| 07/23/2007 | JASON GREEN | ENGINEERING | REVIEW | Denied | DATE: July 24, 2007 SUBJECT: Accessory Detached Sleeping Structure- Site Plan Review TO: Milton Simmons LOCATION: 3575 N Camino De Vista, T13S R13E Sec28/29 Ward 1 REVIEWERS: Jason Green, CFM ACTIVITY: T07CM02053 (Site Plan and Building Plan) SUMMARY: Engineering Division of Development Services Department has received and reviewed the proposed site plan and Erosion Hazard Setback Study (Physical Resource Engineering, Inc., 10APR07) for compliance with the Development Standards and Floodplain Management requirements. The site plan is not approved at this time. Please address the following comments: SITE PLAN COMMENTS: 1) DS Sec.2-02.2.1.A.5: Revise the site plan to provide the bearings for the lot dimensions shown. Reference Basis of Bearing used to establish the lot dimensions. 2) DS Sec.2-02.2.1.A.11: Provide the dimensioned width for the existing driveway entrance. Per the Tucson Access Management Guideline (TAMG) the maximum width for a residential driveway is 20-foot. 3) DS Sec.2-02.2.1.A.15: Provide the regulatory floodplain limits overlaid on existing topographic contours at intervals not to exceed 2-feet. Refer to DS Sec.2-02.2.1.A.23. 4) DS Sec.2-02.2.1.A.16: Verify that the site plan shows the finish floor elevation (FFE) elevated 1.0- foot above the calculated base flood elevation (BFE). The FFE must be elevated at or above the regulatory flood elevation (RFE) which must be clearly shown within the drainage report. Revise the elevation details on Sheet A1 to reference the existing ground elevation and the FFE elevated to or above the RFE. Refer to City of Tucson Code Chapter 26-5.2 for floodway fringe development requirements. 5) TC Sec.26-5.2.11: Revise the site plan to show that all service equipment, such as air conditioning, evaporating coolers, electrical and heating equipment servicing the accessory residence are elevated at or above the RFE. 6) DS Sec.2-02.2.1.A.16: Revise the site plan to show spot elevations and flow arrows for the onsite drainage. Specifically verify that positive drainage is provided around the proposed accessory residence from the small tributary flow located along the West Side of the proposed structure without adversely impacting adjacent property owners. 7) DS Sec.2-02.2.1.A.17: Provide cut and fill quantities on the proposed site plan, a grading permit will be required per DS Sec.11-01.2.1 prior to any grubbing or grading. The site plan must provide limiting dimensions and depths of cut and fill slopes. Provide a cross section for the cut slope and proposed improvements. Clearly label the percent slope and height of cut slope. Show in detail how the site is balanced for the pouring of the finished floor. 8) DS Sec.11-01.7.1: Provide the limiting dimensions and depths of cut and fill slope. Per DS Sec.11-01.7.2 the slope of cut surfaces can not be steeper than 50% slope. If cut surfaces exceed the 50% slope a soils engineering report is required stating that the site has been investigated and recommends that a cut at a steeper slope will be stable and not create a hazard to the proposed structure. 9) DS Sec.2-02.2.1.A.19: Revise the site plan to label the recordation and right-of-way information for Camino De Vista. 10) DS Sec.2-02.2.1.20: Revise the site plan to clearly show and label the drainage and access easement as shown on the recorded subdivision plat Haciendas del Oeste for Lot 10 (Book 21, Page 084). All easements must be clearly delineated on the site plan. 11) DS Sec.2-02.2.1.A.21: Clearly label all utility lines and delineate them in plan view, specifically the gas, electric and sewer line, if applicable. 12) DS Sec.2-02.2.1.A.22: Delineate on the site plan the channel center line (with flow arrows) and the wash bank that was used to determine the erosion hazard setback distance. 13) DS Sec.2-02.2.1.A.23: Revise the site plan to show existing and proposed contours for the entire site at intervals not to exceed 2-feet and spot elevations as pertinent. Reference the Bench Mark used based on City of Tucson Datum, including City Field Book and page number. 14) DS Sec.2-02.2.1.A.27: Future spa, pools, walls, fences, etc will require a separate permit for review and approval from all necessary Development Services Departments. 15) DS Sec.2-02.2.2.C: Revise the site plan to match the required information within the revised Erosion Hazard Setback Study (EHSS). The following information is required on the site plan and must be discussed within the drainage report: a) The proposed EHSS must provide calculations, with reference to the equations used from DS Sec.10-2, to justify the proposed erosion hazard setback line that is shown for the regulatory wash. b) Site plan and drainage exhibit must show existing and proposed topographic contours, channel banks, channel centerline, flow arrows and a matching footprint of the proposed structure. c) Provide a revised EHSS that calculates the water surface elevation (WSEL) at the upstream end of the structure and verify that the FFE and all service equipment is elevated at or above the RFE. d) Provide a discussion within the report and show on the site plan with spot elevations or contours how the non-regulatory flow from the small tributary is directed around the structure to allow for positive drainage. The tributary flow can not be altered as to cause adverse impact to adjacent property owners. e) The site plan must be sealed and stamped by the civil engineer of record for the drainage information (floodplain limits, water surface elevations, EHSB, etc.) that is provided. GENERAL COMMENTS: Provide a revised site plan and Erosion Hazard Setback Study (EHSS) that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Further comments may be generated upon resubmittal of the site plan and EHSS.
