The Development Designator is "G" and the Perimeter Yard Indicator is AA (LUC Sections 3.2.3.1.B & 3.2.6.4). 2) The HDZ & WASH overlay submittals (T07SA00226) must be approved in order to approve this plot plan. If a grading plan is required than that must also be approved. It is advantageous to you if you run all these related plans together. 3) Clearly delineated and label the streets (West Helton Lane and South San Joaquin Avenue) on the site plan. 4) The following annexation conditions must be provided as notes on the plot plan: A) Annexation C-9-79-79 Ordinance 5265, B) The minimum lot size is 36,000 SF, C) A maximum of 2 units is allowed per lot. 5) The following HDZ conditions must be provided as notes on the plot plan: A) "The maximum height of the building is 24'-0" " (LUC Sec 2.8.1.8.A) B) "All exposed exterior walls and roofs of structures. Retaining walls, and accessory structures, except satellite dishes, shall be earth tone in color and will blend with the predominant natural colors found on the lot or parcel. The site plan was reviewed for Development Standards compliance, Floodplain and Erosion Hazard Management compliance and for the Hillside and Development Zone (HDZ) Overlay regulations. Engineering does not recommend approval of the site plan at this time. Please address the following comments: SITE PLAN COMMENTS: 1) DS Sec.2-12.2.1: The subject property falls within a Hillside Development Zone area, therefore a HDZ overlay application review and approval is required through the Community Design Review Committee (CDRC) prior to site plan approval. It is acknowledge that a HDZ Overlay submittal (T07SA00226) has been submitted for review, all comments under the HDZ review must be addressed prior to site plan approval. 2) Provide a note on the site plan that states "A separate grading plan application is required for review and approval prior to any construction activities." 3) DS Sec.2-12.2.3.A: Address the following proposed disturbed area on the site plan: a) Clarify and label the total square footage of the proposed disturbed area. Grading may occur within the buildable area and access to the buildable area. Delineate and label the building envelope and the limits of grading for the entire proposed disturbed limits; b) Label any areas of future disturbance (i.e. future garage area or gazebo); c) Show a calculation for the disturbed area in square feet and as a percentage of total lot area; d) Provide location and amounts for all areas of cut and fill; and e) Dimension minimum distances from the regulatory 100-year floodplain and Erosion Hazard Setback (EHSB) area, as shown on the preliminary grading plan, to the proposed disturbed area. 4) DS Sec.2-12.2.3.B: Provide on the site plan the datum reference used to establish the existing and proposed topographic contours and provide a Bench Mark based on City of Tucson Datum, including City Field Book and page number. See comment 15 for further clarity. 5) DS Sec.2-12.2.3.C: Provide the location, size, color, and textural treatment of all proposed retaining walls, riprapped slopes, or other constructed means of slope stabilization. 6) LUC Sec.2.8.1.7.C: Designate any Natural Areas on the lot to be excluded from development. 7) DS Sec.9-04.2.2.D: Revise the HDZ grading plan sheet to outline and indicate all slopes of 15% or greater on the property in plan view. Include the symbol used for delineating the area in the legend. 8) TC Chapter 26 Sec 26-5.2: Per this section of the Floodplain and Erosion Hazard Management Ordinance any new structure, building, fill excavation, or development located within the regulatory floodplain, or EHSB area requires a Floodplain Use Permit prior to the issuance of a site plan permit. Provide a Floodplain Use Permit application with the re-submittal for floodplain review and approval for any fill or grading that encroaches into the EHSB area. 9) DS Sec.2-02.2.1.A.5: Revise the site plan to label all lot dimensions and bearings. Provide the dimensions and bearings for all lot lines shown on the site plan. 10) DS Sec.2-02.2.1.A.15: Revise the site plan to provide the mapped 100-year floodplain limits, water surface elevations, and erosion hazard setback limits per the Hydrologic and Hydraulic Report. Revise the site plan to show the limits of the platted 100-year floodplain and EHSB area in a surveyable and readily retraceable manner with frequent ties to intersecting lot lines. 11) DS Sec.2-02.2.1.A.16: Revise the site plan to show the proposed finished floor elevation along with the water surface elevation (WSEL) at the upstream end of the structure to verify that the FFE and all service equipment are elevated at or above the RFE. 12) DS Sec.2-02.2.1.A.17: Revise the site plan to provide the cut and fill quantities for grading plan purposes. 13) DS Sec.2-02.2.1.A.19: Provide the recordation information for Helton Lane. Label and dimension the right-of-way on the site plan. Label the centerline of the road. 14) DS Sec.2-01.2.1.A.20: Verify that all existing easements are drawn with recordation information, location, width, and purpose of on the site plan. 15) DS Sec.2-01.2.1.A.23: Provide existing topographic contours at intervals not exceeding one (1) foot and/or spot elevations as shown on the preliminary grading plan submitted for HDZ review along with the Bench Mark based on City of Tucson Datum, including City Field Book and Page number. 16) Revise the site plan so that all constructed slopes proposed within the erosion hazard setback are constructed to reduce the potential for undermining of the structure during a 100-year flow event. Provide details and calculation within a revised Hydrologic and Hydraulic Report for the constructed slope utilizing a cut-off wall or rock riprap design for scour protection. 17) Provide a grading plan and grading permit application with the resubmittal of the site plan for review. HYDROLOGIC AND HYDRAULIC REPORT: 18) TC Sec.26-5.2: Provide a revised Hydrologic and Hydraulic Report with a more accurate floodplain determination and an erosion hazard setback evaluation discussion. Revise the preliminary grading plan to match the required information within the Hydrologic and Hydraulic Report. Refer to City of Tucson Code Chapter 26-5.2 for floodway fringe development requirements. The following information is required on the preliminary grading plan and must be discussed within the Hydrologic and Hydraulic Report: a) The proposed report must provide calculations, with reference to the equations used from DS Sec.10-2, to justify the proposed erosion hazard setback line that is shown for the regulatory wash. All constructed slopes proposed within the erosion hazard setback must be constructed to reduce the potential for undermining of the structure during a 100-year flow event. Provide details and calculation within a revised Hydrologic and Hydraulic Report for the constructed slope utilizing a cut-off wall or rock riprap design for scour protection. b) Preliminary grading plan and drainage exhibit must clearly show channel banks, channel centerline, flow arrows and a matching footprint of the proposed structure. c) Provide a Hydrologic and Hydraulic Report that calculates the water surface elevation (WSEL) at the upstream end of the structure and verify that the FFE and all service equipment is elevated at or above the RFE. d) Provide a revised Hydrologic and Hydraulic Report showing additional cross sections along the regulatory wash with water surface elevations labeled. Cross sections must be a minimum of 200-feet between cross section, however on a lot this size there should be a minimum of 3 cross sections; 1) at the property line on the upstream end of the wash, 2) at the upstream end of the proposed single-family residence, and 3) at the property line on the downstream end of the wash. GENERAL COMMENTS: Please provide a revised site plan, a grading plan with a grading permit application, a revised Hydrologic and Hydraulic Report, and a Floodplain Use Permit application that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Further comments may be generated upon resubmittal of the site plan, grading plan, Hydrologic and Hydraulic Report, and Floodplain Use Permit.
