COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance due to change of use.

2. Provide a copy of the last approved site plans for both properties. Addition comments may be forth coming.

3. Provide documentation that shows that the "EXIST. CARPORT 'A1' FOR SIGN APPLICATION" was permitted through the City of Tucson

4. It appears that cross access may be happening between the properties located to the east & west along the north end of the property. If this is the case provide the cross access agreements for review.

5. It appears that this project is comprised of two (2) different parcels. Prior to approval of the site plan the parcels will need to be combined. Provide a Pima County Tax Parcel Combo and a recorded covenant regarding development and use of real property. Or provide a site plan for each parcel that shows how the parcels can stand alone and meet the requirements of the LUC if sold separately along with a recorded covenant regarding development and use of real property.

6. Add a note to the plan stating "THIS SITE PLAN IS DESIGNED TO MEET THE REQUIREMENTS OF THE OVERLAY ZONES, MAJOR STREETS AND ROUTES (MS&R) SETBACK ZONE".

7. D.S. 2-02.2.1.A The site plan is called out as being drawn at a scale of 1" = 20' but if scaled it appears to be 1" = 10', clarify.

8. D.S. 2-02.2.1.A.4 Provide a location map which meets the minimum requirements of D.S. 2-05.2.1.D, show watercourses, Alamo wash runs along the eastern side of the section shown. Show the section corners on the location map.

9. D.S. 2-02.2.1.A.5 Provide lot bearings for all property lines.

Based on the height provide for Building 'A' the required setback would be twenty-four (24) feet, Provided is shown as twenty-one (21) feet to the carport.

13. D.S. 2-02.2.1.A.8 Provide typical parking space details for both handicapped and standard vehicle parking spaces. One these details dimension the location of the wheel stop per D.S. 3-05.2.3.C.2

14. D.S. 2-02.2.1.A.8 Provide a detail for the required handicapped signage. See attached.

15. D.S. 2-02.2.1.A.8 Per D.S. 3-05 Table 1 for the angled parking provide a dimension for the angle A, space depth "C" and curb length "E" on the plan.

16. D.S. 2-02.2.1.A.8 It appears that the proposed handicapped parking space is located with in the near side sight visibility triangle (SVT's). Per D.S. 3-01.5.1.A.1 this parking space is not allowed within the SVT.

17. D.S. 2-02.2.1.A.8 Per LUC Sec. 3.3.3.9 the northern most angled parking space encroaches within the five (5) feet of a vertical line intersecting the structure of the billboard. This area cannot be used for parking. Per LUC Sec. 3.5.4.26.B the parking area access shall not be located under, or within five feet of a vertical line intersecting the structure of the billboard.

18. D.S. 2-02.2.1.A.8 It appears that the proposed loading space is located with in the far side sight visibility triangle (SVT's). Per D.S. 3-01.5.1.A.1 this loading space is not allowed within the SVT.

19. D.S. 2-02.A.2.1.9 Provide a detail for the required off-street bicycle parking on the plan; including materials for lighting, paving, and security; fully dimensioned layout; location; specific type of rack and the number of bicycles it supports; and the location and type of directional signage if required. The bollard style bicycle rack does not meet the requirements of D.S. 2-09.0. Additional comments may be forth coming.

20. D.S. 2-02.A.2.1.10 Provide the existing and future sight visibility triangles (SVT's) on the site plan. Additional comments may be forth coming.

21. D.S. 2-02.A.2.1.11 The fifteen (15) foot ingress/egress & utility easement shown along the south property line does not meet the minimum requirement for a two way access PAAL. Modification of the easement and/or upgrades to the easement to include pavement and curbs may be required. If this is a one-way easement show the direction of travel on the plan. A letter from the Zoning Administrator stating that a non-conforming access is granted may also be an option.

22. D.S. 2-02.A.2.1.11 Until the angle for the angled parking is provided the minimum width for the one-way PAAL cannot be verified. Additional comments may be forth coming.

23. D.S. 2-02.A.2.1.12 Per D.S. 2-08.4.1.C a four (4) foot sidewalk is required along the west side of building 'A'.

24. D.S. 2-02.A.2.1.12 Per D.S. 2-08.4.1.B a four (4) foot sidewalk is required along the east side of building 'B'. Per D.S. 2-08.5.1.C this sidewalk cannot be asphalt.

25. D.S. 2-02.A.2.1.12 Clarify if the "EXIST. CONCRETE" called out along the north side of both buildings is raised sidewalk. If this is raised sidewalk then accessible access ramps are require with truncated domes. If these sidewalks are flush with existing paving then the per 2-08.4.1 the sidewalks must be physically separated from any vehicular travel lane by means of curbing, grade separation, barriers, railings, or other means. Truncated domes are required any where the sidewalk is flush with the asphalt.

26. D.S. 2-02.A.2.1.12 Per LUC Sec. 3.5.4.26 The proposed striped pedestrian circulation/accessible route which runs from building 'B' under the billboard to building 'A' is not allowed to be located under, or within five feet of a vertical line intersecting the structure of the billboard.

27. D.S. 2-02.A.2.1.12 Per D.S. 2-08.4.1.A At least one (1) sidewalk will be provided to this project from Speedway Blvd. The proposed 4' wide stripped access which runs from the "EXIST. CONCRETE" located along the north side of building 'A' should be relocated to the east end of the loading zone for safety reasons. If cross access is granted to the property to the east, see comment #5, the striped crosswalk can be utilized. If there is no vehicle access to the property to the east then a 4' sidewalk is required. At present this sidewalk would be required to run to the north property line due to the fact that there are no sidewalks along Speedway Blvd. in this area. The future site plan shows a sidewalk and curb along Speedway Blvd., this sidewalk would be required to connect to the future sidewalk along Speedway Blvd. The sidewalk and curb shown on the future plan is shown incorrectly, see engineering comments.

28. D.S. 2-02.A.2.1.12 Detectable warnings (truncated domes) will be required at all curb access ramps or at any area where the sidewalk is flush with the asphalt. ICC/ANSI A117.1-2003 Sec. 406.13

29. D.S. 2-02.2.1.A.13 If applicable provide the location, type, size and height of existing and proposed freestanding signage and billboards.

30. D.S. 2-02.A.2.1.14 Per LUC Sec 3.4.4.1.B.1 a loading space is required for each use and shall be located within close proximity to the service entrance of the use it serves. This said, per LUC Sec 3.4.5 Commercial Services Use Group one (1) loading space is required for the Technical Services use and one (1) for the billboard. Per LUC Sec 3.4.4.1.B.3 the location of the loading space for the billboard must be located immediately adjacent to the billboard and outside the area defined by a vertical line intersection the ground and any structural element extending from the billboard, including, but not limited to, overhangs, cantilevered beams, and elevated walkways. Show the maneuvering area for both loading zones

31. D.S. 2-02.A.2.1.18 Label Speedway Blvd. as an MS&R Route.

The following items must be revised or added to the site plan. Please include a response letter with the next submittal that states how all comments have been addressed.

RESUBMITTAL REQUIRED: SITE PLAN

1. The site plan shows the project was drawn at a 1" = 20' scale, this appears to be incorrect. Please revise to show the correct scale. DS 2-02.2.1.A.1.

2. Provide a location map which meets the minimum requirements of D.S. 2-05.2.1.D, show the subject property approximately centered in the one (1) square mile area, identify conditions within the square mile area, such as major streets and watercourses. D.S. 2-02.2.1.A.4. See zoning's comment number 8.

3. Provide bearings for the lot dimensions. DS 2-02.2.1.A.5.

4. Provide existing and future sight visibility triangles for the entrance/exit drive to Speedway Blvd. The near side length is 345' and the far side length is 125'. DS 2-02.2.1.A.10.

5. There must be a clear line of site from 30" to 72" within a sight visibility triangle. The existing near side SVT shows a parking space within the SVT. Revise the site plan to show a clear line of site with the existing near side SVT. DS 2-02.2.1.A.10.

6. Please see zoning comment number 21 in addition to the following; if two way access is being utilized along the south property line, the 15' does not meet the minimum requirement of two way travel. If this is one way travel provide the direction of travel on the plan. DS 2-02.2.1.A.11.

7. In addition to the above comment the PAAL between building B and the diagonal parking spaces also appears to be one way. The minimum width of a one way travel lane is 12' unless it serves as a fire lane. Please clarify in the response letter and revise the plan accordingly. DS 3-05.2.1.C.1.

8. Vehicular maneuverability for the loading space appears to be not accessible to the loading space. It is not clear how the vehicle/truck will enter and exit from the loading space. If the travel lane is one way the vehicle as it egresses will go against the one way travel lane, which imposes a safety hazard. Provide on the plan view the inside and outside radius for a single unit truck accessing the loading space. For a 30' single unit truck the American Association of State Highway and Transportation Officials require a 28' inside radius and a 42' outside radius. Revise the site plan to show the minimum radii and vehicular maneuverability for the loading space. DS 2-02.2.1.A14.

9. It has been brought to the attention of this office a loading space is required for the bill board. Be advised vehicular maneuverability will be required for the required loading space for the bill board. DS 2-02.2.1.A14.

10. Sidewalks must be physically separated from any vehicular travel lane by means of a curb, grade separation, barriers, railings, or other means. It is not clear if there is a grade separation for the existing concrete located north of building A. Clarify on the plan view. DS 2-08.4.1.

11. Dimension the existing concrete located on the north side of building A. DS 2-02.2.1.A.12.

12. A sidewalk will be provided adjacent to any parking space accessed by a PAAL where the space is located on the same side of the PAAL as any building and no other parking spaces or PAALs intervene. Provide a 4' sidewalk along the west side of building 'A' and along the south side of building 'B'. DS 2-08.4.1.C.

13. A minimum setback distance of five (5) feet for a pedestrian refuge area must be maintained between any enclosed structure and a PAAL. The refuge area may have a roof for shade, provided it contains a sidewalk and pedestrian access which is unobstructed and is set back one (1) foot from the PAAL. Sidewalk is required within the pedestrian refuge area. Provide a 4' sidewalk and 5' pedestrian refuge between existing drive and building 'B'. Revise plan as necessary. DS 3-05.2.2.B.1., Figure 1 and DS 2-08.4.1.B.

14. Provide general drainage patterns, finish floor elevations and finish grades. DS 2-02.2.1.A.16.

15. Show the drainage of drainage on the roof of each structure. DS 2-02.2.1.A.16.

16. Sidewalks must be flood free for up to the 10-yr. event. Add a note on the plan, "All roof down spouts on all structures must be routed under any adjacent sidewalk." Be aware that if roof drainage is directed over a sidewalk, scuppers may be required. DS 2-08.4.1.E.

17. It is acknowledged by this office the site is existing, and cut and fill quantities probably equal zero, however this is a requirement to show on the plan the estimated cut and fill quantities. Include on the site plan estimated cut and fill quantities. If cut and fill quantities equal zero, please note on the plan. DS 2-02.2.1.A.17.

18. Dimension from street centerline of Speedway Blvd to the future curb and future sidewalk location. The future face of curb is measured 9' from the future ROW line. DS 2-02.2.1.A.19.

19. From the street centerline of Speedway Blvd measure to the front of existing curb to depict the pavement width. DS 2-02.2.1.A.21.
