Comments:

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. In addition, we could not verify that the grading plan was in compliance with the approved development plan for Zoning Review. Please submit two copies of the approved and stamped Development Plan/Site Plan, Landscape, and NPPO plans with the next grading plan submittal. Please be aware that the Development Plan must also go through the Site Plan process. This is a walk through process in which the stamped approved Development Plan is also approved as a Site Plan.

3. Zoning will re-review the grading plan on the next submittal to ensure compliance with the approved development plan. Additional comments may be forthcoming.

Grading Plan Comments:

1. Provide details of the water harvesting basins and representative proposed spot elevations to demonstrate that the basins will be approximately level and maximize ponding. For example Microbasin A is in an area that has existing grades that span an elevation change of over two feet. Show how the basin will provide effective ponding area.

2. Provide representative cross sections across the project area, showing grades and surface details. Provide sections on each axis.

3. Clearly show that each cut or fill slope will be set back at least two feet from the property line.

4. The westerly end of the parking area appears to be in violation of the differential grading provisions in the grading development standard. Revise the proposed grades in this area so that no more than 2 feet of fill will be placed in the outer 100 feet of the project site. In order to clarify the existing grades, provide additional labels on the existing contour lines. This area of the parking lot can be made to drain to Microbasin A.

5. Provide a detail of the solid waste dumster enclosure to demonstrate that it meets the requirements of the development standards. Provide dimensions showing that a clear 10' by 10' area is provided for the solid waste container.

6. Provide a clear description of the proposed new fence and gates. Provide specifications and details including length, height and material.

7. Include a copy of an approved site or development plan with the grading plan submittal. Additional comments may be forthcoming if the grading plan doesn't conform to the site plan/development plan.


SWPPP comments

8. The SWPPP clearly indicates that this project is for the construction of a museum. The grading plan indicates that it is for a residence. The plans must be consistent. However, the operators must certify the SWPPP "under penalty of law." The city is unlikely to accept a SWPPP for a residential development unless the project is intended to be a residential structure.

9. Identify on the map areas of soil disturbance. Identify on the map areas not to be disturbed.
10. Identify on the site map locations where stormwater is discharged to a surface water (e.g. ephemeral waters or dry washes).

11. Show the project location in the approximate center of the general location map within an area with a one mile radius. Clearly identify the receiving waters on the general location map.

12. The Notice of Intent must be signed. Please note that the current Construction General Permit expires on February 28, 2008. If authorization has not been issued by that date, no new authorizations will be given until the new permit is issued.

13. Provide a comment that the concrete washout location will comply with the Aquifer Protection Program general permit.
