Sunrise Engineering’s Building & Safety Team has completed a first review of the following documents on behalf of the City of Tucson Development Services Department:
1. Plans: Two (2) copies (25 sheets, T1 – E-2) dated October 1, 2007 by Karen Bellamy, Architect.
2. Structural Calculations: Two (2) copies dated October 11, 2007 by Schneider Associates Structural Engineers.
3. Truss Drawings: None provided.
4. Geotechnical Report: None provided.
5. Other: Two (2) copies REScheck compliance certificates for south and east additions dated October 10, 2007 by Karen Bellamy, Architect. Two (2) copies exterior lighting fixture information. One (1) copy completed, signed and sealed special inspection certificate dated October 11, 2007 by Ronald H. Schneider, Schneider Associates.
Deferred Submittals:
Documents for deferred submittal items shall be submitted, reviewed and approved in accordance with IBC Section 106.3.4.2 or IRC Section R802.10, as applicable. Note that deferred submittals are required for the following:

The following plan review comments are based on the City of Tucson’s building codes and, unless otherwise noted, refer to the 2003 International Residential Code (IRC) as amended and adopted by the City of Tucson and the City of Tucson/Pima County Outdoor Lighting Code.

Please respond in writing to each comment by marking the following comment list or creating a response letter. Indicate which detail, specification, or calculation shows the requested information. Your complete and clear responses will expedite the re-check and hopefully, approval of this project. Thank you for your assistance.

The following code comments reflect a review of building plans only. If site-related comments are applicable to this project, they will be generated by others (e.g., Planning, Engineering, Public Works, Health, etc.).

GENERAL COMMENTS:

1. Sheet T-1 and Plans Sets, Index. The index does not match the sheets included in the plans sets. There are inconsistencies regarding Sheets A11, A12, A15 – A17, A-18 and P-2. In addition, it appears that a reference to the reflected ceiling plan on Sheet E-1 should refer to Sheet A-16 instead of Sheet A-17.

2. Various Sheets, Referenced Codes. There are a number of references to previous editions of the model codes, such as “2003 IRC” and “2000 IBC.” Please correct these references and any section cites to reflect the model codes currently adopted by the City of Tucson.

3. Sheets T-1 and A-4, Square Footage Summaries. The garage square footages given on these sheets are different. Please revise the square footage summaries on these sheets for accuracy and consistency.

4. Automatic Fire Sprinkler System. The fire department having jurisdiction may require that an automatic fire sprinkler system is installed. Please coordinate with the fire department regarding automatic fire sprinkler system requirements, plans, permits and inspections. Note that this is only a reminder and does not require a response.

5. Sheets M-1 and/or P-1, Manufacturer’s Installation Instructions. Please add a note stating that manufacturer’s installation instructions, as required by the IRC for items such as gas fireplaces, gas logs and other listed appliances or components, are to be available on the construction site at the time of inspection. Reference IRC Section R106.1.2.

6. Additional Review Comments. Due to the fact that additional information is being requested for the second review, there may be additional review comments.

ARCHITECTURAL COMMENTS:

1. Sheet A-4, Exterior Wall Location. Please revise the plans to note that, per the City of Tucson amendment to IRC Section R302.1, the east exterior wall of the garage is to carry a 1-hour fire-resistant rating. Please also identify the approved 1-hour assembly that is to be provided from approved sources such as IBC Table 720.1(2.) or the UL Fire Resistance Directory.

2. Sheets A-4, A-16 and E-1, Bathroom Ventilation. The electrical plan appears to show a ventilation fan in the shower, but not in the toilet area, of the Master Bath. Please confirm that the minimum requirements of IRC Section R303.3 are to be met.

3. Sheets A-4 and A-15, Safety Glazing. Please revise the plans to note that the glazing in windows “D” in the Master Bath, the windows adjacent to and within 24 inches horizontally of the relocated front entry door and windows “A” in the Master Bath is to be approved safety glazing. Reference IRC Sections R308.4(5.), R308.4(6.) and and ARS § 36-1631, respectively.

4. Sheet E-1, Smoke Alarms. Please revise the electrical plan to add smoke detectors immediately outside of the Master Bedroom and Bedroom 106. Reference IRC Section R313.2(1.) and (2.).

5. Sheet E-1, Smoke Alarms, Alterations, Repairs and Additions. Please revise the electrical plan to add smoke detectors in required locations, i.e., in bedrooms, immediately outside each bedroom area and on each level, in the existing dwelling if they are not already present. Smoke detectors added in existing construction may be battery operated. Reference IRC Sections R313.1, R313.2, R313.2.1 and R313.3.

6. Sheet S-1, Field Treatment. Please add a note stating that field cut ends, notches and drilled holes of pressure preservatively treated wood are to be retreated in the field in accordance with AWPA M4. Reference IRC Section R320.1.2.

7. Sheet A-8, Premises Identification. Please add a note stating that approved numbers or addresses are to be provided in such a position as to be plainly visible and legible from the street or road fronting the property. Reference IRC Section R321.

8. Sheet A-6, Fireblocking. Please add a note and/or details stating that fireblocking is to be provided to cut off all concealed draft openings (both vertical and horizontal) and to form an effective barrier between a story and the roof space. Fireblocking is to be provided in the following locations:
In concealed spaces of stud walls, including furred spaces and parallel rows of studs or staggered studs, vertically at ceiling and floor levels, and horizontally at intervals not exceeding 10 feet.
At all interconnections between concealed vertical and horizontal spaces such as occur at soffits, drop ceilings and cove ceilings.
At openings around vents, pipes and ducts at ceiling and floor level.
Reference IRC Section R602.8.

9. Sheet A-7, Roof Ventilation. It does not appear that adequate ventilation is being provided in some areas to meet the 1:150 ratio required by IRC Section R806. Please provide information regarding roof ventilation, including calculations and the type, size, number and locations of vent that are to be provided. Note that, if a 1:300 ratio is to be used, at least 50% and not more than 80% of the ventilation must be provided in the upper portion of the roof or a 1:150 ratio must be used. If an alternate unvented design is to be used, please provide a detail approved by the Greater Tucson Area Building Officials. Reference IRC Section R806.

10. Sheet A-10, Attic Access. A minimum 22” X 30” attic access is required if there are attic areas exceeding 30 sq. ft. in area and 30” in height, including 30” of unobstructed headroom above the opening. If there are such areas in the new construction, please show the location and size of the attic access(es) on the plans. Reference IRC Section R807.1.

STRUCTURAL COMMENTS:

1. Sheet S-1, S-2 or A-2, Surface Drainage. Please add a note or detail confirming that surface drainage is to be diverted so as to not cause a hazard or damage to the structure. Lots are to be graded a minimum of six (6) inches within the first ten (10) feet (or in accordance with the soils report) so as to drain surface water away from foundation walls. Reference IRC Section R401.3.This portion of the plans has been reviewed and accepted.

ENERGY EFFICIENCY COMMENTS:

This portion of the plans has been accepted and approved.

MECHANICAL, PLUMBING AND ELECTRICAL COMMENTS:

1. Sheet P-1, Gas Pipe Sizing. It appears that the entire dwelling is proposed to be served by a ¾” fuel gas line. With 365 CFH demand and a developed length of 85 feet, the minimum main gas line size is 1 ¼ inches. Please clarify this issue and revise the plans if necessary to meet the minimum requirements of IRC Section G2413 and Table G2413.4(1.).

2. Sheet A-4, Shower Door. IRC Section P2708.1 requires that shower doors swing outward. Please revise the plans to meet the minimum requirements of this code section.

3. Sheets P-1 and P-2, Water Pipe Sizing. The water pipe sizing table on Sheet P-2 does not appear to include the three (3) new hose bibbs shown on sheet P-1. Typically two hose bibbs, at 2.5 fixture units each (IRC), are used for water pipe sizing purposes. In addition, the fixture units should be calculated based upon the plumbing provisions of the 2003 IRC. Reference IRC Section P2903.7 and Tables P2903.6 and P2903.7.
4. Sheet E-2, Bonding. Please revise the electrical plan to note that metallic water piping and metallic gas piping is to be bonded in accordance with IRC section E3509.

5. Sheet E-1, Counter Receptacles. It appears that an additional GFCI-protected counter receptacle outlets may be required in the kitchen between the range and the sink so that there is not more than 2 ft. between an edge and an outlet or more than 4 ft. of counter space to an outlet. Reference IRC Section E3801.4.1.

6. Sheet E-1, Outdoor Outlets. Please revise the electrical plan to show at least one moisture-resistant GFCI-protected receptacle outlet accessible at grade level at the front of the dwelling. Reference IRC Section E3801.7.

7. Sheet E-1 or E-2, Boxes at Ceiling Fan Outlets. Please add a note reflecting the revised wording in 2006 IRC Section E3805.9, stating that outlet boxes and outlet box systems used as the sole support for ceiling-suspended fans (paddle) are to be marked by the manufacturer as suitable for this purpose and are not to support fans that weigh more than 70 lbs. Marking for boxes designed to support fans weighing more than 35 lbs. is to include the maximum weight to be supported. Reference IRC Section E3805.9.

8. Sheet E-1 or E-2, Damp Or Wet Locations. Please revise the electrical plan to confirm that all fixtures, fittings, boxes and receptacles located in damp or wet locations, i.e., outdoor receptacle outlets, light fixtures in tubs or showers or at outdoor patios, etc.; are to be listed to be suitable for their locations. The light fixtures above showers or tubs and the wall-mounted exterior light fixtures are required to be listed and labeled as suitable for their locations. Reference IRC Section E3805.11, E3902.8 and E3903.8.

OUTDOOR LIGHTING CODE COMMENTS:

1. Sheets A-16 and E-1, Outdoor Lighting Summaries. Both of these sheets contain outdoor lighting summaries that differ from one another. The summary on Sheet A-16 appears to be the most accurate. Please either delete one of the summaries or revise them for consistency and coordinate this information with the electrical and reflected ceiling plans. Reference 2006 City of Tucson/Pima County Outdoor Lighting Code Sections 102.4.1 and 104.2.

2. Sheet A-16, Fixture Types and Locations. The summary table lists six (6) of the type “C” fixtures, but there appear to be nine (9) of these fixtures on the plan. Please coordinate the lighting summary table with the reflected ceiling plan and the electrical plan on sheet E-1. Reference City of Tucson Outdoor Lighting Code Section 104.
