The existing building labeled as "storage" was shown on the approved plan from 1987 as a temporary building to be removed. A new Board of Adjustment variance application is required. Obtain a yelow site plan card from the DSD permit counter and submit a site plan including all components and specifications of DS 2-02. 2) Provide a permit for the existing storage building, including the addition to the west lot line. If no permit has been issued this will be considered as a greater than 25 percent expansion of building area with full code compliance required. With the proposed redesign of lot configuration, this may also be considered a greater than 25 percent expansion of lot area with full code compliance required. 3) The Assessor's Records indicate that the site as shown on the plan is made up of two parcels. The parcels must be combined with a signed, notarized and recorded Covenant Regarding Development and Use of Real Property along with recorded cross access and cross parking agreements between the lots. The lot Covenant document is available at the zoning review counter, City of Tucson Development Services Department. 4) The following items must be addressed as part of the Board of Adjustment Variance: a) Off-street parking requirements for the proposed restaurant and personal service uses are not met. Revise site plan and parking calculations to show how parking is to meet code, or a new Board of Adjustment Variance approval is required. If approved, add the variance case number, date of approval and conditions imposed to the site plan. b) Continuous accessible pedestrian circulation is required with minimum 4-foot sidewalks connecting to all buildings on site. Revise plan or include in variance application. c) A minimum setback of 5 feet for pedestrian refuge area (with min 4-foot sidewalk) must be maintained between enclosed structure and PAAL. No sidewalk/ped. refuge is shown between the existing storage and personal service buildings and the PAAL. Revise plan or include in variance request. DS 3-05.2.2.B.3 d) Add the existing height of all buildings to the plan. LUC 3.2.5.3.B e) Show required bicycle parking on site plan per LUC 3.3.4. If no bicycle parking is provided include as part of variance application. f) A loading zone, dimensioned at 12 feet by 35 feet, is required for the restaurant. Show the loading zone on the plan or include as part of the variance appliation. g) Submit a separate landscape plan, including irrigation specifics, per DS 2-07.0. to verify that entire site meets current minimum requirements for landscaping and screening. If no landscaping is proposed include landscape variance requests as part of the variance application. h) Within a vehicular use area, one (1) canopy tree is required for each 10 motor vehicle parking spaces and every parking space shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk) per LUC 3.7.2.3.A.1.a. In areas where a required landscape border falls within the vehicular use area, up to 50% of the canopy trees may be counted towards both the minimum parking lot canopy tree requirement and the landscape border canopy tree requirement per LUC 3.7.2.3.A.1.b. Add to the landscape plan a calculation for the number of required/provided canopy trees for the vehicle use area per DS 2-07.2.2.A.2.c. i) A street landscape border, per Sec. 3.7.2.4 of the LUC, is required and includes a landscaped area with a minimum width of ten (10) feet, running the full length of the street property line(s) bounding the site except for points of ingress-egress. On streets designated as Major Streets and Routes (MS&R), the street landscape border is measured from the MS&R right-of-way line as determined by LUC 2.8.3.4. Include as part of variance request. j) Show existing and future sight visibility triangles on site plan. DS 2-02.2.2.1.A.10 k) Dimension the backup spurs along the west property line. A 3-foot backup spur along with an additional 3 feet for vehicle overhang is required. DS 3-05.2.2.D l) Dimension the wheelstop curbs from the front of the parking spaces on the site plan. Wheelstops are to be located two and one-half (2-1/2) feet from the front of the parking space. DS 3-05.2.3.C.2 m) A total of two disabled parking spaces are required. One of these spaces must be van accessible. Revise plan and parking calculation accordingly. IBC/ANSI 5) Additional comments may be forthcoming from other review sections. |
