Please provide dimensions for parallel parking spaces along east portion of property. The length of a parallel space is twenty-four (24) feet long by eight (8) feet wide. If the space abuts a wall or other vertical barrier the space must be a minimum of ten (10) feet wide. The space can be reduced to eighteen (18) feet long if located abutting an access drive. DS 3-05.2.1.B.2 & DS 3-05.2.1.B.3 2. Please revise the handicap parking calculations to indicate the number of required van accessible spaces (2 spaces). ANSI 1106.1 & 5 3. Please revise the handicap sign detail 10 and 13 to show a minimum sign height placement of seven (7) feet per TDOT. Actual signage should be verbatim as required by TDOT . TCC 20-220 4. Please provide an additional sheet to the site plan showing the third floor-parking layout. This will assure that minimal requirements have been met as per DS 3-05.0. 5. Please correct the bicycle parking calculations. The four (4) percent of required bicycle parking is to be all Class 1, not 50% Class 1 and 50% Class 2. Please remove the location and detail for Class 2 spaces and replace with the location and detail for Class 1 bicycle parking. Include any required lighting, paving, and security, and the location and type of directional signage. LUC 3.3.4 Retail Trade Use Group & DS 2-02.2.1.A.9 6. A four (4) foot wide sidewalk will be provided adjacent and parallel to the PAAL on the east and west side of the building located within a five (5) foot pedestrian refuge area. DS 2-08.4.1.C, DS 2-08.5.1.A and DS 3-05.2.2.B.1 7. Please add a four (4) foot wide sidewalk between the parking spaces and vehicle ramp. A sidewalk will be provided adjacent to any parking space accessed by a PAAL where the space is located on the same side of the PAAL as any building and no other parking spaces or PAALs intervene. DS 2-08.4.1.C 8. The sidewalk area leading from Kolb Road west of the service reception area appears not to meet the minimum required width of four (4) feet. The sidewalk width is shown as approximately four (4) foot eight (8) inches but also has the overhang area of two and one half (2.5) feet from the parking spaces extending into it. This reduces the pedestrian sidewalk to just over two (2) feet. Please revise DS 2-08.5.1.A 9. A determination by Walter Tellez, Zoning Administrator was made concerning the number of off-street loading spaces to be provided. He has determined that the number of spaces that are required will be based on the GFA of the area of the site dedicated to parts where regular deliveries are made. Please provide the GFA of the parts department and provide the number of loading spaces based on Table 3, LUC Sec. 3.4.5.3. Add the number of spaces required and provided and clearly identify the location the spaces on the site plan, fully dimensioned with required maneuvering area in and out of each space. 10. Please correct the street cross sections for 22nd Street and Kolb Road to provide required sidewalk widths of six (6) feet per MS&R requirements. 11. Please draw all existing easements on the plan along with recordation information, location, width, and purpose. If an easement is no longer in use and scheduled to be vacated or has been abandoned, so indicate. If none exist provide response to reviewer's comments. Also if easements are purposed please draw, dimension and label as to their purpose and whether they will be public or private. If none exist provide response to reviewer's comments. DS 2-02-2.1.A.20 12. Please add the following notes to the site plan: a) "Outdoor lights may not operate later than 10:00 p.m., except for security lighting which cannot exceed ten (10) percent of all outdoor lighting." b) "Any lights used to illuminate outdoor activity shall be arranged so as to reflect the light away from adjacent property and comply with the Outdoor Lighting Code in Chapter 6 of the Tucson Code." LUC 3.5.9.5.A & B 13. Please indicate if there are any billboards on site. Existing billboards will be required to meet all LUC requirements as stated in LUC Sec. 3.5.4.26 or be removed. If none exists please state so. 14. Please add the zoning of all adjacent parcels including across 22nd Street and Kolb Road. East and south C-2, north across 22nd Street C-2, west across Kolb Road C-2. DS 2-02.2.1.A.28 15. Please correct general note 3. The existing and proposed use is "Vehicle Rental and Sales", Development Designator "31", Subject to LUC Sec. 3.5.9.5.A & B (see review note 9). 16. Will locking gates remain open during business hours? There should be adequate area for a vehicle to turn around without having to back up unto Kolb Road. Any construction in the public right-of-way requires a Private Improvement Agreement (P.I.A.) or right-of-way use permit from TDOT. Drainage Report Comments: A. Page 4 - Please note that the site lies within a City of Tucson flood hazard area as shown on mapping available at the DSD Engineering counter. B. Various Pages - I believe the watershed for Rose Hill Wash extends further upstream than determined for this report (see "Watershed" layer on the TDOT website). Please correct the entries that include data related to Watershed OS1. C. Figure 3 - This figure does not indicate the extent of the Rose Hill Wash watershed (see above). Please revise accordingly. D. Figure 5 - Indicate floodplain boundaries and water surface elevations for existing and proposed conditions. Please note that encroachment into the floodplain can't cause adverse conditions and, in no case, can offsite water surface elevations be raised more than 0.1'. E. Page 17 - The statement regarding discharge of all building runoff, for downspouts greater than 6", does not appear to be borne out by the site plan. F. Page 18 - The 1st paragraph discusses how the existing backwater elevation was determined. However, the existing curb opening is not indicated anywhere and it is unclear if the curb opening is controlling the water surface elevation or if the controlling elevation is established under open-channel conditions. Please discuss and evaluate the floodplain delineation and analyses for existing and proposed conditions. G. Appendix A - Please reevaluate the offsite flow for Concentration Point OS1. H. Appendix B - It is unclear where the driveway cross-sections are and what they're intended to analyze. Please discuss and show cross-section locations on a drainage exhibit. I. Appendix B - The 10-year and 100-year hydrographs for OS1 have the same time to peak. This is rarely the case. A Floodplain Use Permit application ($50 for application, + $150 for drainage report) is necessary. The grading permit will not be issued prior to approval of the floodplain permit. |

DS 2-02.2.1.A.28 2) The property boundaries shown on the site and landscape plans differ from the current configuration. Provide recording data for the new parcel and a revised legal description if applicable. The landscape borders are required to be at least ten feet wide as measured from the street property line, except as provided in LUC 2.8.3.5. LUC 3.7.2.4.A.1, DS 2-01.2.1.A.2 3) Canopy trees must be evenly distributed throughout the vehicular use area. Every parking space (excluding storage and display spaces) shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk). Revise the landscape plan as necessary to address the requirement on the eastern side of the building in the area of the parallel parking spaces and other locations as applicable. LUC 3.7.2.3.A 4) Revise the site and landscape plans to include consistent parking calculations. Provide an accurate calculation for the number of at grade parking spaces and the number of canopy trees required per DS 2-07.2.2.A.2.c 5) Revise the landscape plan to identify screening elements required per LUC Table 3.7.2-I. DS 2-07.2.2.A.3 Locate the screening within or behind the street landscape borders along the streets in compliance with LUC 3.7.3.2.C and provide sufficient plantings meet the intent of the screening plan and also meet the coverage requirements of LUC 3.7.2.4.A.5 (Provide calcs.) The use of vegetation to satisfy the screen requirement is allowed only to provide for alternative treatment and is not in any way meant to imply that the vegetative screen can also be used to meet the landscape requirement per DS 2-06.3.7. We have reviewed the screen plan approved on 1/03/07. Incorporate this information into the site plans. 6) Submit an irrigation plan. DS 2-07.2.2.C, DS 2-02.2.1.C 7) The site is subject to the Major Streets and Routes Setback Zone. Submit any relevant documents pertaining to MS&R compliance. This MS&R typically impacts the landscaping requirements as follows: The street landscape borders are to be located based on the property line or the MS&R right-of-way as applicable. LUC 3.7.2.4.A.1 No portion of the MS&R right-of-way area that is publicly owned will be used toward complying with Land Use Code (LUC) requirements, unless specifically stipulated. The screening and landscaping required by Sec. 3.7.0, Landscaping and Screening Regulations, for vehicular use areas, street landscape borders, and Gateway Routes may be located temporarily in the MS&R right-of-way area until such time as this area is used for right-of-way purposes. Upon elimination of the parking area, the required screening and landscaping, as specified on the site plan required by Sec. 2.8.3.5.F, will be moved to the location specified on the site plan at no cost to the City. An approved site plan is required indicating how the project will comply with LUC requirements when the MS&R right-of-way can no longer be used as part of the site. Such plan is to be an exhibit to an executed covenant for recordation stating the responsibility of the property owner, successor, or assignee as to the removal of improvements and compliance with the LUC at no cost to the City.
