SUMMARY: The west portion of the parcel lies partially within the Grant Auto Care Center Development Plan and within lots 18, 19, 20, 25, and 26 of Grant - Dragoon Industrial Park. Engineering Division of Development Services Department has received and reviewed the plan 3rd re-submittal of the site plan and does not recommend approval of the site plan, grading plan, and floodplain use permit application until the following comments are addressed.

SITE AND GRADING PLAN REVIEW COMMENTS:
1) DS Sec.11-01.4.1.C.4: Proposed spot elevations on planview indicate flow to the southwest toward west boundary. Provide a detail showing how west drainage swale will be constructed to convey flows from the north equipment display area to assure equipment display and storage areas will drain positively, and to assure that this swale directs stormwater toward front of project and away from parcel at 1790 W Sahuaro Dr. Clarify detail section C-C on sheet 2 for the Sections and Details sheet.
2) DS Sec.11-01.16: Add note that a special inspection is required for the passive methane vent well system. Also, prior to final inspection, provide geologist's field reports regarding inspection during construction and after construction of the methane systems.
3) Tucson Code Sec.26-23: The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP to according to these comments:
a) Provide Certification Statements with signatures for the operators. At minimum, one operator, either the engineer of record or the project manager as listed on the bottom of the second page of the NOI shall sign one of the forms / operator certifications.
b) On SWPPP planview sheet 6, revise minimum dimensions (50-ft) for stabilized construction entrance.
c) Remove or clarify reference to basin in general note L2) on sheet 5.
d) Provide current General Permit.
e) On SWPPP exhibit, sheet 6, show delineation for grading limits to match disturbance limits of Grading Plan sheets.
f) Show locations of methane vent wells in parking area and provide BMP SWPPP controls for this area.
g) Provide traffic control exhibit with traffic signage, barriers, and controls that provides for existing business activity during grading construction.
h) Show and label "receiving waters" on an exhibit location/vicinity map.
i) Provide specific waste disposal measures for trash as solid waste containers or similar.
j) For inspection purposes, please fill out the enclosed "AZPDES - Posting Requirements" green sheet, and post at construction entrance of the site at beginning of construction activities and maintain this posted document throughout project construction.
k) Provide copy of current, signed, completed NOI.
l) Remove note reference to City of Nogales on sheet 6.
4) Due to the number of resubmittals a meeting is required to go over comments prior to resubmittal.

For resubmittal provide three copies of the revised Site Plan sheets, three copies of the Grading Plan sheets, 2 copies revised drainage report, one copy of the Landfill Methane Development Plan report, Floodplain Use Permit Application, Grading Permit Application, 3 copies of the revised SWPPP plans with green sheet, and a response letter. 09/23/2008 ANDREW CONNOR LANDSCAPE REVIEW Approv-Cond All proposed development, on or within one hundred (100) feet from a landfill, shall receive the necessary building permit only after approval of a landfill methane development plan per TCC 29-23.A. If necessary, revise landscape plans to reflect any modifications necessary to protect the landfill from the affects of the required landscaping and irrigation and submit the plans for an additional review.
