SUMMARY: Floodplain Use Permit Application T07OT00863 for the project is reviewed concurrently with the site plan application. General grading comments are provided although the grading application has not been submitted. Engineering Division of Development Services Department has received and reviewed the plan submittals and does not recommend approval at this time. Address the following comments.

DRAINAGE REPORT/PLAN REVIEW COMMENTS:
1) DS Sec.10-02.2.3.1.4.A: Drainage report indicates bridge location at section 11.15, yet plans show bridge located near section 7. Revise backwater analysis to reflect correct location of proposed bridge.
2) DS Sec.10-02.2.3.1.4.B: In the report state the conclusion of the backwater analysis stating low chord elevation of culvert, WSEL at crossing, and how conveyance of 100-year event will be accomplished at this structure including breakout.
3) DS Sec.3-01.4.4: Add further discussion to section 2.1 third paragraph regarding depth of 100-year flooding within parking area at bridge.
4) DS Sec.2-13: Due to recent Mayor and Council directives and adopted standard DS Sec.2-13, when disturbing riparian jurisdictional floodplain areas, it is necessary to prepare an Environmental Resource Report (ERR) Report along with your drainage report that explains hydrology and hydraulics, as well as the ERR aspects for the proposed project. Entitle the drainage report something like: ERR/Drainage Report. Besides the hydrology and hydraulic characteristics of the proposed bridge project, the report shall explain the ERR aspects for the proposed project. Here is the link to the ERR requirements: http://www.ci.tucson.az.us/agdocs/20061107/nov7-06-610-2b.pdf The ERR reflects requirements in Tucson Code Chapter 26 Article I Section 5.2.(4) which states: Development in the floodway fringe shall not unnecessarily alter riparian habitats of watercourse and adjacent bank areas. If there is any proposed disturbance of the regulated 100-yr floodplain riparian watercourse on your site, an ERR report will be required to be submitted for review. Try page 8 for report contents. Some line items may need more emphasis than others in the ERR Report. You may discuss with the reviewer whether there are some items that need not be discussed in the ERR Report or the extent of discussion; some of the following items to address may be able to be responded to with a short paragraph. Address the following comments in the ERR report, and reference the section for review purposes:
a) DS Sec.2-13.2.4: Identify and delineate the Regulated Areas and the Protected Riparian Area on the property.
b) DS Sec.2-13.2.5.B.1.a: Provide a table of contents in the report, indicating all information by page or map number.
c) DS Sec.2-13.2.5.B.1.c: Soil type "C" is indicated for portions of this site, per map guide. Provide a discussion of the soil conditions in and adjacent to the watercourse, and the erosion potential.
d) DS Sec.2-13.2.5.B.1.d: Discuss combination of parcels and any cross access agreements from parcels on both sides of the bridge.
e) DS Sec.2-13.2.5.B.1.e: State the existing ownership of drainageway facility to the west / downstream of proposed bridge and identify the persons responsible for the maintenance of the facility. State the proposed ownership of the new bridge and identify the persons responsible for the maintenance of the new drainage structure.
f) DS Sec.2-13.2.5.B.1.f: In appendix, provide more descriptive reference to previous hydraulic/hydrology studies or maps prepared for the watershed and relevant floodplain studies, delineations, and approvals affecting the project site.
g) DS Sec.2-13.2.5.B.1.h: Discuss in report sediment transport characteristics along the watercourse centered on this location.
h) DS Sec.2-13.2.5.B.1.i: Discuss in report the existing and any proposed utilities to and across the site.
i) DS Sec.2-13.2.5.B.1.j: Discuss in report any other elements including the intent of the bridge structure and why there is no other access solution for this project. This needs to be clearly discussed and explained in the report.
j) DS Sec.2-13.2.5.B.1.n: Any applicable Basin Management Plan, which recommends that watercourses remain in a natural state, shall be referenced in the Report.
k) DS Sec.2-13.2.5.B.1.o: In the report, provide an ERR map identifying the type, location and extent of all riparian resources and plant associations per landscape comments.
l) DS Sec.2-13.2.5.B.1.p: Address the following comments:
i) Delineate proposed Protected Riparian Area on a plan view.
ii) State total area of the site,
iii) State total area of the Protected Riparian Area,
iv) State area within the Regulated Area,
v) State the total of any areas proposed to be disturbed within the Protected Riparian Areas.
m) DS Sec.2-13.2.5.B.1.u: Provide in report a description of the impact of the encroachment on riparian resources within the property and on the adjacent property as identified in DS Sec.2-13.2.5.B.1.q.
n) DS Sec.2-13.2.5.B.1.w: Provide a draft Mitigation Plan in conformance with DS Sec.2-13.3 if development is proposed within the Protected Riparian Areas as determined by Landscaping.
o) DS Sec.2-13.2.5.B.2.b: Explain how the bridge encroachment that cross the Protected Riparian Area shall be located and constructed to minimize disturbance of the habitat and wildlife movement.
p) DS Sec.2-13.2.5.B.2. h: State that temporary fencing is required. No grubbing, grading, or construction will occur on a project site which includes areas designated as Protected Riparian Area to be retained in a natural state until those designated areas are temporarily fenced. The temporary fencing shall remain in place during all phases of construction that could affect the Protected Riparian Area.
q) Provide summary or conclusion to the report stating that the project is in compliance with ERR and DS standards.
5) On the Private Paving and Grading Improvement plan sheets, address the following comments:
a) Label plan as Site Plan / Private Paving and Grading Improvement Plan for permitting purposes.
b) Show extents of disturbance area on the planview.
c) Provide more detail of disturbance area near bridge to clarify construction extents.
d) Label temporary construction fence on plan view.
e) DS Sec.11-01.4.1.C.3: On the plan, provide estimated cut and fill quantities for the addition, new vehicular access area, and associated grading.
f) DS Sec.2-02.2.1: Show all existing easements on the plan along with recordation information, location, width, and purpose.
g) DS Sec.2-02.2.1.12: Explain any pedestrian use of the bridge and show ADA compliance
h) LUC Sec.3.3.7.3: Explain pavement structure at and on the bridge with a cross section.
i) Provide copy of the ADOT structure standard detail sheets.
6) It appears the incorrect geotechnical report was submitted for a different project; please submit referenced soils investigation report as described in General Grading Note 12.
7) A grading plan review will be required; submit grading application.

A floodplain use permit will be approved and issued with the site and grading permits. For resubmittal provide three copies of the revised site & grading plan sheets, copy of the soils report, a Grading Permit Application, and a response letter.
