PROJECT: T07CM02857, 5255 E. Canada Street
Tow in Yard, Commercial Storage A & B Towing
Commercial Site Plan, 1st Review

TRANSMITTAL DATE: July 20, 2007

COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This project was reviewed for compliance with the Land Use Code (LUC), Development Standards (DS), American National Standard Institute (ANSI) and International Building Code 2003 (IBC). Specifically, this project was reviewed for content specified under DS 2-02.

2. Per DS 2-02.2.1.4 with regards to location map - please increase the type size to at least 12 point for microfilming.

3. Per DS 2-02.2.1.2 provide the legal description for the property.

4. Per DS 2-02.2.1.6 with regards to the building:
A) provide dimensions of building
B) declare type of roof - flat w/ parapet? ridge
C) list building height -from grade to top of walls and to flat roof or midpoint of pitch
D) show any roof overhangs with dashed line and dimension

5. Per DS 2-02.2.1.7 with regards to building setbacks
A) please list all required and proposed building setbacks for records/inspections
B) the street building setback for this use is per LUC 3.2.6.5.A, established area, which requires a setback the greater of 20' or 1.5 times the height of the exterior building wall from the street front property line. A traffic study would have to be provided, and supported by Traffic Engineering and DSD Engineering, stating the roadway has an ADT that can support a developing area setback, rather than an established area setback.

6. Per DS 2-02.2.1.8, with regards to parking:
A) The parking calculation provided for Commercial Storage shows 25 required spaces, 2 provided total, which would require a variance (per applicant's requested note) to reduce the number of spaces.
B) Parking must be on site, including maneuvering, per LUC 3.3.4. A variance to allow maneuvering in the right of way, with approval from Traffic Engineering and Engineering, would be required.
C) Per IBC 1106.5, a minimum of one disabled parking space must be van accessible. Per ANSI 502.2, the access aisle must be provided at 8' wide if the space is 8' wide
D) Provide disabled access signage to be posted in front of space w/ $518.00 fine
E) Note that re-design of parking layout on next submittal will generate new comments

7. Per DS 2-02.2.1.9 and DS 2-09, with regards to bicycle parking:
A) the bicycle parking calculations for the required number of bike spaces is 8% of the total number of vehicle spaces provided and should be shown on the plan in this form
B) staff acknowledges the applicant requests a variance to delete the bicycle parking required. A variance to section LUC 3.3.4 Commercial Storage bicycle parking calculations would be required.

8. Per DS 2-02.2.1.10, provide sight visibility triangles. See Engineering for further comments.

9. Per DS 2-02.2.1.11, with regards to PAALs:
A) please clarify the direction of all PAALs (I see project note 2 stating all PAALs are one way --show which direction on plan)
B) please dimension all PAAL areas (temporary storage, around building, entry, etc.)
C) Per LUC 3.3.7.2.C.4, requires one way PAALs within a Storage Use Group to be 20' wide -with an additional 4' wide pedestrian refuge area delineated on one side of the PAAL. A variance to this section of the code would be required to delete the pedestrian refuge.
D) Per DS 3-05.2.2.B.3- a minimum of a 2' separation must be provided between a PAAL and any vertical obstruction over 6". Please see area on the plan with the fence along the PAAL and revise.
E) Per DS 3-05.2.2.B.1, a 5' wide pedestrian refuge area, inclusive of a 4' wide sidewalk is required between the entry PAAL and the building - and the PAAL just north of the building.
F) Please declare the width of the entry PAAL to the site
G) Per LUC 3.3.7.3, asphaltic concrete or cement concrete surfacing (see 3.3.7.3 A-C options) is required for all PAALs and vehicular use/storage areas. (My discussion with the applicant at the time of plan submittal requested permission to use pavement millings - which also would require a variance to the surfacing requirements per the LUC.) Revise or variance required.

10. Per DS 2-02.2.1.12 with regards to pedestrian/disabled circulation
A) physical separation required between a parking space and sidewalk (see side of pkg)
B) Clarify if the pedestrian area around the parking is concrete, per DS 2-08.
C) Clarify if pedestrian area by parking is raised or in flush with the asphalt, per DS 2-08
D) Provide a 4' wide opening in all proposed pedestrian gates per DS 2-08
E) Clarify pedestrian/disabled access to office (ramp?)
F) Provide truncated domes at top of disabled parking access aisle -on sidewalk side (warns of transition from pedestrian to vehicle use area)
G) Provide 5' wide pedestrian refuge area, inclusive of a sidewalk, to immediate east and north of office - between PAALs and building

11. Per DS 2-02.2.1.13, clarify if any free-standing signage or lighting is proposed, with symbol keynoted on plan and vertical clearance of 15' minimum provided where located within vehicular use area, per DS 3-05.

12. Per DS 2-02.2.1.14, with regards to loading zones:
A) the number of required loading zones, per determination of the Zoning Administrator, is based upon the total square footage of the use area - not just the gross floor area of the buildings on the site. The total use area of this project is listed as approximately 220,000 square feet - which would require 7 on-site loading zones, per LUC 3.4.5.2 - at 12'x55' size. No loading zones are provided on the plan - which requires a variance to the above referenced section of the LUC, or redesign of the site.
B) Note that should loading zones be provided, further review comments may be forthcoming.

13. Per DS 2-02.1.20, please ensure any easements are shown graphically, with type and recordation information listed.

14. Per DS 2-02.2.1.32, please see Engineering comments regarding the location and servicing of waste receptacles.

15. Per DS 2-02.2.2.A.2, please provide the floor area ratio (FAR) calculation for the office building.

16. I acknowledge the applicant is requesting several variances for this project to proceed as proposed. The plan needs to be resubmitted for review of corrections of any non-variance requested items, prior to staff issuing a referral to the Board of Adjustment for the variance process. This is done to ensure that all variance referrals to the Board of Adjustment are accurate.

17. Please note, depending upon responses received in the resubmittal, further review comments may be forthcoming. Should there be any questions on this review, please contact me at Heather.Thrall@tucsonaz.gov or at 837-4951.

Site Plan Review

The site plan cannot be approved as submitted. Please address the following comments. Include a response letter describing how each comment has been addressed.

1. Show sight visibility triangles for the parking areas and for the main entry into the site. Since Canada Street is not paved, indicate the edge of the usual travel lane as the base of the SVT. If the parking arrangement that is shown on the plan is approved through the variance process, show how the customer service trailer will not block the vision of drivers backing into the street.
2. Explain by note or in a response letter how solid waste will be removed from the property. If roll cans are used, show their storage location on the plan.

Note that if additional paving is required or proposed for this site, a revised drainage statement or drainage report will be required and additional comments will be forthcoming.

If you have any questions or wish to set up a meeting contact me at loren.makus@tucsonaz.gov or 520.837.4927.
