site plan overlapping one another which makes it is unclear what site improvements are being done. Please provide a separate site plan to clarify.

At the Northwest corner of the project there is a rectangle that is not labeled. Please label what this object is, if it is above ground it will have to be relocated to allow an unobstructed accessible path around the building.

RESUBMITTAL REQUIRED: SITE PLAN


1. The site plans as submitted do not meet the requirements of DS 2-02 for a site plan review. Review Development Standard 2-02 Site Plan Content and Specifications for the required information to be provided on the site plan. Sheet C1.1 was reviewed for compliance with DS 2-02.

2. Be advised it is recommended to provide a site plan that is on a 24" by 36" sheet.

3. Provide the site address within the title block of each sheet. DS 2-02.2.1.A.3.

4. For plan clarity, provide an existing conditions/demolition plan separate from the proposed development site plan. Clearly indicate the phasing on the existing conditions/demolition plan.

5. Provide a location map to have the lettering the equivalent of twelve (0.12") point or greater in size. D.S. 2-02.2.1.A.4.

6. After reviewing the Department of Transportation Map Site the project area (all three phases) appears to have several lots. Are the lots going to be combined? Clarify.

7. Clearly indicate the property line on all applicable sheets. DS 2-02.2.1.A.

8. Provide existing and future sight visibility triangles (SVT) for Toole Avenue. If the future MS & R ROW width is both existing and future and is also built out to the future ROW, provide one SVT for the near and far side, but label the SVT "existing and future SVT." DS 2-02.2.1.A.10.

9. If applicable provide SVTs for any other proposed entrance/exit drives to a public street. DS 2-02.2.1.A.10.

10. Per Zoning comment 2 it appears there is a ROW taking/dedication; clarify in the response letter if this is the case and provide recordation data on the plan.

11. Dimension all points of egress and ingress including locations and width of driveways and parking area access lanes (PAALs). DS 2-02.2.1.A.11.

12. Vehicular, bicycle, pedestrian, and handicapped circulation must be clearly identified on the site plan. Revise the site plan to meet this standard. DS 2-02.2.1.A.12.

13. Provide existing drainage patterns and finish grades. DS 2-02.2.1.A.16.

14. Provide estimated cut and fill quantities. If the quantities are zero indicate on the plan. DS 2-02.2.1.A.17.

15. All streets surrounding a subject property must be identified on the site plan. Provide a label on the plan within 5th Avenue. DS 2-02.2.1.A.18.

16. Provide the book and page for all streets shown on the site plan. DS 2-02.2.1.A.18.

17. Dimension all right-of-way, including any applicable Major Streets and Routes (MS&R) Plan right-of-way. Revise appropriately. DS 2-02.2.1.A.19.

18. If applicable all easements of record must be graphically shown on the plan together with recording docket and page reference. Revise appropriately. DS 2-02.2.1.A.20.

19. Provide dimensions from the street centerline of all surrounding streets to existing and proposed curbs, sidewalks, driveways, and utility lines. Label accordingly. DS 2-02.2.1.A.21.

20. Identify the datum for the existing contours. DS 2-02.2.1.A.23.

21. Provide more spot elevations to determine the existing direction of drainage. DS 2-02.2.1.A.23.

22. Indicate refuse container location, size and access thereto fully dimensioned. Demonstrate vehicle maneuverability. Be aware refuse vehicles require 36' inside radius and 50' outside radius.

23. The provided a refuse enclosure detail has an inside dimension of 16'. Is the dumpster services two enclosure (regular trash and recyclable). If this is the case 20' is required. It is recommended to contact Andy Vera from Environmental Services (631-5160) for solid waste proposals.

24. Grading, hydrology, landscape islands and borders are to be integrated in effort to make maximum use of stormwater runoff for supplemental irrigation purposes. Landscape islands and borders must provide water harvesting from the vehicle use area and the rooftops. Small curb opening must be provided to accept the surface stormwater. Revise the site plan to meet this criteria. LUC 3.7.4.3.B.

25. Per the Transportation Access Management Guidelines (TAMG) for an ingress/egress to a collector street 25' curb returns are required. Indicate 25' curb returns for the ingress/egresses to Toole Avenue. TMAG was adopted on March 17, 2003 by Mayor and Council.

26. Per the Transportation Access Management Guidelines (TAMG) for an ingress/egress to a local street 18' curb returns are required. Indicate 18' curb returns for the ingress/egresses to 5th Avenue. TMAG was adopted on March 17, 2003 by Mayor and Council.

27. Handicap curb access ramps are required to be constructed with truncated domes, per recent a Federal ADA requirement. Identify on the site plan where all proposed handicap curb access ramps (keynote 2) are located.

28. Provide on the site plan the off site to on site and onsite to off site existing and post discharge quantities for the project.

29. Provide the Q for the output proposed from the roof down spouts (keynote 27).

30. Please note that subsequent comments will be necessary upon resubmittal due to the lack of the required information on the plan and depending on the nature and extent of revisions that occur to the plans.

DRAINAGE STATEMENT COMMENTS

1. Provide calculations, scupper details and discussion supporting the proposed roof discharge from the roof down spouts (keynote 27). DS Sec.2-02.2.1.A.16

2. Some of the post Qs provided on the table on page 2 do not match the post development drainage map. Clarify and/or revise.

3. The post Qs provided on the future conditions table in Appendix B are not consistent with the other documents. Revise all supporting documents accordingly and provide clarification in the response letter.
