DS 2-02.2.1.A.16. The above comment is from the first review and the response to the above comment is acknowledged. However the arrows are not identified on the site plan so it is not clear if the provided arrows are indicating direction of drainage. Identify arrows in legend. 2. Provide finish grades throughout the site and the finish floor elevation of the structure. DS 2-02.2.1.A.16. The above comment is from the first review it is acknowledged the grading plan shows the above requested required information. However because the information is required to be also shown on a site plan at minimum a note shall be provided on the site plan indicating the vertical information can be found on the grading plan (include sheet number). Revise. 3. Include on the site plan estimated cut and fill quantities. If cut and fill quantities equal zero, please note on the plan. DS 2-02.2.1.A.17. Second request. The requested information must be provided on the site plan. Provide the cut and fill quantities. 4. Provide the recordation data for Bryant Avenue (book and page). DS 2-02.2.1.A.18. The above comment is from the first review and the response to the above comment is acknowledged. The information still needs to be provided on the site plan. Reference the transportation plan number adjacent to Byrant Avenue. 5. Provide contours at interval not exceeding two feet and/or spot elevations as pertinent and Bench Mark based on the City of Tucson datum, include book and page. DS 2-02.2.1.A.23. The above comment is from the first review it is acknowledged the grading plan shows the above requested required information. However because the information is required to be also shown on a site plan at minimum a note shall be provided on the site plan indicating the vertical information can be found on the grading plan (include sheet number). Revise. 6. A minimum setback distance of five (5) feet for a pedestrian refuge area must be maintained between any enclosed structure and a PAAL. The refuge area may have a roof for shade, provided it contains a sidewalk and pedestrian access which is unobstructed and is set back one (1) foot from the PAAL. Sidewalk is required adjacent and parallel to any PAAL on the side where buildings are located. Provide a sidewalk and pedestrian refuge the PAAL and the proposed warehouse. Revise plan as necessary. DS 3-05.2.2.B.1., Figure 1 and DS 2-08.4.1.B. The above comment is from the previous review and has not been adequately addressed. Provide the required four foot sidewalk along the west side of the structure and the pedestrian circulation/sidewalk on the south side of the structure. Ensure ADA accessibility. 7. Show the loading vehicle maneuverability for the required loading space. The minimum requirements for a 30' single unit vehicle is an outside radius of 42' and inside radius of 28'. Label and show on the plan view the required radii. American Association of State Highway and Transportation Officials. DS 2-02.2.1.A.14. The vehicle using the loading space will not be able to back out without obstructing the street landscape border or utilizing Bryant Avenue. Safe onsite vehicle maneuverability must be provided. | 07/16/2007 | STEVE SHIELDS | ZONING | REVIEW | Denied | DSD TRANSMITTAL FROM: Steve Shields Lead Planner PROJECT: Bryant Avenue Warehouse T07CM00407 Site Plan (2nd Review) TRANSMITTAL DATE: July 13, 2007 COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance. 2. Based on the provided site plan for the existing Sierra Tile, 4155 E. Speedway, and discussions with Zoning Administrators staff, it has been determined that Sierra Tile is in violation of the non-conforming use for public and employee parking only at 1149 N. Bryant. Per the most recent aerial photos and a site investigation this parcel is currently being used for storage and parking of large trucks. The striping for parking, as shown on the last approved site plan, appears to have been removed. This said, Sierra Tile could lose the non-conforming status for the R2 zoned parcel, which allowed public and employee parking only. Sierra Tile will need to contact the Zoning Administrator, in writing, to request non-conforming status, if they wish to use this parcel for parking purposes again. This said the elimination of twenty-nine (29) vehicle parking spaces at 1149 N. Bryant, thirty (30) vehicle parking spaces at 1124 N. Bryant and two (2) vehicle parking spaces at 4201 E. Speedway leaves Sierra Tile five (5) vehicle parking spaces short. A board of adjustment for variance will be required. No permits will be approved until this issue is resolved. 3. This comment was not fully addressed. The proposed handicapped parking space and access aisle as shown will not work because a five (5) foot pedestrian refuge with a four (4) foot sidewalk is required along the entire west side of the building. Also the bollards and handicapped sign locations would interfere with access to the vehicle. As a D.S. 2-02.2.1.A.8 Per the IBC Sec. 1106 the provided handicapped parking space is required to be a van accessible parking space. The handicapped parking space does not meet the minimum requirements of ICC/ANSI A117.1-2003 for a van accessible space. Per Section 502 the minimum width for the parking space and the adjacent access aisle is 192 inches. This can be done with a parking space width of 11 feet and access aisle of 5 feet or a parking space of 8 feet with an access aisle of 8 feet. Revise the detail and plan. 4. This comment was not fully addressed. The 7'-0" dimension is from the bottom of the handicapped sign, not the van accessible sign. D.S. 2-02.2.1.A.8 The provided handicapped sign does not meet current standards. See attached detail. 5. This comment has not been fully addressed. Per D.S. 2-09.4.1 the Class 2 bicycle parking is required to be along the front side of the building. Also it appears that the proposed rack is a bollard style rack. Per D.S. 2-09.2.3 the Class 2 rack will provide a two-point support system, a bollard style rack does not provide the two point support system. See 2-09 Figure 4 for Unacceptable Bike Racks. Provide a detail which shows all of the following. D.S. 2-02.A.2.1.9 Provide the required off-street bicycle parking on the plan; including materials for lighting, paving, and security; fully dimensioned layout; location; specific type of rack and the number of bicycles it supports; and the location and type of directional signage if required. Per LUC Sec 3.3.3.5 two (2) off-street bicycle parking spaces are required. See comment 20 below. 6. This comment has not been fully addressed. D.S. 2-08.3.1 states that "Portions" of certain Land Use Classes, which by their nature will not be used for public pedestrian access," are not required to provide a sidewalk. Demonstrate how you will prevent the public from having access to the area along the west side of the building. If unable to demonstrate, a five (5) foot pedestrian refuge with a four (4) foot sidewalk is required, D.S. 3-05.2.2.B.1 & D.S. 2-08.4.1.B & C. D.S. 2-02.A.2.1.12 Per D.S. 2-08.4.1.B a four (4) foot sidewalk is required along the west side of the building. Additional comments may be forth coming. 7. This comment was not fully addressed. Revise keynote 23 to include per ICC/ANSI A117.1-2003 Sec. 406.13. D.S. 2-02.A.2.1.12 Detectable warnings (truncated domes) will be required at all curb access ramps or at any area where the sidewalk is flush with the asphalt. ICC/ANSI A117.1-2003 Sec. 406.13 8. D.S. 2-02.2.1.A.12 Demonstrate, on the plan, how the pedestrian circulation/accessible route, crossing the one-way PAAL, gains access from the west end of the PAAL to the sidewalk. Is this a curb access ramp or just a flush sidewalk? 9. D.S. 2-02.2.1.A.12 Provide a three (3) foot sidewalk along the south end of the building. Zoning acknowledges that this comment was not addressed on the first review. D.S. 3-05.2.2.B.1 and D.S. 2-08.4.1.B Require a five (5) foot pedestrian refuge with a four (4) foot sidewalk be provided between a building and any PAAL. This said Zoning acknowledges that 10.
