SUMMARY: The grading plan sheets for the proposed onsite drainage improvements, utilities, and street work for Littletown and Wilmot Industrial Park were submitted for review. The review package included Private Streets and Private Sewer Plans, SWPP report, geotechnical report, drainage report. Engineering does not recommend approval until the following comments are addressed.

PRIVATE PAVING & GRADING PLAN COMMENTS:
1) DS Sec.2-03.6.5.B: Street design shall provide accurate dimensions, bearings, or deflection angles and radii, arcs, and central angles of all curves. Show horizontal curve data for proposed private streets on plan view.
2) DS Sec.11-01.4.1.C: Provide a disturbance / grading limits lines on planviews that incorporates the total disturbance area of the project including: road construction area, Lift station easement, drainage/ basin improvements, stockpiling/staging area, construction storage/ vehicle parking and other grading related areas.
3) On sheet 1, address the following comments:
a) Provide grading disturbance limit line in legend.
b) Add a delineations for contour lines and index lines in legend.
c) Add project number (T07BU02517).
d) A reseed bond will be required, prior to or, at time of grading permit issuance and is based on the total disturbance area in square feet at $0.05 per squarefoot. For reseed bond calculation, verify the areas after addressing comments and provide a square footage / acreage on cover sheet.
e) Remove Pima County Transportation signature line; DSD approval stamps are used for this set of grading plans for the private streets.
4) On sheet 2, address the following comments:
a) Address the following General Note comments:
i) Revise General Note 34: change Permits and Codes Section to Engineering Division Development Services Department City of Tucson, for private streets. Add: Any revision to the Grading Plan may require a re-submittal of a revised grading plan for review. Contact DSD Engineering at 791-5550 to discuss changes in grading design.
ii) Revise General Paving Note 1: Refer to COT DSD Engineering Inspectors at 837-4888 for private street inspections not Traffic Engineering.
b) Add the following Grading Notes:
i) A copy of the Grading Plan, Grading Permit, and any Geotechnical Reports shall be kept at the site at all times, until final grading approval.
ii) The Stormwater Pollution Prevention Plan (SWPPP) shall be updated as needed and kept on site during grading.
iii) Grading limits shall be staked and fenced as shown on the approved Grading Plan.
iv) There shall be no stockpiling, grading activities, construction vehicle parking / access, or any other disturbance outside of the approved grading limits.
v) Special inspections are required for any cut-off walls, and toedowns.
vi) Project Engineering and Geotechnical Engineering completion letters, as well as As-Builts are required to be submitted prior to final Grading Inspection.
vii) A right-of-way permit is required for any development, excavation, or construction activity within the right of way. Contact Tucson Department of Transportation - Permits and Codes Section, Engineering Division at 791-5100 for questions relating to right of way permit information.
viii) Add a note for total disturbance area limits in square footage and acreage.
ix) An underground fiber optic cable exists along east boundary; all work within this area/easement must be coordinated with the proper utilities prior to any site construction.
5) On sheet 4, address the following comments:
a) Show on profile view how stormwater runoff will be controlled at intersection of private street and Wilmot so as to not increase or decrease flow runoff as per drainage report.
b) Show sight visibility triangle information.
c) DS Sec.11-01.4.1.C.5: Regarding the MCI / Fiber Optic cable line, show with details and cross sections the minimal restricted cut or fill as directed by Utility company on the grading plan.
d) Provide a keynote or label fiber optic cable line and easement on grading plan views.
6) On sheet 7, address the following comments:
a) Clarify basin outlet structures for sufficient spillway systems and cut off walls:
i) Dimension toedown depth for outlet.
ii) Provide planview spillway horizontal dimensions.
b) Label length of concrete channel on Plan View detail.
c) Show toe down for end of channel at spillway.
d) DS Sec.11-01.4.1.C.3: Show minimum of 1% basin bottom gradients with proposed spot elevations in both basins on planview. Proposed spot elevations in basins indicate close to 0.0001 change in grade from edge of basin to low point exit. These grades indicate that there may be future ponding issues during inspections. It is imperative that 1% minimum bottom basin grades are provided as reiterated in Tentative Plat review.
e) Clarify invert elevations for bleed pipe from other spot elevations on both plan view details.
f) Maintenance access to basins shall be dimensioned with minimum 15% maximum slope and minimum 15-ft width for each basin on planview.
g) Consider providing a slope grade treatment table. Otherwise, add a note such as: No slopes steeper than 3:1(H:V), unless otherwise noted on plan sheets. Slopes steeper than 3:1(H:V) shall have rip rap with filter fabric.
h) For inspection purposes, add dimensions for basin bottom on planview.
i) Basin slopes shall be protected for unattenuated flows regardless of slope grade. Riprap hatching is indicated on planview details. Label slope protection treatment on details.
7) Assure that all utilities are within an existing easement, or provide an easement.

STORMWATER POLLUTION PREVENTION PLAN COMMENTS:
8) The Stormwater Pollution Prevention Plan (SWPPP) does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP according to these comments:
a) Add a note to the SWPP exhibit and/or front of SWPP report stating that the operator shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. The operator shall orally notify the office listed below within 24 hours:

b) In section 1.8.2 of the SWPP Report, revise a sequential list of activities to not include lot development as this is for basin / drainage structure construction, utilities, and private streets only.
c) Remove details for other projects from appendix (Appendix E has a Tucson Mall exhibit)
d) Label receiving waters on a plan view map in report or on exhibit. On exhibit if a map is not provided labeling receiving waters. Provide a general note on the SWPP exhibit.
e) Please note that the remaining operator signatures from the operators must be on the SWPPP on the site copy of the SWPPP at or before commencement of construction.
f) Provide registrant seals for SWPP report and exhibit per COT Stormwater Ordinance.
g) On all SWPPP exhibit sheets address the following comments:
i) Revise temporary erosion/stormwater controls as necessary along disturbance limits for this project - there is no development approved for the individual lots without development plans - this SWPPP should reflect project scope of road, utility, and drainage improvements only.
ii) Designated concrete washout locations are required; show location of concrete wash-out area on plan view of SWPP exhibit. Delineate limits of designated concrete washout area such that it is not located in or near the basin areas.
iii) Provide a silt fence detail that will be useable to the contractor; drain rock material that is placed along the base of the silt fence is not seen in the field provide a detail without drain rock.
iv) It is typical, but not required, to place installation details on a SWPPP exhibit sheet. Consider placing the particular control measure installation details in a SWPPP sheet.
v) Provide appropriate interim erosion control devices at basin exits. Silt fence will not be accepted at these locations.
vi) Show limits, dimensions, and designated location of temporary staging / stockpile area with appropriate controls.
vii) Provide scupper entrances controls when paving is in place prior to final grading inspection, show a control measure that can be installed when asphalt is in place.
h) For inspection purposes, please fill out the enclosed "AZPDES - Posting Requirements" green sheet, and post at construction entrance of the site at beginning of construction activities and maintain this posted document throughout project construction.
9) Other considerations:
a) DS Sec.10-01.III.3.5.1.3.a, 10-02.14.2.6: The geotechnical report shall provide proposed recommendations for setbacks from future building to basins, include minimum distance from foundations to drainage swales, and provide 30-foot boring test results. See last sentence of this section of the standards for items 6 (c) & (d) regarding hydro-collapsing soils and 30-foot test boring for basin design. This must be completed for Final Plat review.

10) City of Tucson Development Standards (DS) Section No.2-03.5.2: Submit the following items with resubmittal:
a) A copy of the approved Tentative Plat.
b) A copy of the DSMR.
c) A copy of the geotechnical report.
d) 3 copies of the revised grading plan.
e) 3 copies of the revised SWPPP.
f) A copy of the drainage report.
g) Response letter.

Comments:

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. It appears that the grading plans submitted match the approved tentative plat. Please submit one copy of the CDRC approved and stamped tentative plat, landscape, and NPPO plans with the next grading plan submittal.

3. Zoning will re-review the grading plan on the next submittal to ensure compliance with the CDRC approved and stamped tentative plat. Additional comments may be forthcoming.
