Engineering recommends conditional approval. Address items 1 - 6 with a resubmittal. PRIVATE PAVING & GRADING PLAN CONDITIONS OF APPROVAL: 1) On sheet 2, address the remaining General Note comment: a) Revise General Note 15: change "Permits and Codes Unit" to Engineering Division Development Services Department City of Tucson, for private streets. Add: Any revision to the Grading Plan may require a re-submittal of a revised grading plan for review. Contact DSD Engineering at 791-5550 to discuss changes in grading design. 2) On sheet 6, address the remaining comment: a) Clarify basin outlet spillway; provide planview spillway horizontal dimensions. 3) On sheet 7, address the remaining comment: a) DS Sec.11-01.4.1.C.5: Regarding the MCI / Fiber Optic cable line, clarify detail / cross section for the minimal restricted cut or fill as directed by Utility company on the grading plan. On detail 9 on sheet 7, the minimum distance per the utility company needs to be labeled. Also, correct numbering of section detail since the detail is labeled as detail 7 and called out as 9. 4) Check all call-outs on planview sheets. For instance, some callouts refer to sheet 6 but are shown on sheet 7, and some refer to sheet 7 but the details are on sheet 6. 5) Revise the SWPPP according to the remaining comment: Temporary material or vehicle staging / stockpile area, and designated concrete washout locations shall not be located in or near the floodplain, basin, or water harvesting areas. On the submitted SWPPP, the staging area, wash out and storage areas are too close to floodplain. Relocate designated location of temporary staging / stockpile area. 6) City of Tucson Development Standards (DS) Section No.2-03.5.2: Submit the following items with resubmittal: a) A copy of the approved Tentative Plat. b) A copy of the geotechnical report. c) 2 copies of the revised grading plan. d) 2 copies of the revised SWPPP. e) A copy of the drainage report. f) Application for private sewer. Besides ADEQ approval, a COT permit will be required from plumbing review for the private sewer, manhole, and lift station design. g) Response letter. h) The reseed bond in the amount of $6,359.75 will be required, prior to or, at time of grading permit issuance, and is based on the revised grading plan sheet 2. Engineering recommends approval for issuance of a grading permit. PRIVATE PAVING & GRADING PERMIT CONDITIONS: The following 26 conditions apply to permit T07BU02517: 1) Call for Pre-construction meeting, intermediate, special, and final inspections. For a DSD Engineering Inspection, call IVR (740-6970), or contact DSD Engineering at 837-4888, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html 2) For inspection purposes, post the "AZPDES - Posting Requirements" green sheet at construction entrance of the site at beginning of construction activities and maintain this posted document throughout project construction. 3) SWPPP Receiving waters include a tributary to Pima Air Museum Wash. 4) Remaining operator signatures from must be on the site copy of the SWPPP at or before commencement of construction. 5) This Grading Plan and SWPPP are for onsite clearing, utility infrastructure, private paving, drainage improvements including 2 basins, and landscaping associated with Littletown & Wilmot Industrial Park (S06-270) as shown on the approved Grading Plan T07BU02517, associated geotechnical and drainage addenda. 6) A copy of the NOI, Stormwater Pollution Prevention Plan (SWPPP), Grading Plan and Grading Permit shall be kept at the site at all times, until final grading approval. 7) East boundary contains an underground fiber optic cable; all work within this easement must be coordinated with the proper utilities prior to any site construction. 8) Temporary erosion/stormwater controls may be field adjusted with discussions with operators and engineer of record as necessary along disturbance limits for this project. 9) Temporary material or vehicle staging / stockpile area, and designated concrete washout locations shall not be located in or near the floodplain, basin, or water harvesting areas. 10) Dust control methods such as water truck will be provided, as well as daily sweeping of public streets. 11) Permit for private sewer, manholes and lift station is required. 12) Contact Permits and Codes (791-5100) for any questions regarding any right-of-way permit or PIA requirements for improvements within the public right-of-way. 13) Special inspections may be required for the sewer, signage, and basins. 14) Install street name signs with R1-1 at roadway entering from Wilmot Road. Install W14-2a (No Outlet) plaque beneath street name signs at roadway entering from Wilmot Rd. 15) Call for special inspection for traffic signage. 16) Contact City of Tucson DSD Engineering Inspectors at 837-4888 for private street inspections. 17) The number and location of trees within existing and future sight visibility triangles may be restricted or modified by the City of Tucson in order to preserve visibility. 18) Separate building permit applications are required for any walls. 19) Any revision to the Grading Plan may require a re-submittal of a revised grading plan for review. Contact DSD Engineering to discuss changes in grading design. 20) If grading construction is expected to last longer than the expiration date of the grading permit, contact DSD to renew/extend the Grading Permit. If Final Grading Inspection has not been completed before the Grading Permit expires, and the permit has not been renewed, additional fees and reviews may be required. 21) Prior to final approval, as-builts will be required. Submit copies of pavement soils reports including geotechnical engineering field observations/testing. Letters of completion are required for basins and project (private street) completion. 22) There shall be no disturbance outside of the approved disturbance/grading limits. Stop Work Order may be issued for disturbance of wash areas. 23) No grading shall begin until all required SWPPP controls are installed. 24) Prior to request for final inspection approval, any outstanding fees shall be paid. 25) The permitee shall notify DSD when the grading operation is ready for final grading inspection. Final grading approval shall not be given until all work, including installation of all drainage improvements, utility trenches are backfilled, private paving and curb, permanent protective devices, all erosion control measures have been completed, and all conditions of permit are completed. 26) Prior to request for final grading inspection approval, all permanent erosion control improvements shall be installed and accepted by DSD including rock / established revegetation for all disturbed areas if not improved as per approved plan.
