01/24/2008 ELIZABETH EBERBACH ENGINEERING REVIEW Denied TO: RS Engineering
SUBJECT: Country Club Industrial Grading Plan Engineering Review
LOCATION: 5994 S COUNTRY CLUB RD
ACTIVITY NUMBER: T07BU02457

SUMMARY: Engineering has received and reviewed the Grading Plan package for review. The plan is not approved at this time. Address the following comments:

GRADING PLAN COMMENTS:
1) DS Sec.2-05.2.3.I.2, 2-05.2.4.H.1: Address the following drainage related comments:
a) DS Sec.2-05.2.4.D.1: It was stated in the Development Plan review package that the existing 40-ft (industrial) ribbon curb at Country Club is to be replaced with 25-ft vertical curb as per discussions with Jose Ortiz in Traffic. Clarify extent of vertical curbing along Country Club in Drainage Report and grading plan review response letter. Vertical curb may obstruct jurisdictional flows from the east that is to be directed to the basin. Discuss in Drainage Statement how this change will affect conveyance of stormwater runoff from Country Club.
b) Proposed truck wells appear to hold potential stormwater flows. Explain and show on grading plan how stormwater is removed within 24 hours.
c) DS Sec.2-08.4.1.E, 2-05.2.4.H.3: Show roof drainage directional flow arrows and show roof downspouts.
d) DS Sec.2-08.4.1.e, 2-05.2.4.H.3: Provide any locations of associated sidewalk scuppers. At any point where a 10-year flood discharge starts to cross a sidewalk or a pedestrian access, the sidewalk/access shall be designed and constructed to convey the 10-year flood flows under the sidewalk/access. Show locations of any existing and proposed scuppers. Provide sidewalk scuppers along northeast boundary to reflect the runoff from the site.
e) Provide a legible delineation line for the 100-year flood limits on planview.
f) Any increase in flows at concentration point at Rodeo WASH entrance will require cleaning out of the vegetation at the spillway entrance. Add note to Grading Plan if applicable.
g) Clear low growth in Basin and repair any erosion along basin side slopes; add as a general note to Grading Plan.
h) Access to basin needs to be re-established during grading. Add as a general note to Grading Plan: Check and repair spillway entrance to basin.
2) DS Sec.11-01: Address the following comments for sheet 1:
a) Add the following as general grading notes:
i) Add a general grading note stating that the grading work shall conform to City of Tucson Development Standard Section 11-01.
ii) Any grading outside of the grading limits shall require submittal, review, and approval for a separate permit.
iii) String line or construction fence will be set and maintained at limits of disturbance.
iv) Any revision to the Grading Plan may require a re-submittal of the revised grading plan for review. Contact DSD Engineering at 791-5550 to discuss changes in grading design.
v) A bond shall remain in place for the project until the final grading permit is finaled for the project development grading construction.
vi) Contact Permits and Codes (837-6645) for any questions regarding right-of-way permit requirements.
vii) Call for SWPPP inspections as well as a Grading Pre-construction meeting. For a DSD Engineering Inspections, call IVR (740-6970), or schedule with a Customer Service Representative at the Development Services Department, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html or contact DSD Engineering at 837-8888.
b) Delineate and label limits of grading and add to legend.
c) DS Sec.11-01.4.1.C.3: Provide the square footage of total disturbance area for the project on sheet 1.
d) DS Sec.2-05.2.3.E, 2-05.2.1.H: Provide a local benchmark for basis of elevation on grading plan - show on plan view. Provide datum for vertical data and existing topographic contour lines.
e) DS Sec.2-05.2.1.J: Provide lot corner monuments in legend.
f) DS Sec.11-01.8.3: Provide a copy of the Terracon geotechnical report as referenced in general note 8.
3) DS Sec.2-02.2.1: Show all existing easements within this parcel on the plan along with recordation information, location, width, and purpose. If an easement is no longer in use and scheduled to be vacated or has been abandoned, so indicate.
4) In response letter state status of completion of conditions of rezoning. In particular, show whether conditions 3-5 are reflected in plan view for Country Club right-of-way. In Development Plan response letter a document was referenced stating acceptance of completion of rezoning conditions; submit copy of this approval.
5) DS Sec.2-5.3.2.D: Provide more existing elevations within and around existing basin especially near any inlets and outlets.
6) DS Sec.2-02.2.1.12: Provide a detail for the curb access ramps with notation to provide truncated domes per ADAAG.
7) Tucson Code 26: Submit 3 copies of revised SWPPP after addressing the following comments:
a) Provide copy of signed, completed NOI in report Appendix A.
b) Signatures for the operators on Certification Statements must be on the site copy of the Stormwater Pollution Prevention Plan (SWPPP) at, or before, commencement of construction. At minimum, one operator, either the engineer of record or the project manager shall sign the certification in Appendix B.
c) State receiving waters in SWPP report. Also, show and label receiving waters on grading plan and/or a SWPPP exhibit.
d) Emergency notification information is on page 13 of SWPP Report. However for safety efficiency and convenience of operators, add to SWPP plan: The operator shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. The operator shall orally notify the office listed below within 24 hours: Arizona Department of Environmental Quality, 1110 W. Washington, 5th floor (5515B-1), Phoenix, AZ 85007, Office: 602-771-4466; Fax 602-771-4505
a) Revise boundary controls according to the following comments:
i) Revise location of the silt fencing to assure construction activity is within grading limits.
ii) Revise the specific interim erosion/sediment control measures on the SWPP exhibit at PAAL at west side of project. Silt fence appears to not be a sufficient control for more concentrated flows at this point; straw bale or other measures should be called out at this heavier concentration point.
e) For inspection purposes, please fill out the enclosed "AZPDES - Posting Requirements" green sheet, and post at construction entrance of the site at beginning of construction activities and maintain this posted document throughout project construction.
8) Please be aware that after review and approval, when you pick up the Grading Permit you will need a Grading Permit bond based on square footage of disturbance of stockpile. The reseed bond amount is based on $0.05 per sqft disturbance. This bond must be in the City of Tucson's accepted format. It may be prudent to wait until the stockpile disturbance area is accepted before attaining the bond. Additional items that the City of Tucson DSD may require include: a copy of ADEQ permit, grading permit fees (determined at the counter), and contractor information.
9) A Floodplain Permit application may be required for any construction entrance that crosses a Floodplain. Floodplain Permit application fee and review is $150 and $50.
10) Resubmittal is required. Submit the resubmittal package to the permit clerks under T07BU02457 including:
a) 3 copies of the revised grading plan.
b) 3 copies of the revised SWPPP
c) 1 copy of Geotechnical report.
d) 1 copy of revised drainage report/letter.
e) Floodplain Permit application and fee.
f) Response letter.

Address all the comments for resubmittal. If there are any questions or would like to set up a meeting to go over comments, you may contact me at 837-4934.
