SUMMARY: Engineering Division of Development Services Department has received the proposed site plan for the construction of a single-family residence. Engineering Division has reviewed the submitted site plan and does not recommend approval at this time. The following items need to be addressed:


SITE PLAN:

1) DS Sec.2-02.2.1.A.1: Provide a north arrow on Sheet A-1.

2) DS Sec.2-02.2.1.A.5: Clearly provide the dimension and bearing for the west portion of the front property line per the final plat, Book 59, Page 41. The site plan shows a bearing that is cut-off on plan view.

3) DS Sec.2-02.2.1.A.12: Provide the dimension and label the existing curb and sidewalk located along Sparkling Starr Drive. Label existing curb as either wedge or vertical.

4) DS Sec.2-02.2.1.A.12: Revise the site plan to verify that all slopes along the driveway entrance and sidewalk transitions meet ANSI requirements. Refer to DS Sec.3-01, Figure 4, for the maximum cross slope for the sidewalk and required handicap ramp. All handicap ramps must be constructed with truncated domes and must be indicted on the proposed site plan with a note or a detail. Sidewalk can not be obstructed by lot improvements. All improvements must be located outside of the 10-foot P.U.E. with the exception of the driveway entrance. All rock riprap must be shown outside of the sidewalk area and not as an obstruction to pedestrian access.

5) DS Sec.2-02.2.1.A.12: Revise the site plan to provide the percent slope for the proposed pedestrian access that is shown from the single-family residence to the public pedestrian access easement. Verify that the maximum percent slope is not exceeded for this area per DS Sec.2-08.

6) DS Sec.2-02.2.1.A.16: Revise Cross Section A to include the proposed pedestrian access that is shown in plan view. Also revise the cross section to include the verbiage for the retaining wall that has been left off of the cross section.

7) DS Sec.2-02.2.1.A.16: Provide the grade break for the drainage swale located to the north of the proposed single-family residence.

8) DS Sec.2-02.2.1.A.18: Revise the site plan to label Sparkling Starr Dr as a private road and Common Area "B" per the final plat, Book 59, Page 41.

9) DS Sec.2-02.2.1.A.20: Revise the site plan to correctly label and dimension the 1-foot no access easement in plan view (key note #8). Per the final plat the 1-foot N.A.E. does not continue along the entire south property line as shown on the site plan.

10) DS Sec.2-02.2.1.A.20: Revise the site plan to provide the survey information, per Book 59, Page 41, for the platted natural undisturbed open space (NUOS) that is depicted along the north portion of the lot. The note provided for no disturbance of this area is helpful, however the site plan must clearly show that the grading limits do not encroach into this area, verify.

11) DS Sec.2-02.2.1.A.23: Provide on the site plan the datum reference used to establish the existing and proposed topographic contours and provide a Bench Mark based on City of Tucson Datum, including City Field Book and Page number.

12) DS Sec.2-02.2.1.A.27: Verify on the site plan that all proposed walls, fences and vegetation for screening by type, material, height, location and spacing meet the requirements within DS Sec.9-04.

13) DS Sec.9-04.3.1.A.1: Revise the site plan to clearly show the limits of grading outside of the platted NUOS. Clearly show the limits of disturbance and verify that the limits will be staked and fenced as required.

14) DS Sec.9-04.3.1.A.2: Revise the site plan to include a note or verbiage in the call out that states "Temporary Fencing is required along the NUOS delineation in order to prevent encroachment into this area. Fencing must be installed prior to any construction activity."

15) DS Sec.9-04.3.1.B.5: Revise site plan note #13 or add an additional note to the site plan to state that all cut and fill slopes meet or exceed the minimum HDZ requirements. Refer to DS Sec.9-04.3.2.B and DS Sec.9-04.3.3 for HDZ requirements.

16) DS Sec.11-01.9: Provide on the site plan and required grading plan the required 2-feet setback from the west property boundary to the proposed limits of grading. The site plan and grading plan must show that the toe of fill slope for the drainage swale meets the required 2-foot setback from the property line.


GRADING PLAN:

17) DS Sec.11-01.2.1: Per General Note #10 on the Final Plat, Book 59 Page 41 a grading permit is required for this project due to the HDZ design review and the cut and fill quantities provided. The grading plan must be submitted with the next site plan submittal and all comments associated with the site plan and HDZ design must be addressed. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the site plan. A grading permit may not be issued prior to site plan approval.

18) DS Sec.11-01.9: Provide on the grading plan and proposed site plan the required 2-feet setback from the west property boundary to the proposed limits of grading. The grading plan and site plan must show that the toe of fill slope for the drainage swale meets the required 2-foot setback from the property line.

19) Please ensure that any future grading plan will be consistent with the site plan and HDZ design review. Grading standards may be accessed at: http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf

20) Provide a general note on the grading plan that references the City of Tucson Development Standard 11-01.0 (excavation and grading requirements).


GENERAL COMMENTS:

Please provide a revised site plan and a grading plan that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.
