COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC). Based on a less then 25% expansion of building area, full code compliance is for the effected area only. All proposed changes to the vehicle use area (parking & paals) will be required to meet current code requirements.

2. Provide a copy of the last approved site plan.

3. Add a note to the plan stating "THIS SITE PLAN IS DESIGNED TO MEET THE REQUIREMENTS OF THE OVERLAY ZONES CRITERIA: SEC. 2.8.3, MAJOR STREETS AND ROUTES (MS&R) SETBACK ZONE.

4. D.S. 2-02.2.1.A.2 Provide a property description on the plan.

5. D.S. 2-02.2.1.A.4 Provide a location map which meets the minimum requirements of D.S. 2-05.2.1.D, show the subject property approximately centered in the one (1) square mile area, identify conditions within the square mile area, such as major streets and watercourses, section, township and range, north arrow and scale.

6. D.S. 2-02.2.1.A.7 Provide the required zoning street setback for the building on the plan. Per LUC Sec. 3.2.6.5.B the required setback is 21 feet or the height of the proposed building wall height measured from the back of future/existing curb. Provide the dimension on the plan.

7. D.S. 2-02.2.1.A.8 Provide typical parking space details for both handicapped and standard spaces.

8. D.S. 2-02.2.1.A.8 Provide a detail for the required handicapped signage.

9. D.S. 2-02.2.1.A.8 Delineate and dimension the proposed vehicle overhang of the sidewalk along the east side of the proposed building.

10. D.S. 2-02.A.2.1.9 Provide off-street bicycle parking; including materials for lighting, paving, and security; location on the plan and the location and type of directional signage if required. Provide a detail(s) for provide off-street bicycle parking which shows; fully dimensioned layout; specific type of rack and the number of bicycles it supports.

11. D.S. 2-02.A.2.1.10 Show existing and if applicable future sight visibility triangles (SVT) on the plan.

Per D.S. 2-02.2.2.B the following required calculations need to encompass the entire center:

21. D.S. 2-02.2.2.A.1 Provide the gross site area.

22. D.S. 2-02.2.2.A.2 Provide floor area for each building.

23. D.S. 2-02.2.2.A.3 Provide the allowed Floor Area Ration (FAR) and provide FAR on the plan. Remove all references to lot coverage from the plan.

24. D.S. 2-02.2.2.A.4 Revise the parking calculation to include the entire site.

25. D.S. 2-02.2.2.A.4 Provide a bicycle parking calculation. For your information per LUC Sec. 3.3.7.8.A any use providing less than fifty (50) motor vehicle parking spaces may substitute Class 2 spaces for Class 1 spaces.

26. D.S. 2-02.2.2.A.5 Provide the required and provided number of loading spaces.

RESUBMITTAL REQUIRED: SITE PLAN, REVISED HYDROLOGY REPORT

SUBMIT: FLOODPLAIN USE PERMIT APPLICATION

1. Provide a location map which meets the minimum requirements of D.S. 2-05.2.1.D. Include the Section with the Town and Range. Identify conditions within the square mile area, such as major streets. Show the section lines and label. The lettering shall be the equivalent of twelve (0.12") point or greater in size. D.S. 2-02.2.1.A.4.

2. Provide existing and future sight visibility triangles (SVT) for the project. The far side SVT at the south entrance/exit drive only needs to be a pedestrian SVT, which requires a length of 30'. The near side SVT at the north entrance/exit drive requires a length of 345'. If the existing and future SVTs are coincident label as, "existing and future." DS 2-02.2.1.A.10.

3. Provide dimensions at both entrance/exit drives for Wilmot Road. DS 2-02.2.1.A.11.

4. Dimension the existing sidewalk within the ROW. DS 2-02.2.1.A.12.

5. Show the loading vehicle maneuverability for the required loading space. The minimum requirements for a 30' single unit vehicle is an outside radius of 42' and inside radius of 28'. American Association of State Highway and Transportation Officials.

6. Provide a general note on the plan that the property lies within a FEMA Flood Hazard Zone X with average depths up to 1'. DS 2-02.2.1.A.15.

7. Provide a general note on the plan giving the recommended finish floor elevation (FFE) per the submitted drainage report. Include the datum. DS 2-02.2.1.A.15.

8. Provide a general note stating this development is subject to the Floodplain regulations found in chapter 26 of the City of Tucson Code. DS 2-02.2.1.A.15.

9. Provide a general note stating the development is required to submit a certified elevation certificate from an Arizona registered surveyor or engineer prior to the pre-slab and final inspection. DS 2-02.2.1.A.15.

10. This project is required to have a floodplain use permit for the construction of the building and the site infrastructure. Submit a completed floodplain use permit application with the second submittal.

11. Provide general drainage patterns throughout the area to be developed. DS 2-02.2.1.A.16.

12. Provide the finish floor elevation of the structure and finish grades throughout the site. DS 2-02.2.1.A.16.

13. Provide cut (if applicable) and fill quantities in cubic yards for the development. Be aware a grading permit may be required. DS 2-02.2.1.A.17.

14. Provide the recordation data (book and page) for Wilmot Road. Indicate adjacent to the recordation data that Wilmot Road is public. DS 2-02.2.1.A.18.

15. Wilmot Road is designated as an arterial road per the Major Street and Route Plan (MS&R Plan), which subjects the road to future widening. When an arterial road intersects with another arterial road (22nd Street) intersection widening is also required. This project is required to show the intersection widening dimensions. Refer to the diagram located on the lower left hand corner of the MS & R Map found on the following web page, http://www.ci.tucson.az.us/planning/maps/city/msr.pdf. Label the site plan accordingly and show the required future ROW dimensions, including the future curb and future sidewalk location. DS 2-02.2.1.A.19.

16. Provide dimensions for the location of the existing ROW, curb and sidewalk location. If the existing and future ROW dimensions coincident label as both existing and future. DS 2-02.2.1.A.21.

17. All easements of record must be graphically shown on the plan with docket and page. If applicable provide information. DS 2-02.2.1.A.20.

18. Provide existing topographic contours at intervals not exceeding 2' and/or spot elevations as pertinent and Bench Mark based on the City of Tucson datum, include the City of Tucson field book and page. DS 2-02.2.1.A.23.

19. Surface stormwater should be directed into the landscape areas and the parking lot landscape islands per a new requirement to promote water harvesting. Demonstrate positive drainage towards all landscape areas in effort to promote water harvesting. Revise the site plan to promote water harvesting from the parking lot surface drainage. Provide curb openings where applicable. LUC 3.7.4.3.B.

20. Indicate a refuse enclosure detail as per D.S. 6-01.4.2. The base shall be a concrete slab with an inside clear dimension of ten (10) feet by ten (10) feet by five (5) inches thick. Steel pipes are required between the container and the enclosure's rear and side walls to prevent the container from damaging the enclosure while being serviced. Enclosure gates have a minimum opening of ten (10) feet.

21. Per Development Standard 6-01.4.2.C.1., food service establishments are required to provide a sewer connected drain in the center of the concrete slab to facilitate container cleaning. Demonstrate compliance with this requirement.

22. Detectable warnings (truncated domes) will be required at all curb access ramps or at any area where the sidewalk is flush with the asphalt. ICC/ANSI A117.1-2003 Sec. 406.13, D.S. 2-02.A.2.1.12.

23. Please note that subsequent comments may be necessary upon resubmittal, depending on the nature and extent of revisions that occur to the plans.

DRAINAGE REPORT COMMENTS

1. In the narrative of the drainage report clearly indicate the datum used for the recommended finish floor elevation (FFE).

2. On page two, the second to last paragraph the recommended FFE appears to be too low. Is this a typo? Clarify or Revise appropriately.

3. Provide a cross section that translates the results of the irregular open channel flow graphically. The cross section must include the street, curb, parcel, structure and delineation of the water surface elevation (WSE). SMDDFM 2.3.1.4.B.
