Rita Ranch Road Grading Plan T07BU02395 (First Review) T15S, R15E, Section 27 and 28 RESUBMITTAL REQUIRED: Grading Plan, Drainage Statement and SWPPP The Grading Plan (GP) and Drainage Statement (DS) cannot be approved as submitted. Please address the following review comments prior to the next submittal. Grading Plan: 1. Include a response letter to the comments along with the corrected copies of the GP. 2. Add the following notes to the grading plan: · "The approved Grading Plan is the only acceptable construction plan onsite. The Contractor may not use any other plans, such as the approved Tentative Plat and/or Development Plan, for construction purposes. The Contractor may ask the Development Services Inspector to consult with the other approved plans for additional information or details that might not be included on the approved grading plan but needed for completion of work." · "Any engineering work to be done below grade (i.e. toe-downs, cutoff walls, drainage pipes/structures, etc.) shall not be back filled until Development Services Inspector inspects the work and approves it." 3. Add note: "Depress all landscaped areas a maximum of 6" for water harvesting" 4. List administrative address/site address on plans. 5. List Development plan and GP number on the sheets. 6. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, add a general note indicating sidewalk scuppers (per COT/SD) will be used when the roof scuppers locations have been designed. 7. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information. 8. Cut or fill slopes require a 2' minimum setback from property line. 9. Drainage patterns with percent slopes (Show patterns within the first 100 feet from the property line). 10. Flow arrows, grades and flow rates within and adjacent to site to show drainage scheme. 11. Call out peak discharges entering and exiting the site. 12. Show details of all surface and subsurface drainage devices. Drainage Statement: 1. Please include a response letter to the comments along with the corrected copies of the DS. 2. It appears that the DS is not referencing the proposed project, unless the proposed project also consists of the addition of two new buildings. Revise the DS as necessary. Stormwater pollution prevention plan: Signature Requirements 1. Include a certification and signature for each operator in accordance with Part VII.K. (Part IV.J.1) 2. All NOIs must be signed and certified as follows: a) For a corporation: By a responsible corporate officer. For the purpose of this Part, a responsible corporate officer means: i) A president, secretary, treasurer, or vice-president of the corporation in charge of a principal business function, or any other person who performs similar policy or decision-making functions for the corporation; or ii) The manager of one or more manufacturing, production, or operating facilities, provided, the manager is authorized to make management decisions which govern the operation of the regulated facility including having the explicit or implicit duty of making major capital investment recommendations, and initiating and directing other comprehensive measures to assure long term environmental compliance with environmental laws and regulations; the manager can ensure that the necessary systems are established or actions taken to gather complete and accurate information for permit application requirements; and where authority to sign documents has been assigned or delegated to the manager in accordance with corporate procedures. b) For a partnership or sole proprietorship: By a general partner or the proprietor, respectively; or c) For a municipality, state, federal, or other public agency: By either a principal executive officer or ranking elected official. For purposes of this section, a principal executive officer of a Federal agency is the chief executive officer having responsibility for the overall operations of a principal geographic unit of the agency (e.g. Regional Administrators of EPA.). 3. Reports and Other Information: All NOTs, SWPPPs, reports, certifications, or information required by this general permit and other information requested by the ADEQ or authorized representative of the ADEQ shall be signed by a person described in Part VI.K.1 or by a duly authorized representative of that person. A person is a duly authorized representative only if: d) The authorization is made in writing by a person described in Part VII.K.1; e) The authorization specifies either an individual or a position having responsibility for the overall operation of the regulated facility or activity, such as the position of manager, operator, superintendent, or position of equivalent responsibility or an individual or position having overall responsibility for environmental matters for the operator. (A "duly authorized representative" may be either a named individual or any individual occupying a named position.); and f) The signed and dated written authorization is included in the SWPPP and submitted to the ADEQ upon request. Certification. Any person signing a documents under the terms of this permit shall make the following certification: I certify under penalty of law, that this document and all attachments were prepared under my direction or supervision in accordance with a system designed to assure that qualified personnel properly gathered and evaluated the information submitted. Based on my inquiry of the person or persons who manage the system, or those persons directly responsible for gathering information, the information submitted is, to the best of my knowledge and belief, true, accurate, and complete. I am aware that there are significant penalties for submitting false information, including the possibility of fine and imprisonment for knowing violations. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan at this time. 2. Zoning could not verify that the grading plan was in compliance with the CDRC approved and stamped development plan. Please submit two copies of the CDRC approved and stamped development plan, landscape, and NPPO plans with the next grading plan submittal. Zoning will re-review the grading plan on the next submittal to ensure compliance with the CDRC approved and stamped development plan. Additional comments could be forthcoming. 3. While zoning acknowledges that the grading plan is in substantial zoning compliance as it relates to the Zoning review purview, with the unapproved version of the development plan, the grading plan cannot be approved at this time. Zoning is willing to review and approve the grading plan (if possible) over the counter once the CDRC approved and stamped development plan is included with the next grading plan submittal.
