COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and
Development Standards were addressed.

1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance.

2. It appears that this project is comprised of two (2) different parcels. There are two (2) options in regards to utilizing the two (2) parcels as one site. Prior to approval of the site plan provide; 1) A Pima County Tax Parcel Combo and a recorded covenant regarding development and use of real property, or 2) Provide a site plan for each parcel that shows how the parcels can stand alone and meet the requirements of the LUC if sold separately along with a recorded covenant regarding development and use of real property. These items must be taken care of prior to approval of the site plan.

3. All lettering and dimension shall be the equivalent of twelve (0.12") point or greater in size to facilitate reproduction and photographically reduced (microfilm) for record keeping.

4. The site plan is very difficult to read, please provide a site plan at the same scale as the landscape plan is shown. There a numerous strings of text and dimensions which are screened making difficult to read the site plan. Additional comments maybe forth coming.

5. Add a note to the plan stating "THIS SITE PLAN IS DESIGNED TO MEET THE REQUIREMENTS OF THE OVERLAY ZONES CRITERIA: SEC. 2.8.3 MAJOR STREETS AND ROUTES (MS&R) SETBACK ZONE".

6. D.S. 2-02.2.1.A.3 Based on these parcels being utilized as one (1) site one (1) address is required. Revise address.

7. D.S. 2-02.2.1.A.4 It appears that the location map shows the west extents of section 01 and the east extents of section 06. Based on the scale of the location map this is not possible, revise the location map. Also show all watercourses on the location map.

8. D.S. 2-02.2.1.A.6 Provide the heights of the proposed building and awning.

9. D.S. 2-02.2.1.A.8 Per D.S. 3-05.2.3.C.1 Some type of barrier is require to prevent parking vehicles from extending beyond the property line. This said the parking spaces along the north and south property line will require curb stops. Also the handicapped parking space will require some type of barrier to prevent overhang of the sidewalk. Show the barriers on the site plan and the typical parking space details.

10. D.S. 2-02.2.1.A.8 Per ICC/ANSI A117.1-2003 Sec. 502.2 Vehicle Space Size, EXCEPTION: the minimum width of the access aisle is 96 inches. This side revise the handicapped parking space detail so that the access aisle is a minimum of 96". The parking space maybe reduced to 96" to facilitate meeting this standard.

11. D.S. 2-02.2.1.A.8 Provide a handicapped sign detail, see attached.

12. D.S. 2-02.2.1.A.9 Bicycle parking provided on the site plan does not meet the requirements of revised DS (Development Standard) 2-09. Per DS 2-09.4.1 Class 2 bicycle parking facilities will be located no more than fifty (50) feet from the main building entrance(s) and will be along the front side of the building as well as along other sides of the building that has an entrance. Bicycle access through the development will be separate from the pedestrian ways. Vehicular access may be used as bicycle access. Bicycle access to a parking facility may cross a pedestrian way at a right angle (DS2-09.3.2 Please review the revised DS 2-09 and provide the necessary corrections to the bicycle parking as required. Once changes are provided and reviewed further comments may result. The revised DS may be found on the web at: http://www.tucsonaz.gov/dsd/Codes___Ordinances/DevStd209.pdf. Clearly show the location of the main entrance on the plan so that Zoning can verify D.S. 2-09 requirements.

13. D.S. 2-02.2.1.A.10 Provide the existing and future sight visibility triangles (SVT's) on the site plan, see engineering comments.

14. D.S. 2-02.2.1.A.12 Per D.S. 3-05.2.2.B.1 a minimum setback distance of five (5) feet for a pedestrian refuge area must be maintained between the PAAL and any structure. Per D.S. 2-08.4.1.B a 4' sidewalk will be provided adjacent and parallel to any PAAL on the side where buildings are located. This said, provide the pedestrian refuge and sidewalk along the west and south side of the proposed building.

15. D.S. 2-02.2.1.A.12 Per D.S. 3-05.2.2.B.2 a minimum distance of one (1) foot must be maintained between any open structure, such as carport, and a PAAL. This side provide the one (1) foot setback between the proposed awning and the PAAL.

16. D.S. 2-02.2.1.A.12 Per D.S. 3-05.2.2.B.3 a two (2) foot setback is required between the parking area access lane (PAAL) located along the west side of the proposed building and the west property line.

17. D.S. 2-02.A.2.1.12. There does not appear to be any access from the handicapped access aisle to the sidewalk. Clearly show how access is provided from the handicapped access aisle to the proposed sidewalk on the plan and handicapped detail. Detectable warnings (truncated domes) will be required at all curb access ramps. ICC/ANSI A117.1-2003 Sec. 406.13.

18. D.S. 2-02.A.2.1.13 If applicable provide the location, type, size and height of existing and proposed freestanding signage and billboards.

19. D.S. 2-02.A.2.1.13 Per the most recent aerial photo there appears to be a billboard sign located in the southeast corner of this property. Clarify which property this billboard is located on. Additional comments maybe forth coming.

20. D.S. 2-02.A.2.1.12. Clearly delineate the width of the sidewalk as it runs under the proposed porch. Minimum width of four (4) feet must be maintained.

21. D.S. 2-02.2.1.A.18. Label Park Avenue as an MS&R Route.

22. D.S. 2-02.A.2.1.19. The future right-of-way (ROW) is unclear, see comment 4 above. Once clarified additional comments maybe forth coming.

23. D.S. 2-02.2.1.A.20. There is a drainage easement called out as to be abandoned with a docket and page listed with it. Is the docket and page for the abandonment or when the easement was recorded. Zoning cannot approve the site plan until this easement is abandoned.

24. D.S. 2-02.2.1.A.25 If applicable provide existing and proposed freestanding lighting layout and type. Provide a detail; list the height of pole and type of lighting.

25. D.S. 2-02.2.1.A.28 Provide the zoning for the adjacent parcels.

26. D.S. 2-02.A.2.1.31 Provide the "EXISTING AND PROPOSED USE" on the plan. The existing use should be shown as "VACANT". The proposed use should be listed as "AUTOMOTIVE, SERVICE AND REPAIR "30" SUBJECT TO 3.5.13.5".

27. D.S. 2-02.A.2.1.32 Show the storage area for the refuse containers on site. The trash recepticales may not be stored in the ROW.

Provide the following calculations:

28. D.S. 2-02.2.2.A.2 Provide the floor area of the building.

29. D.S. 2-02.2.2.A.3 Provide a Floor Area Ration (FAR) calculation on the plan, see LUC Sec. 3.2.11.2.C

30. D.S. 2-02.2.2.A.4 Zoning acknowledges that an adjustment for MS&R is applicable. It is unclear what the two areas "A" & "B" are referencing. Clarify what is being used to calculate this adjustment. Additional comments maybe forth coming.

31. Ensure that all changes to the site plan are reflected on the landscape plan.

Revise the plan accordingly.

2. Revise the landscape plan to include required screening elements in accordance with LUC Table 3.7.2-I. Note the height and type of material/construction for any screen walls proposed. Per table 3.7.2-I a 30" screen is required along the Park Avenue street frontage to be located on the development side of the street landscape border. Label on the drawing the location of the required 30" screen.

3. Refer to DS 2-07.2.2 and DS 2-06.5.4 for the specific content required for Grading Information on the landscape plan. Revise landscape plan to include required content and specifications. Grading information on the landscape plan shall include contour lines, spot elevations, percent slope across the site and direction of slope of paved areas, existing grades on adjacent rights-of-way and adjacent sites, and the methods by which water harvesting/ storm runoff is used to benefit planting areas on the site. DS 2-07.0, LUC 3.7.4.3.B

4. Both the proper and common name of each type of plant material must be listed. Locations, size, and name of all existing vegetation to remain in place. Material and areas of inert ground cover. All disturbed areas including adjacent right of ways shall be treated with ground cover such as decomposed granite to help reduce dust pollution per LUC 3.7.2.7. Indicate treatment for landscaped areas.

5. Landscape plan shall include irrigation specification design and layout for the new planter areas per DS 2-06.5.4.A & DS 2-06.5.4.B including source of irrigation, sleeves for driveways and sidewalks, locations of valves, low-flow bubblers or drip irrigation.

6. Dimension and indicate square footage of all landscaped areas and provide a calculation of the percentage of vegetative coverage on the landscape plan per DS 2-07.2.2.2.g. Fifty (50) percent or more of the street landscape border area must have shrubs and vegetative ground cover per LUC 3.7.2.4

7. Provide specific information about what plants are proposed on the site by using a legend with symbols unique to each plant.

8. On the landscape plan indicate the methods by which water harvesting or storm water runoff is used to benefit planting areas on the site.

The following items must be revised or added to the site plan. Please include a response letter with the next submittal that states how all comments have been addressed.

RESUBMITTAL REQUIRED: SITE PLAN

1. Site plan will not be approved until Lot Combination recordation is complete with Pima County. D.S. 2-02.2.1.A.2

2. Revise the location map to show the sections correctly. See zoning comment number 7 for more detail. D.S. 2-02.2.1.A.4.

3. All lettering and dimensions will be the equivalent of twelve point or greater in size. The purpose of this requirement is to assure that the lettering is legible when reproduced or microfilmed for record keeping purposes. Some of the current font measures to 10 point, it must be at least 12 point or greater in size. Revise all lettering to be at least 12 point.

4. The information provided on the plan is difficult to read. It is recommended to provide a site plan at the same scale as the landscape plan for better legibility.

5. The minimum width of two feet (2'-0") must be maintained between all PAALs and any property line (DS 3-05.2.2.B.3). Please dimension the two-foot separation between the west property line and the PAAL. DS 2-02.2.1.A.11.

6. Provide existing and future sight visibility triangles (SVT) at both entrance/exit drives. For an arterial road the near side length is 345' and the far side length is 125'. DS 2-02.2.1.A.10.

7. A minimum setback distance of five (5) feet for a pedestrian refuge area must be maintained between any enclosed structure and a PAAL. Sidewalk is required within the five-foot pedestrian refuge area. Provide a 4' sidewalk within a 5' pedestrian refuge between the west side of the building and the 20' PAAL. Revise plan as necessary. DS 3-05.2.2.B.1., Figure 1 and DS 2-08.4.1.B.

8. In addition to the above requirement show on the plan view a 4' sidewalk is within the 5' walkway located on the north and south side of the building. DS 3-05.2.2.B.1

9. Dimension the sidewalk that leads to the sidewalk within the ROW. DS 2-02.2.1.A.12.

10. A minimum distance of 1' must be maintained between an awning and a PAAL. This requirement has not been shown on the site plan. Revise the plan to show the 1' setback between the awning and the PAAL. DS 3-05.2.2.B.1.

11. Detectable warnings (truncated domes) will be required at all curb access ramps or at any area where the sidewalk is flush with the asphalt. It does not appear this requirement has been met. Show on the plan view compliance with this requirement and provide a detail. ICC/ANSIA117. 1-2003 Sec. 406.13, D.S. 2-02.A.2.1.12.

12. Clearly indicate on the plan view that the sidewalk ramps within the ROW have detectable warnings. DS 2-02.2.1.A.12.

13. Provide drainage patterns on the plan view and provide the symbol in the legend. DS 2-02.2.1.A.16.

14. Provide existing topographic contours and spot elevations. DS 2-02.2.1.A.23.

15. Provide more finish grades throughout the site in effort to determine the proposed drainage scheme. DS 2-02.2.1.A.16.

16. Provide in cubic yards estimated cut and fill quantities for the project. If the quantities equal zero indicate on the plan. DS 2-02.2.1.A.17.

17. Provide the recordation data for Bantam Road and Park Avenue. DS 2-02.2.1.A.18.

18. The shown MS&R ROW information is difficult to determine (see comment 4). Clear present on the plan view dimensions from the centerline of Park Avenue to the future ROW line, curb and sidewalk location. DS 2-02.2.1.A.19.

19. From the street centerline of Park Avenue dimension to the existing curb and sidewalk location. Indicate the width of the sidewalk and label the dimensions accordingly. DS 2-02.2.1.A.21.

20. It is not clear if the recordation data for the drainage easement is for the existing easement or the abandonment. Clarify. Be advised the site plan will not be approved until the recordation data of the abandonment is provided on the site plan. DS 2-02.2.1.A.20.

21. In addition to the above comment the purpose of the easement is not clear on the site plan. The drainage report "Bantam Estates" discusses off-site drainage that is conveyed to the north to Bantam Road. However the site plan does not show the 100-year discharge, which should be shown on the site plan. It is also not clear why the easement needs to be abandoned. Discussion must be provided in the drainage statement on why the easement needs to be abandoned and what will happen to the off-site flow. The drainage statement must discuss that the removal of the easement will not create an adverse impact on adjacent properties. The site plan must depict the discussion provided in the drainage statement. Be advised the City of Tucson will have to agree this abandonment is acceptable. If the City of Tucson finds the abandonment acceptable the property owners to the south and the Bantam Homeowners association must also accept the drainage easement abandonment. This must be documented in writing, signatures from the property owners and notarized.

22. If applicable provide on the site plan any other easement that effects the property. Provide recordation data, indicate whether public or private, dimension and label as to purpose. DS 2-02.2.1.A.20.

23. Clarify the purpose of the handwritten notes 1 and 3. Is this for the location of the solid waste containers? Clarify in detail in the response letter and on the site plan.

24. Revise general note number 9 to include Andy Vera's acceptance of John Clark's letter of approval.

25. The third paragraph in the drainage statement discusses shallow drainage channels however this is not shown on the site plan. Show on the site plan the location of the shallow drainage areas.

26. Please note that subsequent comments may be necessary upon resubmittal, depending on the nature and extent of revisions that occur to the plans.

DRAINAGE REPORT COMMENTS

1. Provide the on-site proposed drainage map for the "Drainage Report for Bantam Estates."

2. The third paragraph on page one is not clear. The paragraph states the off-site flow impacts the site but does not encroach onto the property. Clarify this paragraph.

3. The third paragraph discusses shallow drainage channels however this is not shown on the site plan. Show on the site plan the location of the shallow drainage areas.

4. Provide a developed watershed map that is not the submitted site plan. At minimum the developed watershed map should show the developed watershed boundary, the direction of flow and the concentration point. Revise the drainage statement to provide a developed watershed map.

5. It is not clear why the drainage easement needs to be abandoned. Discussion must be provided in the drainage statement on why the easement needs to be abandoned and what will happen to the off-site flow. The drainage statement must discuss that the removal of the easement will not create an adverse impact on adjacent properties. The site plan must depict the discussion provided in the drainage statement. Be advised the City of Tucson will have to agree this abandonment is acceptable. If the City of Tucson finds the abandonment acceptable the property owners to the south and the Bantam Homeowners association must also accept the drainage easement abandonment. This must be documented in writing, signatures from the property owners and notarized. Revise appropriately.
