This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance. 2. All lettering and dimension shall be the equivalent of twelve (0.12") point or greater in size. Text on the location map does not meet this requirement. 3. Add a note to the plan stating "THIS SITE PLAN IS DESIGNED TO MEET THE REQUIREMENTS OF THE OVERLAY ZONES CRITERIA: SEC. 2.8.3, MAJOR STREETS AND ROUTES (MS&R) SETBACK ZONE, SEC. 2.8.4, GATEWAY CORRIDOR ZONE and SEC. 2.8.5 AIRPORT ENVIRONS ZONE (AEZ)". 4. D.S. 2-02.2.1.A.4 Provide a location map which meets the minimum requirements of D.S. 2-05.2.1.D, It is difficult to tell where the City of Tucson limits are on the plan. 5. D.S. 2-02.2.1.A.7 The building setback to the street is shown incorrectly. Per LUC Sec. 3.2.6.5.B this setback is measured from the back of future curb, revise the dimension. 6. D.S. 2-02.2.1.A.7 Provide a dimension between all proposed buildings. 7. D.S. 2-02.2.1.A.8 Provide a detail for the handicapped signage. This signage cannot encroach into the minimum four (4) foot width of the required sidewalk, provide a dimension which shows the minimum width. 8. D.S. 2-02.A.2.1.9 Provide a detail for the required off-street bicycle parking on the plan; including materials for lighting, paving, and security; fully dimensioned layout; specific type of rack and the number of bicycles it supports; and the location and type of directional signage if required. Additional comments may be forth coming. 9. D.S. 2-02.2.1.A.11 Provide a dimension for all Parking Area Access Lanes (PAALs). Per D.S. 3-05.2.2.B.3 a two (2) foot setback is require between a PAAL and any wall, screen, or other obstruction. This said dimension this setback from the proposed "FENCED OUTDOOR PATION AREA" to the PAAL to the west. 10. D.S. 2-02.A.2.1.12 Per D.S. 2-08.4.1.It is unclear how the accessible route will work from the proposed building to the proposed sidewalk located along Valencia Road. There is reference to "REPAIR (MINOR) 9 SPCS/BAY", is there a secondary land use to the "PERSONAL STORAGE", clarify. If there is an office associated with the "PERSONAL STORAGE" then 2 spaces are required for the office and an additional 2 spaces for the apartment. Required is shown as 11, with proposed shown at 3, will a variance be requested for relief of 8 vehicle parking spaces. 21. D.S. 2-02.2.2.A.5 Per LUC 3.4.5.2 two (2) 12'x55 foot loading spaces are required. 22. The minimum lot size shown on the plan is incorrect. Per LUC 2.8.5.8.B.1.b the minimum lot size is five (5) acres. 23. Ensure that all changes to the site plan are reflected on the landscape plan. 24. Please include a response letter with the next submittal that states how all comments have been addressed. RESUBMITTAL REQUIRED: SITE PLAN SUBMITTAL REQUIRED: GEOTECHNICAL REPORT 1. Clearly define the City of Tucson limits within the location map. DS 2-02.2.1.A.4. 2. Revise the font size in the location map to be 12 point. DS 2-02.2.1.A.4. 3. The address shown in the title block indicates the address is location of the owner and is not the subject property. Typically the owner's address is provided in a general note on the first sheet of the title block and the subject property's address is provided in the title block. It is acknowledged the project's address is provided on the first sheet in the center of the top sheet however it is recommended to provide the project address in the title block and the owner's address in a general note. DS 2-02.2.1.A.3. 4. In addition to the above comment it appears the submitted drainage report is for a different owner. Clarify and/or revise the plan or report to show the correct address. 5. Call out the length dimensions for the future sight visibility triangles. The near side length is 345' and the far side length is 30'. DS 2-02.2.1.A.10. 6. Provide dimensions in all areas of the PAAL. It appears this was attempted but the line weight is too light. Revise appropriately. DS 2-02.2.1.A.11. 7. Continuous pedestrian circulation must connect all public areas of the development to the pedestrian circulation (sidewalk) located within the ROW along a street. Provide pedestrian circulation from building #2 to the sidewalk in the ROW. DS 2-08.3.1. 8. It appears a five foot sidewalk is provided around both buildings. A dimension is provided but a sidewalk is not called out. Clarify and/or revise the plan to call out the sidewalk. DS 2-08. 9. Sidewalks must be flood free for up to the 10-yr. event. Add a note on the plan, "All roof down spouts on all structures must be routed under any adjacent sidewalk." Graphically show on the plan the location of any required scuppers. DS 2-08.4.1.E. 10. Detectable warnings (truncated domes) are required at marked crossings (crosswalks), curb access ramps or at any area where the sidewalk is flush with the asphalt. The area covered by the truncated domes shall be twenty-four (24) inch deep and extend the full width of the crosswalk, preceding the crosswalk, including the handicap access aisle. All accessible curb ramps shall have truncated domes installed that shall be twenty-four (24) inches minimum in the direction of travel and extend the full width of the curb ramp or flush surface. The domes shall be located so the edge nearest the curb line is six (6) inches to eight (8) inches from the curb line. Revise the site plan to comply. ANSI 406.12, ANSI 705 11. Verify on the plan view the sidewalks adjacent to the structures are physically separated from any vehicular travel lane. This can be accomplished by means of a curb, grade separation, barriers, railings, or other means. Revise appropriately. DS 2-08.4.1. 12. A vehicular use area (PAAL) must be designed to prevent vehicles from entering the unimproved portion of the site by means of post barricades, wheel stops, etc. Provide a barrier to prevent vehicles from accessing the unimproved area. DS 3-05.2.3.C. 13. Per the Zoning Review comment 14, a loading space was requested. Show the loading vehicle maneuverability for the required loading space. The minimum requirements for a 30' single unit vehicle are an outside radius of 42' and inside radius of 28'. American Association of State Highway and Transportation Officials. 14. The drainage report indicates the development is impacted by storm discharge of more than 100 cfs, consequently the project is subject to the City of Tucson Floodplain Regulations. Add a note to the plan stating this development is affected by the City of Tucson Floodplain Regulations and any work within the flood hazard area requires a floodplain use permit. DS 2-02.2.1.A.15. 15. Delineate on the site plan the floodplain limits discussed in the drainage report. Provide on the plan the water surface elevations with datum. DS 2-02.2.1.A.15. 16. Provide general drainage patterns and finish grades on the plan view. Show flow arrows on the revised site plan showing drainage pattern for all flows within PAALs, channel, basin inlet and outlet, and any proposed drainage structure. DS 2-02.2.1.A.16. 17. Provide estimated cut and fill quantities on the site plan. DS 2-02.2.1.A.17. 18. Provide the recordation data (book and Page) for Valencia Road. Indicate whether Valencia is public or private. DS 2-02.2.1.A.18. 19. Valencia Road is designated as an arterial road per the Major Street and Route Plan and is subject to future widening of 200'. The ½ future ROW width is 100' and is required to be shown on the plan view. Provide form the centerline of Valencia Road the ½ future ROW width, future curb and sidewalk location on the plan. Label each dimension appropriately, i.e. "100' ½ future ROW." DS 2-02.2.1.A.19. 20. Graphically show on the plan all easements of record with recordation data (docket and page). DS 2-02.2.1.A.20. 21. The plan shows a 30' ingress/egress and utility easement located on the east side of the property. This easement must be accessible for the parties with legal access. There is a dashed line that crosses the easement it appears this is either part of the proposed wall (keynote 22) or a gate. It must be clear on the plan what the dashed line indicates. If it is a gate, the gate must be called out on the plan with height. The utilities accessing the easement must not be prohibited from entering the property to use the easement. Clarify how access will be maintained. 22. In addition to the comment above, the phased part of the development is required to have a barrier to prevent vehicles from accessing this area. However the 30' ingress/egress and utility easement must be accessible. Be advised when proposing a barrier access must be maintained. 23. Show from the centerline of Valencia Road the existing ½ ROW width, curb and sidewalk location. DS 2-02.2.1.A.21. 24. 6' sidewalks are required along an MS&R street. Keynote 13 depicts a 5' sidewalk. Revise the plan view and keynote 13 to show 6' sidewalks. DS 2-02.2.1.A.19. 25. The drainage report in the addendum shows a channel located in the ROW. The site plan does not show the channel. Location and orientation of existing major physical features, such as drainageways must be shown on the site plan. Revise the plan to show the location of the channel and provide dimensions, width, depth, etc. DS 2-02.2.1.A.55. 26. Provide existing contour(s) at interval not exceeding two feet as pertinent and Bench Mark based on a City of Tucson Datum, include City Book and Page. DS 2-02.2.1.A.23. 27. New development will provide a solid waste storage, collection and pick up areas from within the site. The current location of the solid waste enclosure is not approvable. The enclosure must be located within the proposed development area and not the phased future development area. Revise to show the solid waste enclosure within the proposed area of development. DS 2-02.2.1.A.32. 28. Demonstrate solid waste vehicle maneuverability, fully dimensioned on the plan view. Solid waste vehicles require 36' inside radius and 50' outside radius. DS 6-01.4.0. 29. Indicate a refuse enclosure detail as per D.S. 6-01.4.2. The base shall be a concrete slab with an inside clear dimension of ten (10) feet by ten (10) feet by five (5) inches thick. Steel pipes are required between the container and the enclosure's rear and sidewalls to prevent the container from damaging the enclosure while being serviced. Enclosure gates have a minimum opening of ten (10) feet. 30. Grading, hydrology, landscape islands and borders are to be integrated in effort to make maximum use of stormwater runoff for supplemental irrigation purposes. Keynote 23 indicates water harvesting with "curb openings" as shown on the plan. The plan view does not show curb openings or grades indicating depressed curbs. Revise site plan to show positive drainage to the landscape/water harvesting areas. LUC 3.7.4.3.B. 31. Stormwater must be accepted and released from developments essentially at the same locations, and with the same magnitudes, as encountered under natural or existing conditions. Show on the plan view the off site to on site and on site to off site discharge points with existing and proposed quantities as discussed in the drainage report. 32. Show the location of the 48" RCP that accepts 110 cfs of the 211 cfs from the Offsite Area that is discussed in the drainage report page 4. 33. Show the location of the catch as shown on the City of Tucson improvement plan that is provided in the drainage report addendum (see above comment). 34. Show the location of the required basin maintenance access ramp on the plan view. SMDDFM 14.3.4. 35. Security barriers must be provided at the top of basin slopes steeper than 4:1, where water depths exceed 2'. Provide a security barrier around the basin; ensure access to the ramp is maintained. SDRM 3.6.2. 36. Structures such as retaining walls are acceptable for up to 35% of the basin perimeter. It appears the current proposal is not meeting this guideline found in the Stormwater Retention/Detention Manual 4.3.1. In addition to this guideline the site plan shows a wall is the entire north side of the basin. The wall must be structurally engineered to retain water and to prohibit seepage through the wall, a protective water proof barrier. The wall must be an engineered flood proof retaining wall. Revise the proposal to meet the minimum requirements. 37. The basin configuration should be designed with the Multiple Use Concept and Aesthetic Design Guidelines, this said curvilinear shapes are preferred to geometric shapes. If rectilinear shapes are used a minimum of a 10' radius should be utilized at the corners of the basin. Revise the plan to meet this criteria. SRDM 4.3.1. 38. A geotechnical report (soils report) is required in conjunction with the design of each surface storage facility that utilizes infiltration as a method of basin drainage. Percolation test must show a maximum disposal time of 12 hours. Submit a soils report. SDRM 3.5.1. 39. Please note that subsequent comments may be necessary upon resubmittal, depending on the nature and extent of revisions that occur to the plans. DRAINAGE REPORT COMMENTS 1. Provide the submittal number on the cover sheet of the Drainage report. SMDDFM 2.3.1.1.A. 2. Provide on the site plan found in the addendum the principal points of drainage concentration for the offsite to onsite and the onsite to offsite. Include the existing and proposed quantities. SMDDFM 2.3.1.3.A and B. 3. Clearly indicate in the narrative the datum for the water surface elevations shown on the floodplain map. SMDDFM 2.3.1.4. 4. In the section "Design Conditions," on page 5, the threshold retention volume provided is 70,522 cubic yards. However the addendum shows different quantities in the spreadsheet for retention/detention volume estimates. The quantities should be the same. Clarify why there are discrepancies. SMDDFM 2.3.1.6. 5. In the section "Design Conditions," on page 5, it states a basin maintenance ramp is not required because vehicles will not be accessing the basin due to the size. The basin maintenance ramp may not necessarily be for vehicles. The basin must be maintained where the potential of a wheel barrel or small landscaping equipment may be used. The interior basin (bottom and slopes) must be accessible. Show the location of the required basin maintenance access ramp on the plan view. SMDDFM 2.3.1.6.A.4.b., 14.3.4. 6. In the section "Design Conditions," on page 5, it states the offsite watershed is urban in nature. The current conditions of the offsite watershed is natural desert. This office acknowledges the probability of future conditions being urban in nature is high. However the current natural conditions can promote offsite sediments. Explain and clarify in the report how the current condition will not promote accumulation of sediments. 7. Provide a detail of the basin including specific details of the wall. Show the size and type of inflow and outflow structures. Include appropriate dimensions and elevations. Include the water surface elevation in a 100 year event. SMDDFM 2.3.1.6.A.4.a. 8.
