| 02/21/2008 | JASON GREEN | ENGINEERING | REVIEW | Denied | DATE: February 26, 2008 SUBJECT: 3301 S 6th Avenue Site Plan- 5th Engineering Review TO: Lance Robinson LOCATION: T14S R13E Sec25 Ward 5 REVIEWERS: Jason Green, CFM ACTIVITY: T07CM01074 (Site Plan) SUMMARY: Engineering Division of Development Services Department has received and reviewed the site plan (T07CM01074), Drainage Statement (L.E.A.D.S., Inc., 20AUG07 revised 15JAN08), Geotechnical Investigation Report (Foree&Vann, Inc, 23MAY07 and addendum 13NOV07) and a copy of the Title Report. The Drainage Statement was reviewed for site plan purposes only. The site plan is not approved at this time. The following items need to be addressed: SITE PLAN: Engineering Division acknowledges that a Tentative Plat (S07-155) and grading plan (T07BU02153) have been submitted for review under separate permits and comments have already been posted for each activity. All comments for development under the letters posted for S07-155 and T07BU02153 must be addressed. Further comments may be forth coming depending on the revisions to the Tentative Plat and Drainage Statement. Due to the change in drainage design and the removal of the underground retention/drywell system the Tentative Plat and site plan have been re-reviewed for compliance with the Development Standards. The site plan and grading plan can not be approved prior to Tentative Plat approval. The site plan could not be shown to be in conformance with an approved Tentative Plat. 1) All plan sets, Tentative Plat (S07-155), Site Plan (T07CM01074) and Grading Plan (T07BU02153) must match in layout, details, referenced call outs, drainage structures, etc. Sheet C-2 within the grading plan package (Sheets C-1 thru C-6 represent the 'grading plan package' that was reviewed for grading plan compliance under T07BU02153) is referenced as a Site Plan, however the Site Plan proposed under T07CM01047 does not match the site plan in the grading plan package. Sheet C-2 was not reviewed for site plan comments. All plan sets must be identical in design and layout, verify on the next submittal. 2) DS Sec.2-02.2.1.A.19: Provide a letter of approval from Arizona Department of Transportation for the improvements at the intersection of 6th Avenue and Benson Highway as shown on the proposed site plan. Per ADOT they are doing site improvements for this intersection that may overlap with your project. This project must show that it is in conformance with the Development Standards and the approved ADOT improvement plan for sidewalk location and access ramps. Contact Steve Spear, Senior Permit Technician for ADOT review of the site plan. Sspears@adot.gov or (520)-838-2983. 3) Revise the site plan and the bench mark reference section on Sheet 1 to reference either NGVD29 or NAVD88 datum that was used for the topography, stating "City of Tucson Datum" is not acceptable. Per Section 3.0 of the proposed Drainage Statement the datum reference is NAVD88; Field Book 1981-1, Page 64, verify. 4) Revise the site plan to label all easements that are to be abandoned along with the recordation information and a letter from the utility companies stating their approval of the abandonment. Per the proposed tentative plat and site plan there are electric and utility easements under the foot print of the building that must be abandoned prior to site plan and Tentative Plat approval. Or provide clear correspondence from City Management if other agreements have been made. The correspondence that was received by you from Craig Gross only referenced lot line configuration and did not specifically address the easement abandonment. 5) Revise the site plan, in conjunction with the submitted Drainage Statement, to reflect the following information. For additional information regarding drainage standards, see the City of Tucson Standards Manual for Drainage Design and Floodplain Management. a) Provide spot elevations at intervals along the proposed basin bottoms to show slope percentage. The bottom of basin slope to the outlet must be 0.5% or greater to prevent accumulation of standing water and mosquito infestation. The Tentative Plat shows the bottom sloped towards the inlet side of the basin, revise. b) Provide the WSEL for both proposed retention basins in plan view and in a cross section with details. Cross sections of the basin must show side slopes, depths, basin bottom elevation, top elevation, inlet, outlets, etc. c) Provide a cross section between Basin 1 and 2 to show that the proposed pipe is not in conflict with the proposed maintenance ramp. Verify that the pipe has enough fall so that it is not exposed or in conflict with the proposed ramp slope. d) Provide a signed notarized agreement from the adjacent property owner for the discharge of the roof down spouts onto the adjacent property. Verification is required when any drainage solution occurring outside the boundaries of individual lots is constructed with adjacent owner's permission, even if the same person owns the property at the time of platting. It is advisable to provide such agreement for City review prior to recordation to verify it meets all requirements. 6) Revise the site plan to provide the required 2-feet setback from all property boundaries to the proposed limits of grading, fill slopes, retention basin, block wall and any associated erosion protection. The plan view on the site plan shows that the limits of grading encroach within the required 2-feet setback for the basin along the north property line and possible the eastern property line. Provide sufficient room to allow for the 2-feet setback from property lines to top of fill slopes and associated erosion protection. Provide a cross section for all property boundaries that show the 2-foot setback for all structures from the property line. 7) Revise the site plan to label and dimension all proposed drainage improvements. Specifically label the proposed pipe from Basin 1 to Basin 2, label and detail all basin outlets, bleed pipes, basin inlets, erosion protects, etc per the Drainage Statement. 8) DS Sec.2-08.3.1: Revise the site plan to provide pedestrian circulation from the proposed building to the required refuse container location. Pedestrian access can not cross over, or behind the loading zone for pedestrian safety issues. Provide a handicap access ramp where pedestrian circulation transitions to vehicular use area. 9) Clarify on the site plan and/or within the Drainage Statement the size and material type for the proposed pipe between basin 1 and basin 2. Per the Drainage Statement the proposed pipe is to be constructed out of 18-inch corrugated metal pipe, however neither the site plan, grading plan nor Tentative Plat represent this. Plan view shows a proposed 15-inch H.D.P.E., clarify. If the H.D.P.E. is being used revise all calculations within the Drainage Statement that are associated with the pipe. DRAINAGE STATEMENT: 10) Per the results of the geotechnical report and borings it has been shown that the subject property has a slow infiltration rate of 15 hours, this value exceeds the maximum 12-hour time needed to drain the stormwater runoff. Threshold retention requirements may be waived in certain cases when stormwater retention is not feasible due to constraints imposed by subsurface conditions. In such cases detention criteria may be imposed in lieu of threshold retention requirements. Provide a revised report that addresses the slow infiltration rates in the basin design. Due to the slow infiltration rates Basin 1 must have a designed outlet with a low flow bleed pipe so that water can discharge with out causing standing water within the basin. The proposed emitter system will not function for infiltration purposes. 11) Revise the Drainage Statement to include all drainage improvement structures. The emitter system shown on the site plan seems to be a type of dry well system that infiltrates water into the subsurface. However per the geotechnical report the infiltration rates do not support the use of such a system. Revise the report to include a discussion to show that the basin drains towards (minimum 0.5 percent slope) an outlet. Provide all details for the basin; outlet, bleed pipe, proposed culvert between the basins, rock riprap, etc. 12) Revise the Exhibits within the Drainage Statement to clearly label all concentration points (existing and proposed) with the corresponding Q100 discharge value. Provide the location for all outlet structures as stated in Section 5.0 of the report. 13) Clarify that the site plan and grading plan matches the Tentative Plat in location, dimensions, and setbacks for all basin elevations, water surface elevations, and percent slopes that are shown within the proposed Drainage Statement. GENERAL COMMENTS: Provide an approved Tentative Plat, a revised site plan, and Drainage Statement. The revised site plan and Drainage Statement must address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Further comments may be generated upon resubmittal of the site plan and Drainage Report.
