COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This project will be reviewed as General Merchandise Sales "34". The indicated warehouse is used for the retail space and is considered as one use.

2. DS 2-02.2.1.7 The indicated setbacks for the building from the east property line abutting the R-1 zone is incorrect. Per LUC Sec.3.2.6.4 a property with a development designator of DD adjacent to a R-1 zoned property requires a setback of 11/2 times the structure height. The indicated height of 30' would therefore require a setback of 45'.

3. DS 2-02.2.1.8 The number of required parking spaces for a General Merchandise Sales use per LUC Sec. 3.3.4 is at a ratio of 1 parking space per 200 sq. ft. of gross floor area. The site plan as submitted does not meet this code requirement. Revise calculations and site plan to comply with this section of the code.

Please provide a detail of both a standards parking space and a handicap parking space. Refer to development standard 3-05.0 for design criteria for standard parking and the ANSI 117.1-2003 for handicap parking criteria (include max. slope of handicap spaces and access aisles)

Provide a detail of and location for the required handicap parking signage.

4. DS 2-02.2.1.9 Please provide a dimensioned detail for class 1 and class 2 bicycle parking spaces. Be aware that that development standard 2-09 has been revised. Once provided and reviewed further comments may result. The revised standards can be found at the DSD web site: http://www.tucsonaz.gov/dsd/Codes___Ordinances/DevStd209.pdf

Please provide a plan view detail of the proposed class 2 bicycle parking spaces. Single rack spaces placed in a row will allow a minimum of seventy -two (72) inch length per bicycle parking space and a minimum of thirty (30) inches between outer spaces of racks. A five (5) foot wide access aisle measured from the front or rear of the seventy-two (72) inch long parking space will be provided beside each row. Lighting will be provided such that all facilities are thoroughly illuminated and visible from adjacent sidewalks, parking lots, or buildings, during working hours. The surface of the facility can be surfaced the same as for motor vehicle parking or with a minimum of one (1) inch thickness of one-fourth (1/4) inch aggregate material.

Per DS 2-09.4.1 Class 2 bicycle parking facilities will be located no more than fifty (50) feet from the main building entrance(s) and will be along the front side of the building as well as along other sides of the building that has an entrance. Bicycle access through the development will be separate from the pedestrian ways. Vehicular access may be used as bicycle access. Bicycle access to a parking facility may cross a pedestrian way at a right angle (DS2-09.3.2).

Please review DS 2-09.8.0 Figure 2 - 7 for acceptable and unacceptable rack designs, Figure 8 for rack location, and Figure 9 for dimensional requirements.

Provide calculations for bicycle parking indicating the required number of class 1 and class 2 spaces and the number provided.

Provide the location of all required bicycle parking spaces on the site plan.

5. DS 2-02.2.1.12 Per DS 2-08.3.1 Pedestrian Circulation Paths Required. Within all development, a continuous pedestrian circulation path is required. This path must connect all public access areas of the development and the pedestrian circulation path located in any adjacent streets. The areas within the development which must be connected include, but are not limited to, all buildings, all bicycle and vehicle parking areas, all recreation areas, all dumpster areas, and all other common use areas. Areas within the development which are not required to be connected to the pedestrian circulation path are those which will be used only for maintenance or for nonpublic truck use, such as truck loading spaces. Portions of certain Land Use Classes which by their nature will not be used for public pedestrian access, such as industrial uses, commercial storage uses, wholesale uses, contractor's yards, or similar uses, are not required to have sidewalks constructed in conformance with this Standard, as long as adequate pedestrian refuge areas are provided.

Within this pedestrian circulation path, an accessible route is also required. The
accessible route must connect all areas of the development and the pedestrian circulation
path located in any adjacent streets. This accessible route may be identical to the pedestrian circulation path. The areas within the development which must be connected
include, but are not limited to, all places of public accommodation, all buildings, all parking spaces designated for use by the physically disabled, all recreation areas, all dumpster areas adjacent to accessible buildings, and all other common use areas. Areas within the development which are not required to be connected to the pedestrian circulation path, as listed above, are also not required to provide an accessible route in those areas as long as at least one (1) accessible route is provided from at least one (1) street fronting on the development to the main entrance of the development on the site.

All accessible routes shall consist of a walking surface with a slope not steeper than 1:20. The cross slope of a walking surface shall not be steeper than 1:48. All slopes are to be indicated on the plan/plat and associated details.

Provide details of each style of handicap ramp and location of all ramps on the site plan.

Access ramps at crosswalks and handicap parking access aisles connecting to sidewalks must be provided. In addition Truncated Dome (early warning systems) must be added to all access ramps where transitioning from the pedestrian area to the vehicular use area or at HC access aisles transitioning to the sidewalk area.

6. DS 2-02.2.1.13 Indicate the locations and types of proposed signs (wall, freestanding, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Also indicate if there are existing billboards on site. Billboards will be required to meet all LUC requirements as stated in LUC Sec. 3.5.4.26. If none exists please state so.

7. DS 2-02.2.1.14 Clearly indicate the maneuvering area for the loading zone.

8. DS2-02.2.1.20 Please draw all existing easements on the plan along with recordation information, location, width, and purpose. Provide docket and page recording information on the site plan for existing easements. If an easement is no longer in use and scheduled to be vacated or has been abandoned, so indicate. If none exist provide response to reviewer's comments.

9. DS 2-02.2.1.25 If applicable, provide proposed lighting layout and type.

10. DS 2-02.2.1.31 The indicated proposed use of retail/warehouse is not correct. The retail use appears to be the principal use. Revise the proposed use to General Merchandise Sales.

The residential (apartment) use indicated is not an allowed use in an I-1 zone.

11. DS 2-02.2.2.2 Provide a dimensioned floor plan for the basement and the 2nd story structure above the garage. Give a reference detail as to location of the basement and the 2nd story structure.

12. DS 2-02.2.1.3 The Floor Area Ratio calculations provided do not appear to include the square footage of all floors. Revise to the correct square footage.

13. DS 2-02.2.2. Provide in the calculations the number of required and provided loading zones.

14. Depending on changes to this plan and responses to the above comments, additional comments may be forth coming.

04/02/2007 ANDREW CONNOR LANDSCAPE REVIEW Denied 1. The site plan must be accompanied by a landscape plan with information specified in Development Standard 2-07.0. Submit a landscape plan to verify the entire site meets minimum requirements.

2. A street landscape border, per Sec. 3.7.2.4 of the LUC, is a landscape area with a minimum width of ten (10) feet, running the full length of the street property line(s) bounding the site except for points of ingress-egress. On streets designated as Major Streets and Routes (MS&R), the street landscape border is measured from the MS&R right-of-way line as determined by LUC 2.8.3.4.

3. Fifty (50) percent or more of the street landscape border area must have shrubs and vegetative ground cover per LUC 3.7.2.4

4. Indicate square footage of all landscaped areas and calculation of the percentage of vegetative coverage per DS 2-07.2.2.2.g.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the submitted site plan. The site plan is not approved at this time. Please address the following comments:


DRAINAGE REPORT:

1) DS Sec.10-02.2.3.1.2.D: Provide the Master Drainage Report for Freeway Industrial Park (Book 54, Page 018) showing any conditions for Phases development. The Master Drainage Report should show a future drainage scheme that takes into account the retention requirements for this property. If the retention requirements have not been satisfied a revised drainage report with calculations and retention basin design for 5-year threshold retention is required for the proposed project.

2) DS Sec.10-01.2.2: Provide a geotechnical report with recommendations for building setbacks from the existing channel, infiltration rates for retention basin, and slope recommendations for channel design, slope stability, and any proposed channel inlets. Clarify if Master Drainage Report and approved geotechnical report address these comments.

3) DS Sec. 10-02.2.3.1.6.4.a: Provide a channel cross-section on the site plan to meet recommendations within the drainage report and geotechnical report. The channel bottom must have a 0.5% slope to assure positive drainage to any existing drainage structure. Provide flow arrows on the site plan.

4) DS Sec.10-2.2.3.1.5.B: Provide calculations and design for any proposed drainage infrastructure. The details must show dimensions, sizing, thickness, and method of placement, filter fabric, and any geotechnical recommendations.


SITE PLAN COMMENTS:

5) DS Sec.2-02.2.1.A.5: Revise the property line bearings for the North and Northwest property lines. The bearings in degrees do not match the recorded Final Plat, Book 54, Page 018.

6) DS Sec.2-08.2.1.A.8: Clarify the access width at the rolling gate location. Provide maneuverability that meets the requirements for vehicular use area per DS Sec.3-05.

7) DS Sec.2-02.2.1.A.11: Revise the site plan to show all proposed work on the subject property. Specifically the proposed 18-foot curb returns must be constructed entirely on the subject property and can not encroach onto adjacent parcels.

8) DS Sec2-02.2.1.A.12: Provide the required 5-foot wide sidewalk along the street frontage of Freeway Industrial Loop. All new development shall provide 5-foot wide sidewalks along the entire length of street frontage. Refer to DS Sec.3-01 for all curb and sidewalk requirements. If a sidewalk already exist along the frontage of Freeway Industrial Loop as shown on the proposed site plan provide photo documentation showing that the existing sidewalk is in good condition. If the sidewalk is missing in spots or is cracked and buckled a new 5-foot sidewalk will be required.

9) DS Sec.2-02.2.1.A.12: Clarify on the site plan that all handicap ramps at crosswalks or at the transition of a pedestrian circulation area to a vehicular use area has the required detectable warning devices (truncated domes) per ANSI Standards A117.1-2003 Section 406.13.

10) DS Sec.2-02.2.1.A.12: Revise the site plan to show the required pedestrian circulation path that is required from the proposed building to the pedestrian circulation path located along Freeway Industrial Loop.

11) DS Sec.2-02.2.1.A.14: Clarify the loading zone maneuverability on the site plan.

12) DS Sec.2-02.2.1.A.15: Provide the Master Drainage Report for the subject parcel to verify that 5-year threshold retention has been addressed. If 5-year threshold retention was not addressed provide a drainage report with retention calculations and basin design. The proposed site plan must match the requirements within the drainage report and geotechnical report.

13) DS Sec.2-02.2.1.A.15: Revise the site plan to call out the 100-year water surface elevation within the existing channel. The WSEL must match the Master Drainage or proposed Drainage Report.

14) DS Sec.2-02.2.1.A.16: Provide flow arrows and locations for all roof down spouts on the site plan. The 10-year flow must be contained under the pedestrian circulation at all down spout locations. Provide a Drainage Report with calculations and scupper details stating that the 10-year flow will be contained under the pedestrian circulation at all concentrated locations.

15) DS Sec.2-02.2.1.A.16: Provide flow arrows on the revised site plan showing drainage pattern for all flows within PAALs, roof drainage and channel flow.

16) DS Sec.2-02.2.1.A.16: Provide the details and dimension for the existing channel on the revised site plan. The detail must match the requirements in the drainage report and the recommendation within the geotechnical report.

17) DS Sec.2-02.2.1.A.17: Provide the cut and fill quantities on the site plan for grading plan purposes.

18) DS Sec.2-02.2.1.A.19: Provide the recordation information on the site plan for Freeway Industrial Loop along with the street center line that the existing right-of-way width was measured from.

19) DS Sec.2-02.2.1.A.20: Revise the site plan to provide all easement as shown on the subdivision plat, Book 54, Page 18.

20) DS Sec.2-02.2.1.A.21: Revise the site plan to call out existing or proposed curbs with 5-foot sidewalk along the frontage of Freeway Industrial Loop. Call out existing curbing; i.e. wedge curb or vertical curb. Verify that all driveways on and adjacent to the site have the minimum 20-foot separation.

21) DS Sec.2-02.2.1.A.22: Revise the site plan to show the platted drainageway and associated easement with channel details that match the Master Drainage Report.

22) DS Sec.2-02.2.1.A.23: Provide existing topographic contours at intervals not exceeding 2-feet and/or spot elevations as pertinent and Bench Mark based on COT Datum, including City Filed Book and page number.

23) DS Sec.2-02.2.1.A.32: Clarify the location of the refuse container location, size and access. Provide the dimensions for refuse container, show or label gates or doors for trash enclosures. The enclosure must have a minimum inside clear dimension of 10 feet by 10 feet between steel pipes that are required between the container and the enclosure's rear and sidewall. Show and label maneuverability.

24) DS Sec.11-01.4.1.C.4: Provide a General Note stating that all walls will require a separate permit for review and approval by all necessary Development Services Departments.

25) DS Sec.11-01.9: Provide on the site plan cross section at property boundaries to ensure that the required 2-feet setback from all property boundaries to the proposed limits of grading, fill slopes, and water harvesting areas have been met.


GRADING PLAN:

26) DS Sec.11-01.2.1: A grading permit may be required for this project depending on the cut and fill quantities provided on the revised site plan. If applicable submit a copy of the Grading Plan with the grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent Grading Plan comments may be necessary, depending upon the nature and extent of revisions that occur to the plans

28) Provide a general grading note-specifying conformance with City of Tucson Development Standard 11-01.0 (excavation and grading requirements).

Provide these details on the Grading Plan and label the details according to the requirements and dimensions of the drainage report.

30) DS Sec.11-01.4.1.C.7: Provide a General Note referencing the Geotechnical Report, provide the name, address, job number, date, and phone numbers of the firms or individuals who prepared the report. State that the grading plan shall comply with recommendations within the report as well as any subsequent geotechnical addenda.
