The second review for the above project has been completed. This letter contains comments which need to be addressed by written responses to each which indicate any actions taken. In order to facilitate a shorter second review, all corrections and revisions must be made on the original plans and two complete new sets of prints, along with one complete redlined set, must be returned to our office. To avoid delays, ensure that all corrections have been made, are complete, and have been coordinated on all applicable detail and note sheets, and that all changes have been highlighted with appropriate revision numbers, revision dates, and “cloud bubbles.” Pen or pencil corrections on final prints are not acceptable.

This project has been reviewed for conformance with the 2003 IRC, 1997 UAC, and the 2003 UPC. Any revisions to this plan will require an additional review and approval by Willdan.

Please provide cut sheets for all the exterior light fixtures shown or noted. The cut sheets need to provide lumens per fixture and show if the fixture is a full cut-off, which means no light is emitted at or above the horizontal plane. FLOODPLAIN USE PERMIT IS DENIED

RESUBMITTAL REQUIRED: SITE PLAN, FLOODPLAIN USE PERMIT APPLICATION, COST ESTIMATE

1. Any structure which is substantially improved at a cost equal to or exceeding 50% of the full cash value of the structure as shown on the latest assessment rolls from the county assessor or an appraisal from a licensed appraiser with the State of Arizona. The submitted cost estimate exceeds 50% of the value of the structure. The value of the structure based on the submitted appraisal is $71,238. The submitted construction cost estimate was 40,275, equals to a 57% increase in flood damage potential. The Permits Plus system estimated the construction cost at 47,272, equals to a 66% increase in flood damage potential. The proposed addition is considered a "substantial improvement," and must meet the floodplain requirements found in Chapter 26.

There are two solutions:

1) Reduce the scope of the project to bring the cost of construction down so the project is not a substantial improvement.
2) Elevate the addition to be one foot above the established water surface elevation.

The above comment is from the first review and has not adequately been addressed. It is acknowledged an estimate has been provided that is lower than the previously submitted estimate. However the valuation in the Permits Plus system still values the construction costs at 47,272 which equals to a 66% increase in flood damage potential. That said it appears that the scope of the project has not been reduced to bring the cost of construction down. Provide an approvable solution.

2. Add a general note to the plan that the entire property lies within a City of Tucson Regulatory flood hazard area. This is the second request. DS 2-02.2.1.A.15.
