COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. There has been a tax parcel lot combination completed for this site. A Covenant Regarding the Use of Real Property is required to be completed and recorded. Provide a copy of the covenant and provide on the site plan the recording (docket and page) information.

2. DS 2-02.2.1.8 Each handicap parking space is required to have an access aisle adjacent to it. See ANSI 117.1-2003 Sec. 502.4.1.

On the detail for the handicap parking spaces clearly indicate the maximum slope in all directions of the parking and access aisle surfaces as 1:48 as per ANSI 117.1-2003 Sec. 502.5.

Provide handicap ramps at the front of all access aisles in the sidewalk area. (provide details of handicap ramps)

The number of parking spaces indicated in the calculations does not match the number of indicated parking spaces on the site plan. Clarify. The number of parking spaces shown on the site plan is 160 including 6 handicap parking spaces. Revise the number of provided parking spaces to 160.

Detail 1 of 2, of the handicap parking space, does not meet ANSI 117.1-2003 Sec. 502.2 for minimum requirements for a van accessible parking space. (minimum width of a van accessible parking space with a 5' access aisle is eleven (11) feet)

3. DS 2-02.2.1.9 Bicycle parking calculations and notes on plans indicating the number of provided spaces are in conflict. Plan indicates 6 class two and 7 class one, calculations indicate 7 class two and 6 class one. Clarify

On the plan view detail of the proposed class 2 bicycle parking spaces clearly indicate that the bicycle parking spaces are physically separated from the vehicular use area (access aisle). The class 2 bicycle parking spaces cannot be located in a vehicular use area without a barrier or sufficient distance to prevent damage to the parked bicycles. . See DS 2-09.4.3

Clearly indicate the surface material of the class two bicycle parking area. The surface of the facility can be surfaced the same as for motor vehicle parking (asphalt or concrete) or with a minimum of one (1) inch thickness of one-fourth (1/4) inch aggregate material.

4. DS 2-02.2.1.11 Are the existing gates and fence, located at the northwest and northeast corners of the building, to be removed and not replaced? If they are to remain or be relocated provide location of the fence and any gates that may be used to provide separation between public and nonpublic areas. Provide a note indicating that any gates will remain open during business hours.

Provide a minimum 24' PAAL behind the western most perpendicular parking spaces located west of the new building.

Indicate the width of the PAALs north and south of the new parking spaces. If these PAALs are to be one way clearly indicate the direction of travel.

Provide a minimum 24" PAAL to the required loading zone for the existing billboard. See loading zone comment.

6. DS 2-02.2.1.12 A 5' pedestrian refuge with sidewalk will be provided adjacent and parallel to any PAAL on the side where buildings are located. If at the north east corner of the building a 4' pedestrian refuge is proposed a DSMR will be required to be submitted and approved. If the DSMR is approved, provide on the site plan the date of approval, what the DSMR is for, and any conditions of approval.

At the 4' sidewalk indicated in the above comment, a handicap ramp is required at the south end of the sidewalk connecting to the striped pedestrian refuge. Provide truncated domes.

Provide details of all types of handicap ramps used including locations of truncated domes, slopes, widths, landings, etc.. Note #12 is not adequate.

7. DS 2-02.2.1.13 Per the aerial photo maps there appears to be a billboard located near the northwest corner of the property. Indicate the location of the billboard on the site plan and indicate how the billboard meets all of the requirements of LUC Sec. 3.5.4.26. Review LUC Sec. 3.5.4.26 , Sec. 3.4.5, Sec. 3.4.4.1 for requirements for the loading zone for a bilboard.

In the Loading zone calculations indicate that one loading zone is required for the billboard and one is being provided,

8. DS 2-02.2.1.31 In the existing and proposed use, note#2, provide the "subject to: Sec. 3.5.9.3." and the end of the use.

9. DS 2-02.2.2.A.3 Provide the maximum allowed Floor Area Ratio.

10. DS 2-02.2.2.A.5 The required size of the loading zones is not 12x55. See LUC Sec.3.4.5.3. Revise the required size to 12x35. Providing a 12x55 is not a problem.

02/05/2008 ANDREW CONNOR LANDSCAPE REVIEW Denied 1. Requirements of this Division apply to the entire site per LUC 3.7.1.2.B.

2. A street landscape border per LUC 3.7.2.4 is an area running the full length of the street property lines bounding the site except for points of ingress-egress. Buffer must be provided for Sahuaro Dr.

3. Street landscape borders shall be located entirely on site, except that if approved by the City Engineer or designee, up to 5 feet of the required 10 foot width be placed within the adjacent right-of-way area or within the Major Streets and Routes (MS&R) right-of-way area on MS&R streets. Provide approval documentation for landscape within ROW.

4. One (1) canopy tree must be provided for every thirty-three (33) linear feet of landscape border per LUC 3.7.2.4. Street landscape border along Grant Rd. does not meet requirement.

5. A 6' Screen is required for storage areas within 100' of Grant Rd. LUC Table 3.7.2-I.

6. Revise the site and landscape plans to provide curbing or other suitable barrier for landscape areas within and adjacent to the display area. LUC 3.7.2.3.B. Verify that protection is provided.

7. Within a vehicular use area, one (1) canopy tree is required for each 10 motor vehicle parking spaces and every parking space shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk) per LUC 3.7.2.3.A.1.

8. The maximum amount of overhang for parking spaces is the same measurement as the parking wheel stop location, as permitted in Development Standard 3-05.0. Verify that planters to the east meet requirements. Show planters on the site plan.

9. Any requirements not met must be reviewed by The Design Review Board (DRB) will review all variance requests from the Landscaping and Screening Regulations as provided in Sec. 5.1.8.3.G and forward a recommendation in accordance with Sec. 5.1.8.2.F

10. Include with re-submittal approval documentation. Indicate on the lower right hand corner of the site plan, the variance case number, date of approval, and any conditions imposed.

11. The site plan and landscape plan must show identical site layout to avoid conflict between the two plans. Ensure that all changes to the site plan are reflected on the landscape plans.

SUMMARY: The west portion of the parcel lies partially within the Grant Auto Care Center Development Plan and within lots 18, 19, 20, 25, and 26 of Grant - Dragoon Industrial Park. Engineering Division of Development Services Department has received and reviewed the plan submittal and does not recommend approval at this time. Address the remaining comments.

SITE AND GRADING PLAN REVIEW COMMENTS:
1) Tucson Code 26-8(b)(1): Address the remaining floodplain comments:
a) On Figure 5 clarify the approximate 100-year limit from Silvercroft Wash (Manning Rating). Explain whether this is a floodplain limit.
b) Label Zone X-Shaded on planview Figure 5 so as not to be confused with Unshaded Zone X.
c) Explain in the drainage report the impact to the project given location of the project within the X-Shaded zone region.
2) Tucson Code Sec.26-11: Submit a Floodplain Use Permit Application for the project.
3) DS Sec.11-01.4.1.C.3: The Site Plan sheet 1 note 2 and the Grading Plan earthwork quantities do not match; correct. On the Grading Plan, provide total disturbance area in square feet for the additional improvements including new vehicular access area, and associated grading.
4) Submit a Grading Permit Application with next submittal.
5) DS Sec.2-02.2.1.A.32: Provide dimensions for refuse container, show or label gates or doors for trash enclosures. The enclosure must have a minimum inside clear dimension of 10 feet by 10 feet between steel pipes that are required between the container and the enclosure's rear and sidewall.
6) Revise detail C on site and grading plan to indicate any drainage swale for flows from the north equipment display area or show how equipment display area will drain positively.
7) Remove notation regarding reference to Methane Development Plan Report detail for the Passive Methane Vent System details since they are labeled Not For Construction in the report; remove notes on the following locations of the plans:
a) on Detail E on both the Site Plan and Grading Plan
b) on note 6 on sheet 1 of the site plan.
8) Provide additional details for the passive methane vent well system for construction on grading plan including below ground information.

For resubmittal provide three copies of the revised Site Plan sheets, three copies of the Grading Plan sheets, 2 copies revised drainage report, one copy of the Landfill Methane Development Plan report, Floodplain Use Permit Application, Grading Permit Application, and a response letter.
