There appears to be some type of lot combination or lot line realignment. Clarify what is happening to the existing parcels. Depending on how this comment is addressed additional comments maybe forth coming. 3. A cross access agreement is required between this project and the restaurant located to the south as both uses will utilize the southern most entrance shown off of 6th Avenue. The cross access agreement will need to be recorded at the Pima County Recorders Office prior to approval of this site plan. 4. There is an existing 10' electric easement, running east and west, which is located under the proposed structure. D.S. 2-02.A.2.1.12 Per D.S. 2-08.3.1.A pedestrian circulation/accessible route is required to connect the pedestrian circulation/accessible route at the proposed structure to the pedestrian circulation/accessible route located adjacent to 6th Avenue. 19. D.S. 2-02.A.2.1.12 The proposed handicapped access ramp located at the main entrance to the building does not appear to meet the minimum requirements for landings at the top of a curb access ramp (see ICC/ANSI A117.1-2003 Sec. 406.7) or the minimum maneuvering clearances at doors (see ICC/ANSI A117.1-2003 Sec. 404.2.3). Demonstrate these requirements either on the plan or a detail. 20. D.S. 2-02.A.2.1.12 Per 30-5.2.3.C Barriers are required to prevent vehicles from damaging adjacent landscaping, buildings or overhanging adjacent sidewalk areas. This said; the nine (9) parking spaces located along the north property line appear to allow vehicles to overhang into required landscape; the two (2) handicapped parking spaces allow vehicles to contact the handicapped signs; there are four (4) vehicle parking spaces located near the northwest end of the proposed structure that encroach on the five (5) foot wide sidewalk; there are two (2) vehicle parking spaces located to the south of the proposed structure that encroach on the five (5) foot wide sidewalk. 21. D.S. 2-02.A.2.1.12 Per ICC/ANSI A117.1-2003 Sec. 406.13 detectable warnings (truncated domes) will be required at all curb access ramps. ICC/ANSI A117.1-2003 Sec. 406.13 22. D.S. 2-02.A.2.1.13 Zoning acknowledges the location of the proposed monument sign. Provide the size and height of the sign or if this sign is to be done under a separate permit note the sign as such. 23. Please include a response letter with the next submittal that states how all comments have been addressed. RESUBMITTAL REQUIRED: SITE PLAN 1. Site plan cannot be approved until Lot Combination recordation is complete with Pima County. D.S. 2-02.2.1.A.2. 2. Provide the project address on all sheets of the plan. DS 2-02.2.1.A.3. 3. Provide a location map which meets the minimum requirements of D.S. 2-05.2.1.D. Include the Section with the Town and Range. Identify conditions within the square mile area, such as major streets. Show the section lines and label. D.S. 2-02.2.1.A.4. 4. Revise the property line to be a solid dark bold line. 5. There are several lines shown within the public streets on the plan that appear to not depict anything specific. The plan is cluttered and it is difficult to distinguish the required information. Clarify in the response letter and on the plan or remove any unnecessary lines. 6. In addition to the above comment the ROW information for 6th Avenue must be clearly defined. It is difficult to differentiate between the required ROW information the several different lines weight. The line weight of the utility lines is acceptable. After reviewing the Major Street & Route Plan (MS&R Plan), 6th Avenue is not built out to the future ROW width. The full future ROW is 120'. The ½ ROW width of 60' must be shown on the plan. Clearly label and dimension from the centerline of 6th Avenue, the existing and the future ROW width separately as well as the locations of the existing and future curb and sidewalk locations. DS 2-02.2.1.A.19. 7. The required 10' landscape border is to be located behind the MS&R Future ROW line. Revise the plan to show the 10' landscape border in the correct location. DS 2-02.2.1.A.19. 8. Clearly indicate the width of the sidewalks located within the ROW. Indicate if the sidewalks are existing and/or proposed. DS 2-02.2.1.A.12. 9. Provide future sight visibility triangles for the entrance/exit drives to 6th Avenue. A future SVT is measured from the future curb location. For a future ROW width of 120', the future curb line is measured 9' from the MS&R future ROW line. Revise the plan appropriately to show the future SVT and in the correct location. 10. For plan clarity remove the hatching within the SVT. Just show the triangle and appropriate labels. 11. Show and label the length of all SVTs on the through side. An example is "345' SVT." Revise appropriately. DS 2-02.2.1.A.10. 12. The provided existing near side SVT is not drawn correctly on the plan. The length of the SVT (the through side) should follow the curb line of 6th Avenue. Revise the plan to correctly show the SVT. DS 3-015.2. 13. The far side SVT provided at the south entrance/exit drive is required to have a through side length of 125' rather than 30'. The north entrance/exit drive is only needs to be a pedestrian SVT, which has a length of 30'. DS 3-015.2. 14. Provide a continuous 5' pedestrian circulation with a 4' sidewalk from the structure to 6th Avenue. DS 2-08.3.,4. 15. Detectable warnings (truncated domes) will be required at all curb access ramps or at any area where the sidewalk is flush with the asphalt. ICC/ANSI A117.1-2003 Sec. 406.13, D.S. 2-02.A.2.1.12. 16. Clearly show on the plan the maneuverability for the commercial trucks utilizing the loading spaces. DS 2-02.2.1.A.14. 17. Per the Zoning Comment No. 24, a loading space is also required for the billboard. Maneuverability for the commercial trucks accessing the billboard must also be shown. DS 2-02.2.1.A.14. 18. Provide at minimum the book and page for 6th Avenue and indicate if 6th Avenue is a public street. DS 2-02.2.1.A.18. 19. After reviewing the Department of Transportation's Mapping Site it appear the called frontage road is shown per the map site is Benson Hwy just east 6th Avenue. Please verify and if needed revise the plan appropriately. DS 2-02.2.1.A.18. 20. The solid waste enclosure can not be located in front of the loading spaces. Obstructions to accessibility to the solid waste enclosure is not permitted. Revise the plan to show the solid waste enclosure in an area where the solid waste truck can access the enclosure safely and without obstructions. DS 6-01.4.1.K. 21. Indicate a refuse enclosure detail as per D.S. 6-01.4.2.C. The base shall be a concrete slab with an inside clear dimension of ten (10) feet by ten (10) feet by five (5) inches thick. Steel pipes are required between the container and the enclosure's rear and side walls to prevent the container from damaging the enclosure while being serviced. Enclosure gates have a minimum opening of ten (10) feet. 22. Per Development Standard 6-01.4.2.C.1., food service establishments are required to provide a sewer connected drain in the center of the concrete slab to facilitate container cleaning. Revise the plan to show a drain and a connection to the sanitary sewer system. 23. Demonstrate solid waste vehicle maneuverability on the plan view. The maximum back up distance is 40' for a solid waste vehicle. The current proposal exceeds this requirement. Solid waste vehicles also require 36' inside radius and 50' outside radius. Revise the plan to meet the minimum standard. DS 6-01. Figure 1. 24. Include on the site plan estimated cut and fill quantities. Proposed grading in excess of 5,000 yards is designated "engineered grading" and a soils engineering report is required with the Grading Plan submittal. DS Sec.2-02.2.1.A.16, DS 2-08.4.1.E. 32. Show the location and size of the access and maintenance access ramps/roadways. A minimum of one 15 foot wide vehicular access ramp shall be provided into each basin. The maximum roadway or access ramp slope shall not exceed 15 percent. SMDDFM 2.3.1.6.A.4.b., 14.3.4. 33. A security barrier must be provided at the top for all basins with water depths that exceed two feet and the side slopes are steeper than 4:1. Revise the plan to show security barrier around the basins. Retention/Detention Manual 4.3.1. 34. Provide a detail of all retention systems. At minimum provide the top and bottom elevation, water surface elevation and the size and type of inflow structure(s) to be employed with the proposed retention systems. Include dimensions and elevations of critical portions of those structures. SMDDFM 2.3.1.6.A.4.a. 35. A soils report is required for retention basins. Per SMDDFM 14.2.6., the soils report should include: a. information regarding soil classification, soil erodibility, soil permeability and infiltration rate, slope stability, and ground water elevation. b. A recommended minimum setback from buildings and other structures. c. An evaluation of whether or not hydro-collapsing soils are present on the site d. The results from a minimum 30' deep soil boring. 36. Please note that subsequent comments may be necessary upon resubmittal, depending on the nature and extent of revisions that occur to the plans. DRAINAGE REPORT COMMENTS 1. Provide in the Drainage Report calculations and scupper details stating that the 10-year flow will be contained under the pedestrian circulation at all concentrated locations. 2. Provide an existing drainage area map. Be advised the drainage area map must provide clear and legible existing drainage information. 3. The locations of the existing and proposed 100-year peak discharge concentration points must be clearly defined on the drainage area maps. Provide the 100-year peak discharge concentration points, existing and proposed on the appropriate plan(s). 4. The drainage areas on the proposed drainage area map are not clearly defined. Provide a 24" by 36" drainage area map, remove the site infrastructure that is not drainage related; parking spaces, hatching, shading, the setback and landscape verbiage. The contours, utility lines, curb, structure, the public roads are acceptable to leave on the proposed drainage area map. Revise the plan to clearly show each drainage area. Identify the line weight in a legend. 5. On the proposed drainage area map show locations of sewer, water and stormdrains to assure there is not conflict with the drainage structures. Provide appropriate discussion in the narrative. 6. Provide detail and specifications on the underground retention systems. 7. The drainage area that encompasses the fueling stations must drain to a separate basin that in addition has a system that will clean the stormwater runoff. Provide discussion on how this will be accomplished and provide appropriate specifications and/or details. 8. Per SMDDRM, 2.3.1.6.C., a very detailed Drainageway and Detention/Retention Basin Maintenance Checklist and Schedule shall be provided by an Arizona Registered Professional Civil Engineer, which will be followed by anyone performing scheduled and unscheduled maintenance on behalf of the owner(s). A maintenance checklist and schedule shall be provided in the drainage report in effort to clearly communicate the responsibilities involved by the homeowner association for proper maintenance of retention basins. Include a detailed retention basin maintenance checklist and schedule in the drainage report. 9.
