LOCATION: T14S R14E Sec10 Ward 6 REVIEWERS: Jason Green, CFM ACTIVITY: T07BU02627 (Grading Plan) SUMMARY: Engineering Division of Development Services Department has received and reviewed the grading plan (T07BU02610), Drainage Statement (DOWL Engineers, 18JUL06) and the last approved site plan for the above referenced property. Engineering Division does not recommend approval of the grading plan at this time. The following items need to be addressed: GRADING PLAN COMMENTS: 1) DS Sec.11-01.9: Revise the grading plan and cross sections A-D to provide the required 2-feet setback from all property boundaries to the top of fill slope for the water harvesting area, the rock riprap erosion protection and/or the proposed wall. Provide and/or revise the cross-sections on the grading plan to show the limits of grading, property lines and the required 2-feet setback from the property lines to limits of grading. 2) DS Sec.3-05: Verify how the parking lot is constructed along the northeast side of the project just north of the refuse location. Label 6-inch curbs or provide wheel stops to prevent vehicles from driving off the vehicular use area and damaging the landscaping. 3) Revise the grading plan to correctly show the location for Keynote #34. The rock riprap drainage swale is shown along the north and south portion of the site, however the Keynote call out for #34 is shown in the middle of the large water-harvesting basin. Revise the call out to correctly show the location of the drainage swale for clarity. 4) Revise Details A, B, and C to provide the method of placement (hand placed, dumped, grouted) for the proposed rock riprap located within the drainage swales. 5) DS Sec.2-02.2.1.A.8: Revise the grading plan to correctly label the 2.5-foot overhang within the proposed parking spaces along the north portion of the vehicular use area. Per Sheet C1.0 the space is dimensioned at 2.43-feet not the required 2.5-feet. 6) DS Sec.2-02.2.1.A.12: Revise Detail #8 for the handicap ramp on Sheet C1.2 of the grading plan to show the proper handicap ramp required for the PAAL ingress/egress from Jerrie Avenue. Per COT Standard Detail 207 the alternative detail that is shown on the top half of Sheet 4 of 5 is the correct handicap ramp required for this location. Provide all dimension for the ramp and verify that the revision meets the design requirements per ANSI Standards A117.1-2003 Section 406.13. 7) DS Sec.2-02.2.1.A.12: Revise the grading plan to verify the minimum width opening for the proposed sidewalk and gate located along the south side of the building. All gates and sidewalks must meet the minimum width requirements per ANSI Standards A117.1-2003. 8) DS Sec.2-02.2.1.A.12: Revise the grading plan to show that all proposed handicap access ramps meet the design requirements per ANSI Standards A117.1-2003 Section 406.13. Provide details or keynotes that label truncated domes at all transitions from pedestrian circulation to vehicular circulation. Specifically for the proposed ramp at the handicap parking spaces to the adjacent sidewalk. If the striped area is the ramp the truncated domes must be provided along the bottom of the ramp not the top. Provide the ramp slopes (Longitudinal and cross slopes) to verify conformance with ANSI. 9) Revise Detail #9 on Sheet C1.2 to provide the elevations, minimum slopes and other construction details for the proposed handicap access ramp. Truncated domes are required along the bottom of the ramp at the transition of pedestrian circulation to vehicular circulation. If the striped area is not acting as the ramp then revise the detail to provide the 5-foot landing at the top of the ramp at the transition of the sidewalk. 10) Revise Detail #4 on Sheet C1.2 to dimension the minimum 6-inch reveal that is required from the top of the sidewalk to the top of the finished grade of asphalt or concrete. 11) DS Sec.10-02.2.3.1.6.4.a: Revise the grading plan to show all wall openings, Keynote #38, along the proposed CMU wall located in the northwest corner of the site. Wall openings are required along with spot elevations to clearly show that stormwater from the vehicular use area drains into the proposed water harvesting area. 12) DS Sec.3-01.5.1.A.1: Revise the grading plan to clearly show that the proposed 5-foot high CMU wall does not encroach into the sight visibility triangles. Line of sight shall not be obscured between 30-inches and 6-feet through the triangle area adjacent to the driveway. Make the dimensions in plan view more clear for building purposes that the wall portion located within the SVT area will be less than 30-inches. 13) DS Sec.11-01.4.1.C.3: Revise the grading plan to provide spot elevation for all proposed sewer clean out locations. Provide the pipe diameter and the invert and rim elevations of all clean outs in plan view for grading purposes. 14) DS Sec.11-01: Provide general grading note, including a grading/drainage note specifying conformance with City of Tucson Development Standard 11-01.0 (excavation and grading requirements). 15) DS Sec.11-01.4.1.C.4: Provide a General Note stating that all fencing and walls will require a separate permit for review and approval by all necessary Development Services Departments. 16) Provide a general note on the grading plan to state the following: "Call for a Pre-construction meeting prior to start of earthwork. To schedule a DSD Pre-construction meeting, SWPPP inspection or general Engineering Inspections, call IVR (740-6970), or schedule with a Customer Service Representative at the Development Services Department, or contact DSD Engineering at 791-5550 extension 2101, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html 17) Approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction.
