Maintenance Facility and Warehouse Site Plan- Engineering Review TO: M3 Engineering Attn: Jose Teran LOCATION: 2747 E Airport Drive, T15S R14E Sec20, Ward 5 REVIEWERS: Jason Green, CFM ACTIVITY: T07CM00650 SUMMARY: Engineering Division of Development Services Department has received and reviewed the submitted site plan application, Hydrology Report (M3 Engineering and Tech Corp, 15FEB07) and Geotechnical Engineering Report (Terracon, 07FEB06). Engineering recommends approval of the site plan at this time. HYDROLOGY REPORT: 1) DS Sec.10-02.14.2.6: Revise the hydraulic calculation sheets and the details for the channel slopes to meet the minimum recommendations within the submitted Geotechnical Engineering Report. 1:1 (H:V) slopes must be designed with a retaining wall system or a stability analysis must be performed by the geotechnical engineer. 2) DS Sec.10-02.2.3.1.5.F: Provide velocity calculations for the proposed spillway into Airport Wash and for all proposed channels. The details for the spillway and channels must show all geotechnical recommendations and provide a design for scour protection at the terminus of the spillway outlet. COMMENTS: The following comments must be addressed on a grading plan application submittal and a Floodplain Use Permit application. Other comments may be pending based upon grading plan submittal. 3) DS 2-02.2.1.8 & DS 3-05.2.3.C: Revise the site plan along all parking areas and vehicular use areas to include the required 6-inch curbing, wheel stops or barricades to prevent damage from occurring to the unimproved portion of the site. Provide a dimensioned detail indicating the required 2.5-foot distance as per DS 3-05 (Figure 5) if wheel stops are used. 4) DS Sec.2-02.2.1.A.10: Provide the sight visibility triangles (SVT) at all driveway entrances. Refer to DS Sec.3-01.5 for SVT requirements. 5) DS Sec.2-02.2.1.A.11: The access point on the west side has an approximate curb cut width of 160-feet, verify the need for such a large curb cut. Refer to Tucson Code, Chapter 25, Section 25-39 for driveway and curb cut requirements. 6) DS Sec.2-02.2.1.A.12: Clarify on the site plan that all handicap ramps at crosswalks or at the transition of a pedestrian circulation area to a vehicular use area has the required detectable warning devices (truncated domes) per ANSI Standards A117.1-2003 Section 406.13. 7) DS Sec.2-02.2.1.A.15: A Floodplain Use Permit (FUP) is required at the next site plan submittal for the proposed disturbance within the FEMA Special Flood Hazard Area 100-year floodplain. Per Chapter 26 of the Tucson Code a Floodplain Use Permit is required for any improvements within a mapped 100-year floodplain. Provide the FUP application with the resubmittal for review and approval. 8) DS Sec.2-02.2.1.A.15: Revise the plan to call out the 100-year water surface elevation within the proposed channel and detention area. The WSEL must match the proposed Drainage Report and all building must be elevated 1-foot above the calculated WSEL of the Airport Wash FEMA 100-year floodplain. 9) DS Sec.2-02.2.1.A.17: Provide the cut and fill quantities on the revised site plan for grading plan purposes. A grading plan may be required for this project depending on the cut and fill quantities provided. 10) DS Sec.2-02.2.1.A.32: Provide the location and dimensions for refuse container show or label gates or doors for trash enclosures. The enclosure must have a minimum inside clear dimension of 10 feet by 10 feet between steel pipes that are required between the container and the enclosure's rear and sidewall. Show maneuverability for the refuse vehicle. 11) DS Sec.11-01.4.1.C.4: Provide a General Note stating that all walls will require a separate permit for review and approval by all necessary Development Services Departments. GRADING PLAN: 12) DS Sec.11-01.2.1: For future reference a grading permit will be required for this project. Submit a grading permit application along with a FUP application for review and approval. 13) Please ensure the grading plan is consistent with the Hydrology Report and Geotechnical Report. Grading standards may be accessed at: http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf. 14) Arizona Pollutant Discharge Elimination System (AZPDES) requirements are applicable to this project. Stormwater Pollution Prevention Plans and text addressing stormwater controls for all areas affected by construction activities related to this development will be required with grading plan submittal. GENERAL COMMENTS: Please provide a revised Hydrology Report, a grading plan application and a FUP application that address the comments provided above.
