3) All site plans, plot plans or other plans providing for approval of development within property that includes any Regulated Area as defined in Development Standard 2-13.2.2.A shall identify and delineate the Regulated Areas and the Protected Riparian Area. Verify that floodplain is correctly delineated.

4) All development within the Protected Riparian Area shall be reviewed to insure that there is no unnecessary disturbance of the riparian resources. Refer to DS 2-13.2.5.B.2 for Development Restrictions.

5) Where any development encroaches within the Protected Riparian Areas, mitigation will be required. A mitigation report shall be submitted with the Environmental Resource Report per DS 2-13.2.5.C

6) Submit a Landscape plan. A summary of mitigation and preservation requirements shall be included. The plans shall show the location of mitigation areas; methods used for mitigation of preserved natural areas, restoration and re-vegetation of disturbed areas.

7) Encroachments into Protected Riparian Area shall be located and constructed to minimize disturbance of the habitat and wildlife movement per DS 2-13.2.5.B.2

8) Any Protected Riparian Area on the property shall be protected through a conservation or public easement or other legal restriction. DS 2-13.2.6.D

1. This review is for a single family residential (SFR) in the R-1 zone (LUC Section 2.3.4.2.A.1). The Development Designator is "G" (LUC Section 3.2.3.1.B) and the Perimeter Yard Indicator is AA (LUC Section 3.2.6.4).

2. This property is located on West Speedway Boulevard, which is on the Major Streets and Routes (MS&R) Setback Zone (LUC Section 2.8.3). Please demonstrate compliance with the MS&R requirements by providing the existing and future right-of-ways (ROWs) and the existing and future curb locations (DS 2-02.2.1.A.19).

3. This particular portion of Speedway Boulevard is also located in the Scenic Corridor Zone (SCZ) (LUC Section 2.8.2). Please contact Patricia Gehlen concerning the Full Notice Procedure and Overlay application (Patricia.Gehlen@tucsonaz.gov or 791-5608 x 74919).

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, we request that you please provide revised plans and calculations, highlighting any changes, along with a written response to each of the noted items indicating action taken.

SCOPE OF REVIEW:
The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2003 International Residential Code, 2003 International Energy Conservation Code, and Arizona State amendments to the 2003 Uniform Plumbing Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

GENERAL REQUIREMENTS:
All corrections and revisions shall be made on original tracings or finished reproducible set. Return this set and a copy along with a set of the first submission. The application for a floodplain use permit cannot be approved at this time. The encroachment analysis for the project must be revised and additional hydraulic information must be provided.

1. Indicate the basis of elevation for the water surface elevation determined in the report. Provide a benchmark location that can be used for the elevation certificate required for the proposed house. Indicate the source of the contours that were used for the analysis.
2. Revise the Mannings analysis to use a roughness coefficient in the range of 0.060 to 0.80 as shown in table 8.1 of the Standards Manual for Drainage Design and Floodplain Management in Tucson Arizona.
3. Provide an exhibit or exhibits showing water surface contours in at least two locations. The water surface contours must be provided for both existing and proposed conditions.
4. Provide a discussion of the erosion hazard setback from the Mosaic Wash. If the proposed structure is within the EHS, suitable erosion protection must be provided.


The Site Plan must revised to provide the following information:

5. Provide a delineation of the area subject to flooding in a 100-year event. This must be in addition to the plotted FEMA flood zone delineation. The area inside the delineated floodprone area must be labeled as "Protected Riparian Area" and must remain undisturbed by development unless approval is received through the overlay review process.
6. Provide a delineation of the erosion hazard setback on the site plan.
7. Provide a note indicating the basis of elevation for the base flood elevation and describing a benchmark for the basis of elevation.
8. Provide a description of the existing easement shown on the site plan. Provide recordation data for the easement.
9. The site plan shows proposed water and sewer connections that may be within the protected riparian area. Utility installation may be allowed within the protected riparian area but will require the overlay review process.

Please revise the site plan and provide a new report addressing these comments. Include a detailed response letter indicating how each comment has been addressed.
