Comments:

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. Zoning could not verify that the grading plan was in compliance with the approved tentative plat. Please submit one copy of the CDRC approved and stamped tentative plat, landscape, and NPPO plans with the next grading plan submittal.

3. Zoning will re-review the grading plan on the next submittal to ensure compliance with the CDRC approved and stamped tentative plat. Additional comments may be forthcoming.

Swan/Lee Offices Grading Plan Comments:

1- Provide a copy of the approved Tentative Plat. Please be advised that the grading plan shall be approved only after the tentative plat is approved.
2- Provide the T07BU02618 case number in the Tile Block.
3- Show and label grading limits. Include the grading limits symbol in the legend.
4- Add the following general notes:

a. The approved Grading Plan is the only acceptable construction plan onsite. The Contractor may not use any other plans, such as the approved Tentative Plat and/or Development Plan, for construction purposes. The Contractor may ask the Development Services Inspector to consult with the other approved plans for additional information or details that might not be included on the approved grading plan but needed for completion of work (Replace General Note #8 with this note).
b. The contractor shall remove the fine materials from the bottom of the detention/retention basin and scarify the basin bottom once the construction activities are completed in order to remove any fine material build up caused by construction and to restore soil percolation. The contractor may, alternatively, install BMP's at the basin inlet(s) to prevent fine materials from entering the basin and clogging the basin bottom.
c. Add a note, which states that any engineering work to be done below grade (i.e. toe-downs, cutoff walls, drainage pipes/structures, etc.) shall not be back filled until Development Services Inspector inspects the work and approves it.
d. The contractor is not permitted to make an autonomous decision to carry out construction field changes without prior written approval from the Engineer of Record and the City of Tucson Development Services Department.
e. The project will be in compliance with City of Tucson Development Standard 11-01.0 (Excavation and Grading).
f. A copy of the approved Grading Plan, Grading Permit, and any Geotechnical Reports shall be kept at the site at all times, until final grading approval.
g. Any revision to the Grading Plan MAY require a re-submittal of a revised grading plan for review and approval. Contact DSD Engineering at 791-5550 to discuss changes in grading design (Replace General Note #7 with this note).
h. See the associated Stormwater Pollution Prevention Plan as a part of this grading permit.
i. As-builts and letters of completion for basin and overall project are required.
j. The Engineer of Record shall submit a statement of conformance to as-built plan and the specifications.
k. The permitee shall notify the DSD when the grading operation is ready for final grading inspection. Final grading approval shall not be given until all work, including installation of all drainage facilities and their permanent protective devices, and all erosion control measures have been completed in accordance with the approved grading plan and grading permit, and any required reports have been submitted.

5- The retention basin shall have several inspection ports to allow inspection without having to access the system.
6- Provide additional depth, slope and dimension information on Cross Section Details 10 and 13. Provide the depth of every layer in Detail 13. Additionally, provide the manufacturer's name and a copy of the manufacturer's specifications that shows required pipe gauge, acceptable loads, ground preparation, and back fill depth, etc, to assist in the review of the proposed system. Revise as necessary.
7- Show clearly the existing contour line elevations and ensure that the proposed development meets the differential grading requirement especially Lots 1, 6, 7, 8 and 9.
8- Provide trash enclosure details and reference Trash Enclosure Standard Detail 6-01.0.
9- Show the general roof drainage direction.
10- Show the ponding limits and water surface elevations for all waterharvesting. Please be advised that buildings finished floor elevations shall be set at least 1' above water surface elevations.
11- Dimension all waterharvesting areas.
12- This Office recommends providing the water-harvesting basins with 2" bleed pipes, about 2"-3" above grade to help drain the basins and minimize prolonged ponding periods.
13- Several water-harvesting areas appear to be very close to some of the proposed building foundations, which may create an adverse impact on those buildings. Provide a geotechnical report addendum that addresses this issue and proposes proper setbacks from the water-harvesting area, if needed.
14- Show on Sheet 2/3 the basis of elevation.
15- Should there be a screening wall in Detail 4/3? If so, provide drainage wall openings, if needed.
16- According to D.S. 11-01.9.0, the minimum cut or fill setback from the property line shall be 2'. Ensure that all details are compliant with this requirement. Modifying the minimum setback requires an approved DSMR.
17- Show the proper slope treatment on the applicable cross section details, as recommended by the Geotechnical Report.
18- Call out the surface paving material.
19- Provide property line bearings and dimensions and curve radii.
20- Work in the public right of way requires an excavation permit and/or a private improvement agreement. Check with City of Tucson Department of Transportation Permits and Codes for additional information.
21- Resubmit the redlined plan with future Grading Plan submittals.
22- Provide a detailed response letter with the next submittal that explains how the comments were addressed and references the exact locations/sheets where the revisions were made.



SWPPP Comments:

1. The SWPPP Exhibits shall be stamped by a civil Engineer.
2. Show the grading limits on the SWPPP exhibit.
3. Place controls inside grading limits.
4. In the "Sequence of Major Construction Activities", the first activity shall be marking the grading limits on the ground and installing the grading limit fences before the BMP's are installed inside the grading limits. Revise the section accordingly.
5. Provide completed and signed NOI for all known operators and some blank forms for the unknown operators. (Part IV.F) Each operator is responsible for submitting a completed NOI to ADEQ and to the City of Tucson. Please note that the remaining signatures from the operators must be on the onsite copy of the SWPPP at or before commencement of construction
6. Include a dated and signed certification form for each known operator in accordance with Part VII.K. (Part IV.J.1). Provide blank certification copies for unknown operators.
7. Provide a copy of a blank NOT form.
8. All operators for the project site shall be identified, and the areas over which each operator has control (Part IV.C.1).
9. Indicate in the SWPPP the name(s) of the party(ies) with operational control over project specifications (including the ability to make modifications in specifications). (Part IV.B.2.c).
10. Indicate in the SWPPP the areas of the project where the operator has operational control over project specifications, including the ability to make modifications in specifications. (Part IV.B.1.b).
11. Indicate in the SWPPP the name(s) of the party(ies) with day-to-day operational control of those activities necessary to ensure compliance with the SWPPP or other permit conditions. Provide a table for recording the names and responsibilities for each party responsible for activities necessary to ensure compliance with the SWPPP or other permit conditions. (Part IV.B.1.d).
12. Indicate in the SWPPP the areas of the project where each operator has operational control over day-to-day activities. (Part IV.B.2.c).
13. Identify location and potential discharges from support activities, including asphalt/concrete plants and stockpiles if applicable. (Part IV.C.5).
14. Describe structural practices to divert flows from exposed soils, store flows or otherwise limit runoff and the discharge of pollutants from exposed areas of the site to the degree attainable. Placement of structural practices in floodplains shall be avoided to the degree attainable. A combination of sediment and erosion control measures is required to achieve maximum pollutant removal.
15. The information in the "Local Regulations" Section is not clear. What basin that needs to be protected in the northeast portion of the site and why? Why this not applicable to other parts of the site?
16. Elaborate on how non-stormwater discharges will be filtered using BMP's in accordance with the requirements of Part IV.D.7. and Part IV.D.8. a, b, c, d, and e. Additionally, It is not clear if the washout area is proposed to be above grade or below grade and how it is going to be built. Clarify on the site map how the washout runoff will be collected and disposed off.
17. Specify that when sediment escapes the construction site, offsite accumulations of sediment must be routinely removed and at a frequency sufficient to ensure no adverse effects on water quality. (Part IV.D.2.a) (Part IV.D.2.c)
