This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance. 2. Provide a copy of the last approved site plan for lot 1. Addition comments may be forth coming. 3. The property lines shown on the plan do not match the Assessors Record Map, clarify. 4. Cross access & parking agreements are required and must be recorded at the Pima County Recorders office prior to site plan approval. 5. Provide documentation, which supports the lot split/lot line realignment, which was done on the property in late 2006. There also appears to be two (2) different property lines to the south of the proposed building, clarify. 6. Add a note to the plan stating "THIS SITE PLAN IS DESIGNED TO MEET THE REQUIREMENTS OF THE OVERLAY ZONES, MAJOR STREETS AND ROUTES (MS&R) SETBACK ZONE. 7. D.S. 2-02.2.1.A.3 Provide the project address on the plan. 8. D.S. 2-02.2.1.A.4 Provide a location map which meets the minimum requirements of D.S. 2-05.2.1.D, the map should cover approximately one (1) square mile, be drawing at a minimum scale of 3" = 1mile and provide the following information: watercourses. Rodeo wash runs through the north end of this section. 9. D.S. 2-02.A.2.1.9 Per D.S. 2-09.2.3 the proposed bollard style does not provide the two-point support system, see D.S. 2-09 Figure 4 for unacceptable bike racks. See D.S. 2-09 Figures 2 & 3 for acceptable bike racks. 10. D.S. 2-02.A.2.1.9 Per D.S. 2-09.2.4.1 the Class 2 bicycle parking facilities will be located no more than fifty (50) feet from the main entrance and will be along the front side of the building, see D.S. 2-09 Figure 8. Per D.S. 2-09.2.4.4 Class 2 bicycle parking facilities will be clearly visible from the adjacent sidewalks, drives and the main entrance. Additional comments may be forth coming. 11. D.S. 2-02.A.2.1.12 Per D.S. 2-08.3.0 a pedestrian circulation/accessible route is required to connect all public access areas of the development to the pedestrian circulation path located in adjacent street. 12. D.S. 2-02.A.2.1.12 Detectable warnings (truncated domes) will be required at all curb access ramps. ICC/ANSI A117.1-2003 Sec. 406.13 13. D.S. 2-02.A.2.1.12 It appears that the concrete apron which connects to the sidewalk provide along the west side of the proposed building. The concrete apron appears to be flush with the pavement. Clarify how the sidewalk works with the apron. Per D.S. 2-08.4.1 Sidewalks must be physically separated from any vehicle travel lane by means of curbing, grade separation, barriers, railings, or other means. 14. D.S. 2-02.A.2.1.13 If applicable provide the location, type, size and height of existing and proposed freestanding signage and billboards. 15. D.S. 2-02.A.2.1.18 Label Bilby Road as an MS&R. 16. D.S. 2-02.A.2.1.20 If applicable show all easements of record graphically on the plan together with recording docket and page reference. 17. D.S. 2-02.2.1.A.25 If applicable provide existing and proposed freestanding lighting layout and type. Provide a detail; list the height of pole and type of lighting. 18. D.S. 2-02.2.1.A.28 Sheet C0 has an I1 zoning shown in the existing building area, remove. 19. D.S. 2-02.2.1.A.31 Show the existing use on the plan. 20. D.S. 2-02.2.1.A.32 Show the required refuse container enclosure on the plan along with a detail. The demo plan shows the removal of existing refuse containers, where are they being relocated to. 21. D.S. 2-02.2.2.A.4 The off street parking calculation is confusing. It appears that "LOT 2 PROVIDED" should read "LOT 2 REQUIRED" Provide the required and provided for each individual lot. Provide the last approved site plan for lot one so that required parking can be verified. Based on the drawings provided there is no MS&R reduction available for lot 2. Existing ½ right of way (ROW) is forty (40) feet and the future ½ ROW is shown at thirty-two (32) feet. It also appears that you are using LUC Sec 2.8.3.5.D.1.d for the proposed reduction. This project does not meet the requirements of LUC Sec 2.8.3.5.D.1.d. Once the parking calculation is clarified Zoning will be able to verify the bicycle parking calculation. 22. D.S. 2-02.2.2.A.5 Provide the number of loading zones required and provided for each individual lot. 23. Ensure that all changes to the site plan are reflected on the landscape & grading plan. 24. The site plan and grading plan are not approved at this time. Please address the following comments: DRAINAGE REPORT: 1) DS Sec.10-02.13.2: All new structures built in the regulatory floodplain must comply with floodplain regulations per Chapter 26 Section 26-5.2. This means that the lowest finished floor of any new structure must be at least one foot above the base (100-year) flood elevation (BFE). Revise the wall and design along the south portion of the property. The use of screen walls and floodwalls are not allowed as a method of lowering the lowest finished floor requirement for new construction. Revise the drainage report, site plan and grading plan so that the regulatory flows on Ganley and Bilby Road are shown in cross-section view through the entire site and the finished floor elevation of the proposed building is set one foot above the BFE for the highest water surface elevation on the upstream end of the proposed building. 2) DS Sec.10-02.2.3.1.2.D: Provide the Master Drainage Report and the last approved site plan for lot 1 (Phase I) showing any conditions for Phases development. The Master Drainage Report should show a future drainage scheme and calculation for phase development for this property. 3) DS Sec.10-01.2.2: Provide the soils engineering report, NO 2924JX087, referenced on Sheet C5. Revise General Grading Note # 8 to reference the site grading geotechnical report, NO 2923JX068. SITE PLAN COMMENTS: 4) DS Sec.10-02.2.3.1.5: Provide a notarized signed letter from the adjacent property owner for the use of the proposed offsite detention basin B. All offsite drainage improvements on adjacent properties require a signed written agreement from the owner and adjacent property owner for offsite improvements. 5) DS Sec.2-02.2.2.B: Provide the Master Drainage Report and last approved site plan that shows all calculations and requirements for Phase Development. Per the discussion within drainage report and the submitted site plan this is Phase II of a 2-phase development. 6) DS Sec.2-02.2.1.A.3: Provide the administrative address for the subject property. 7) DS 2-02.2.1.8 & DS 3-05.2.3.C: Revise the parking spaces along the south property line to include the required wheel stops or barricades to prevent damage from occurring to the fence. Provide a dimensioned detail indicating the required 2.5-foot distance as per DS 3-05 Figure 5, if wheel stops are used. If a sidewalk or vertical curb is used as a barrier clearly indicate the over hang and the minimum 4' clearance for a sidewalk. 8) DS Sec.2-02.2.1.A.11: Revise the site plan to show cross access agreements, with recording information, between the parcels. Since the parcels are identified as having separate tax code identification numbers a cross access agreement is required for all access points from one parcel to the other parcel. Or provide the recordation information for a lot combination. 9) DS Sec.3-01.3.2.C & TAMG Sec.5.5: Depict and label 25-feet radii concrete curbs per City of Tucson/Pima County Standard Detail 213 (PC/COT SD 213) at the proposed driveway entrances along Bilby Road. The curbs should be constructed at the edge of pavement, which must also be depicted on the site plan. 10) DS Sec2-02.2.1.A.12: Provide the required 5-foot wide sidewalk along the street frontage Ganley Road. All new development shall provide 5-foot wide sidewalks along the entire length of street frontage. Refer to DS Sec.3-01 for all curb and sidewalk requirements. If a sidewalk already exist along the frontage of Ganley Road provide photo documentation showing that the existing sidewalk is in good condition. If the sidewalk is missing in spots or is cracked and buckled a new 5-foot sidewalk will be required. 11) DS Sec.2-02.2.1.A.12: Verify on the site plan the required 6-foot wide sidewalk that is required with curb along the street frontage of Bilby Road. Revise dimensions on site plan to show the existing or proposed 6-foot wide sidewalk. Per the adopted Mayor and Counsel policy all sidewalks along MS&R right-of-ways for arterial and collector streets require 6-foot wide sidewalks. 12) DS Sec.2-02.2.1.A.12: Revise the site plan to show the required pedestrian circulation path that is required from the proposed building to the required pedestrian circulation path located along both Bilby Road and Ganley Road. 13) DS Sec.2-02.2.1.A.12: Clarify on the site plan that all handicap ramps at crosswalks or at the transition of a pedestrian circulation area to a vehicular use area has the required detectable warning devices (truncated domes) per ANSI Standards A117.1-2003 Section 406.13. 14) DS Sec.2-02.2.1.A.14: Provide and label the required maneuvering area for all loading zone that are required on the site plan. Refer to AASHTO for the national standards for turning radii. 15) DS Sec.2-02.2.1.A.15: Provide the Master Drainage Report for the subject parcel to verify that the Phase development is in conformance with the approved drainage report and last approved site. 16) DS Sec.2-02.2.1.A.16: Provide flow arrows and locations for all roof down spouts on the site plan. The 10-year flow must be contained under the pedestrian circulation at all down spout locations. Provide a Drainage Report with calculations and scupper details stating that the 10-year flow will be contained under the pedestrian circulation at all concentrated locations. 17) DS Sec.2-02.2.1.A.16: Provide flow arrows on the revised site plan showing drainage pattern for all flows within PAALs and basin inlet and outlet. 18) DS Sec.2-02.2.1.A.16: Revise the site plan to clearly show the proposed 30-foot spillway. The symbol used depicts a pedestrian crosswalk. Include the symbol that is used for the 30-foot spillway in the legend shown on Sheet C1. 19) DS Sec.2-02.2.1.A.19: Provide the recordation information on the site plan for both Bilby Road and Ganley Road. 20) DS Sec.2-02.2.1.A.20: Clarify on Sheet C3 the easement that is delineated along the proposed 5" U.G.E. Provide the easement in a surveyable manner with recordation information. 21) DS Sec.2-02.2.1.A.20: Revise Sheet C3 to show all existing utility and sewer easements along both Ganley and Bilby Road. 22) DS Sec.2-02.2.1.A.21: Revise the site plan to dimension the existing and proposed curb and 5-foot sidewalk along the frontage of Ganley Road. Call out existing sidewalk and curbing, i.e. wedge curb or vertical curb. 23) DS Sec.2-02.2.1.A.32: Provide dimensions for refuse container, show or label gates or doors for trash enclosures. The enclosure must have a minimum inside clear dimension of 10 feet by 10 feet between steel pipes that are required between the container and the enclosure's rear and sidewall. Specifically bollards need to be installed at the rear of the proposed container enclosure. GRADING PLAN: Be advised that the grading plan can not be approved prior to site plan approval. All comments associated with the site plan must be submitted for review and the site plan must be approved prior to grading plan approval. 24) DS Sec.11-01: Provide general grading notes, including a grading/drainage note specifying conformance with City of Tucson Development Standard 11-01.0 (excavation and grading requirements). 25) DS Sec.11-01.4.1.C.4: Provide a General Note stating that all CMU walls and retaining walls will require a separate permit for review and approval by all necessary Development Services Departments. 26) Provide a general note on the grading plan to state the following; "Call for a Pre-construction meeting prior to start of earthwork. To schedule a DSD Pre-construction meeting, SWPPP inspection or general Engineering Inspections, call IVR (740-6970), or schedule with a Customer Service Representative at the Development Services Department, or contact DSD Engineering at 791-5550 extension 2101, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html " 27) DS Sec.11-01.9: Revise the grading plan and proposed site plan to provide the required 2-feet setback from all property boundaries to the proposed limits of grading, existing and constructed channel fill slopes, and associated erosion protection. The grading plan and site plan show that the toe of fill slopes for Lots 35-39 and the proposed CMU wall encroaches within the required 2-feet setback. Provide sufficient room to allow for the 2-feet setback from property lines to toe of fill slopes. 28) DS Sec.10-02.10.9.1.8: Provide a manhole at the junction of the existing 24" CMP and the proposed 18' CMP. Manholes must be provided and must conform to the requirements within this section. 29) Further comments may be generated upon resubmittal of the site and grading plan. STORMWATER POLLUTION PREVENTION PLAN COMMENTS: The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP according to the following comment: 30) CGP Part IV.C.2.e: Revise the location map to scale showing section corners and Township, Range and Section legal description. 31) CGP Part IV.C.3.c: Revise the SWPPP Exhibit to identify SWPP controls around the entire proposed project site. Per the demolition, site and grading plan a portion of vehicular use area and the proposed Basin B that falls on the adjacent propoerty is being redesigned. SWPPP controls must include all areas of soil disturbance and points of stormwater and non-storm water discharge. 32) CGP Part IV.C.5: Revise SWPPP Note #2 on the SWPPP Exhibit to include the following verbiage; "At the end of project sediment will be removed from retention basin and basin will be brought back to final grades as approved on the grading plan." 33) CGP Part IV.D.1: Provide under the Stormwater Control section which operator is responsible for the control measure's implementation. 34) CGP Part IV.D.5.a.i: Describe the location, size and retention capacity of the drainage basin and the areas that drain into them. 35) CGP Part IV.F: Include a copy of the signed NOI and the ADEQ authorization number (if available) as part of the SWPPP. 36) CGP Part IV.H.3: Indicate who the qualified personnel will be to perform inspections and describe the persons' qualifications. 37) CGP Part IV.J.1: Provide the signature for the owner and operator for the SWPPP certification. 38) The revised SWPPP and Exhibit must match the revised grading plan and provide stormwater controls over the entire proposed project site. GENERAL COMMENTS: Please provide the Master Drainage Report for Phase development, a revised site plan, a revised grading plan, revised drainage report, referenced soils engineering report and a revised SWPPP that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Further comments may be generated upon resubmittal of the site plan, grading plan, SWPPP, soils engineering report and Master Drainage Report,.
