The following plan review comments are based on the City of Tucson’s building codes and, unless otherwise noted, refer to the 2006 International Residential Code (IRC) as amended and adopted by the City of Tucson and the City of Tucson/Pima County Outdoor Lighting Code.

Please respond in writing to each comment by marking the following comment list or creating a response letter. Indicate which detail, specification, or calculation shows the requested information. Your complete and clear responses will expedite the re-check and hopefully, approval of this project. Thank you for your assistance.

The following code comments reflect a review of building plans only. If site-related comments are applicable to this project, they will be generated by others (e.g., Planning, Engineering, Public Works, Health, etc.).

GENERAL COMMENTS:

1 Various Sheets, Referenced Codes. The cover sheet includes notes regarding the Pima County Inclusive Home Design Ordinance, which does not apply within the City of Tucson, and Sheets 8 and 9 reference the 2003 IRC. Please check the drawings and revise or delete any code references or section cites to former model codes or editions or other regulations not currently adopted by the City of Tucson.

2. Cover Sheet or Sheet 7, Manufacturer’s Installation Instructions. Please add a note stating that manufacturer’s installation instructions, as required by the IRC for items such as gas fireplaces, gas logs and other listed appliances or components, shall be available on the construction site at the time of inspection. Reference IRC Section R106.1.2.

3. Automatic Fire Sprinklers. Please coordinate with the local fire department having jurisdiction as to whether an automatic fire sprinkler system is required to be installed as required under certain circumstances by Appendix L of the IRC as adopted and amended by the City of Tucson. This is simply a reminder and does not require a response.

4. Additional Review Comments. Due to the fact that additional information is being requested for the second review, there may be additional review comments.

ARCHITECTURAL COMMENTS:

1. Sheet 2, Windows Labeling. The bathroom windows are labeled “1020” on the floor plan, but are shown as being two feet wide and one foot high on the elevations. The standard window sizing nomenclature for these windows is 2010, with the width being given first, followed by the height.

2. Sheet 8, Smoke Alarms. Please revise the electrical plan to add smoke detectors inside of each bedroom. Reference IRC Section R313.2(2.).

3. Sheet 4, Field Treatment. Please add a note stating that field cut ends, notches and drilled holes of pressure preservatively treated wood are to be retreated in the field in accordance with AWPA M4. Reference IRC Section R320.1.2.

4. Sheet 5, Premises Identification. Please add a note stating that approved numbers or addresses are to be provided for all new buildings in such a position as to be plainly visible and legible from the street or road fronting the property. Reference IRC Section R321.

5. Sheet 2, Ceiling Gypsum Board. Please add a note and/or detail showing that, when applying a water-based texture material, the minimum gypsum board thickness shall be increased from 3/8 inch to ½ inch for 16-inch on center framing, and from ½ inch to 5/8 inch for 24-inch on center framing or ½-inch sag-resistant gypsum ceiling board is to be used. Reference IRC Table R702.3.5, foot note d.

6. Sheet 6, Roof Ventilation. Please provide roof ventilation calculations and the number, type(s) and locations of vents to be provided. Note that, if a 1:300 ratio is to be used, at least 50% and not more than 80% of the ventilation must be provided in the upper portion of the roof. If an alternate unvented design is to be used, please provide a detail approved by the Greater Tucson Area Building Officials. Reference IRC Section R806.

STRUCTURAL COMMENTS:

1. Sheet 3 or 4, Surface Drainage. Please add a note or detail confirming that surface drainage is to be diverted so as to not cause a hazard or damage to the structure. Lots are to be graded a minimum of six (6) inches within the first ten (10) feet (or in accordance with the soils report) so as to drain surface water away from foundation walls. Reference IRC Section R401.3.

2. Sheets 3 and 4, Footing Size. Sheet 3 includes a detail that shows a 24-inch-wide footing, but sheet 4 has details showing footings that are 1’-7” wide. Please coordinate the details to clarify the standard footing width. Reference IRC Section R403.

3. Sheet 6, Stud Size and Spacing. Please provide a note and/or a detail that shows the stud size and spacing for the interior walls. Reference IRC Section 602.3.1 and Table R602.3(5.).

4. Sheet 4 or 6, Lintel Sizes. Please provide a note or detail specifying the size, reinforcing and details for lintels spanning openings in the exterior walls. Reference IRC Sections R606.10 and R611.7.3.




ENERGY EFFICIENCY COMMENTS:

1. Sheets 2 and 5, Glazing U-Factors. Notes on Sheet 2 state that glazing U-values are to be 0.75 and 0.72, but notes on Sheet 5 state that they are to be 0.87. Please revise the plans to confirm that the glazing U-factor(s) for all glazing in exterior walls, including glazing in exterior doors, is(are) to be 0.75 or less. Up to fifteen (15) square feet of glazed fenestration per dwelling is exempt from the U-Factor and solar heat gain coefficient (SHGC) requirements. Reference IRC Sections N1102.1, N1102.3 and Table N1102.1.

2. Air Leakage. Please add a note stating that all joints, seams, penetrations and other sources of air leakage through the building thermal envelope are to be caulked, gasketed, wrapped or otherwise sealed to limit uncontrolled air movement. See IRC Section N1102.4 for details.

3. Solar Heat Gain Coefficient. Please specify on the plans that all windows are to bear a National Fenestration Rating Council (NFRC) sticker. Maximum allowable Solar Heat Gain Coefficient (SHGC) is 0.40 (lower is better). Reference IRC Section N1102.1, Table N1102.1 and Section N1102.3.2.

4. Sheet 7, Heat Pump Supplementary Heat. Please add a note confirming that heat pumps having supplementary electric-resistance heat are to have controls that, except during defrost, prevent supplemental heat operations when the heat pump compressor can meet the heating load. Reference IRC Section N1103.1.1.4.

5. Sheet 7, Duct Insulation. Please add a note and/or detail(s) to confirm that ducts are to be insulated with insulation having a minimum value of R-8, with ducts in floor trusses insulated to a minimum of R-6, with the exception that ducts or portions thereof located completely inside the building thermal envelope are not required to meet these requirements. Reference IRC Section N1103.2.

MECHANICAL, PLUMBING AND ELECTRICAL COMMENTS:

1. Sheets 2 and 7, Location of Equipment. A note on Sheet 2 states “HPCU ON ROOF.” Please clarify the locations for the HVAC equipment. If equipment is roof mounted, please provide mounting details. If any equipment is located in the attic, provide notes or details confirming that the installation is to meet the requirements of IRC Section M1305.1.3 for access, a working platform, a passageway 24” wide and no more than 20’ long, a 30” X 30” minimum working platform, 30” minimum clear headroom and a receptacle and light. Trusses are to be designed to account for the additional load of attic-mounted equipment.

2. Sheet 7 or 9, Condensate Lines. Please revise the mechanical plan and/or plumbing plan to show that condensate drain lines are to provided, with a minimum size of 3/4” i.d. Where damage to building components will occur due to condensate overflow from drain pans or stoppage in condensate piping, an auxiliary or secondary drain system must be provided in accordance with M1411.3.1. Plastic condensate piping must be painted if exposed to sunlight. Show locations of termination points for drain lines. Reference IRC Section M1411.3.

3. Sheet 9, Hose Bibbs. Please indicate that hose bibbs are to be equipped with integral backflow preventers. Reference IRC Section P2902.3.3.

4. Sheet 9, Water Pipe Sizing. Please provide water pipe sizing information, including the number of fixture units for each fixture, the number of each type of fixture, the total fixture units and the total developed length of the piping. Reference IRC Sections R106.1.1 and P2903.7 and Tables P2903.6 and P2903.7.

5. Sheet 8, Wall Receptacles. Please revise the electrical plan so that there is not more than 6 feet from a wall edge to an outlet or more than 12 feet between outlets. Reference IRC Section E3801.2.1.

6. Sheet 8, HVAC Outlet. Please revise the electrical plan to show a weatherproof GFCI-protected receptacle outlet within 25 ft. of A/C condenser units or heat pumps. Reference IRC Section E3801.11.

7. Sheet 8, GFCI Protection. Please note on the electrical plan that all counter and counter peninsula outlets are to be GFCI-protected. Reference IRC Section E3802.

8. Sheets 8, AFCI Protection. The AFCI protection section in the 2006 IRC has been revised. The current section reads, in part, “All branch circuits that supply 120-volt, single-phase, 15- and 20-ampere outlets installed in bedrooms shall be protected by a combination type or branch/feeder type arc-fault circuit interrupter installed to provide protection of the entire branch circuit.” Please add a note matching the current code language. Reference IRC Section E3802.12.

9. Sheet 8, Boxes at Optional Ceiling Fan Outlets. Please add a note reflecting the revised wording in 2006 IRC Section E3805.9, stating that outlet boxes and outlet box systems used as the sole support for ceiling-suspended fans (paddle) are to be marked by the manufacturer as suitable for this purpose and are not to support fans that weigh more than 70 lbs. Marking for boxes designed to support fans weighing more than 35 lbs. is to include the maximum weight to be supported.

10. Sheet 8, Disconnecting Means. Please revise the electrical plan to show that a disconnect is to be provided near and in sight of mechanical equipment, including air conditioning condensing units and heat pump units. Reference IRC Section E4001.5 and Table 4001.5.

OUTDOOR LIGHTING CODE COMMENTS:

1. Sheet 8, Outdoor Lighting Information. The reference on the plans should be to the “City of Tucson Outdoor Lighting Code,” not “Pima County...” Some information has been provided. A note reads “See Attached Cut Sheets,” but no “cut sheets” for the light fixtures have been provided for review. Please provide all of the additional information necessary to confirm that the outdoor lighting installation is to meet the requirements of the City of Tucson/Pima County Outdoor Lighting Code, including “cut sheets,” or specifications, for all proposed outdoor light fixtures, the lighting area in which the site is located, the allowable shielded, unshielded and total lumens; the actual shielded, unshielded and total lumens, and other items as required under Section 104 of the Outdoor Lighting Code.
