The building plans have been reviewed by Zoning Review Section but cannot be approved at this time until the following comments are addressed and requested documents submitted as requested. 2. Zoning could not verify that the site plan drawing depicted on the cover sheet of the plan package matches the approved site plan for the daycare use. Include the with the next submittal a copy of the approved site previously approved plan for the daycare. 3. The following items have been found to conflict with the site plan as depicted in the plan package. a. There are two shade structures on the site that have not been drawn on the site plan. One of the structures is located on the northwest side of the site. The other appears to be a shade structure attached to the building along the southwest of the site and next to the courtyard/play area. These shade structures do not appear in the 2005 aerial and it is not clear if these structures were permitted and inspected. Review of these structures and permits/inspections may be required to ensure compliance with building and fire requirements. Contact Lee Ray Hanley for more information on this issue. b. Per the current (2006) online aerial, an addition has been constructed to the East Side of the building. The building and the wall appear to be with the COT R/W. Per a COT "As Built" paving plan, number "Project No. 844-A" sheet 19, the half R/W for Walnut Avenue is 30 feet from the centerline to property line. The face of curb to property line distance is 12 feet. Per a site inspection it was noted that the structure in question is 9'-5" from the face of curb at the south end and 10'-3" at the north end. As indicated the structure appears to be in the R/W and is not drawn correctly on the site plan and the structure cannot be approved as constructed. Compliance with the development criteria for this use of this structure must be reviewed and approved. A building permit application is required for this structure. c. Per the site plan in the building plan package the West End of the parking lot is reserved for loading. Per the site inspection it was noted that the area in question is striped for vehicular parking. Also the plan depicts a HC parking space but it does not appear that the HC parking space is signed or provided with the required access aisle. d. A vehicle was parked along the East Side of the building but the plan does not depict an approved parking space in this area which is also in the pedestrian area R/W as defined by the "As Built" plan. Also it appears that the adjacent lot or a portion of the lot is being used to park a van that is used for the Daycare Use. This could be considered an expansion in vehicular use area and must be developed to meet the requirements in development standards 3-05 which includes paving, striping, landscaping, maneuvering on site, parking lease agreement etc. e. The walk access route is not clearly defined or physically separated from the vehicular use area. Also vehicles were parked in the area noted on the plan as walk access route. |
