Attn: Tri Miller LOCATION: T15S R14E Sec19 Ward 5 REVIEWERS: Jason Green, CFM ACTIVITY: T07BU01992 (Grading Plan) SUMMARY: Engineering Division of Development Services Department has received and reviewed the grading plan (T07BU01992), Drainage Report (Arroyo Engineering, Inc., 07JUL07) and Geotechnical Engineering Report (Terracon, 07JUN07) for the above referenced property. Engineering Division does not recommend approval of the grading plan application at this time. The Drainage Report was reviewed for grading plan purposes only. The following items need to be addressed: DRAINAGE REPORT: The Drainage Report that was submitted for review with the grading plan is dated 07JUL07 and is not the most current Drainage Report that was submitted under the development plan review. All corrections associated with the development plan Drainage Report comments must be addressed prior to grading plan Drainage Report review. 1) Per the August 6, 2007 meeting with Elizabeth Eberbach, PE and Matt Flick, PE of DSD Engineering a minimum 1% slope is required within the bottom of both retention/detention basins to assure positive drainage. The new basin south of the existing reinforced box culverts under Palo Verde Road must show positive drainage of 1%. The proposed Development Plan calls out only 0.5% longitudinal basin bottom slopes, revise. For this project the slope between the inverts within the channel from the box culverts at Palo Verde and the existing box culverts under the access will be accepted. 2) DS 10-1.3.5.2: Clarify in the drainage report the high water elevation for the proposed detention of storm water runoff within the vehicular use area. Provide a statement within the report that all ponding within the vehicular use area does not exceed the maximum 1-foot depth per DS 10-1.3.5.2. Revise the cross section J/2 to label the ponding limits within the vehicular use area. 3) Verify within the drainage report that the 10-year stormwater discharge is contained under all pedestrian circulation paths. Specifically the crosswalk location from Palo Verde Road to the proposed building. Per DS 10-01.3.5.2 proposed ponding in a vehicular use area should be designed such that pedestrians are not inconvenienced. GRADING PLAN COMMENTS: Be advised that the grading plan can not be approved prior to development plan approval. Please ensure that the grading plan is consistent with the revised development plan and Drainage Report. Grading standards may be accessed at: http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf. The following comments are the first initial review comments of the grading plan, however further comments maybe forth coming depending on the revisions to the development plan. 4) Provide the cross section location for the proposed south retention/detention basin along the southern portion of the property at the east boundary located on Sheets 11 and 16. 5) Verify on the Development Plan and within the drainage report that the 10-year stormwater discharge is contained under all pedestrian circulation paths. Specifically the crosswalk location from Palo Verde Road to the proposed building. Per DS 10-01.3.5.2 proposed ponding in a vehicular use area should be designed such that pedestrians are not inconvenienced. 6) DS 10-1.3.5.2: Clarify on the grading plan the high water elevation for the proposed detention of storm water runoff within the vehicular use area. Provide a detail or spot elevations in plan view to clarify the high water elevation within the vehicular use area. Label the high water elevation on the detail or in plan view to verify that the ponding limits do not exceed the maximum 1-foot depth per DS 10-1.3.5.2 7) Verify that Keynote #15 is shown at all riprap location or provide separate riprap details with dimensions for any proposed riprap that does not fall under detail G/2. Provide the size of riprap, method of placement (hand placed, dumped, grouted), filter fabric, etc for all splash pad locations. 8) Revise Detail M/3 on Sheet 3 of 16 to provide all of the dimensions for the required construction design of the proposed box culverts. Specifically the concrete cut-off wall at the outlet end of the proposed culverts, the dimension for the length of the box culvert per the drainage report and spot elevations for all transitions. The detail does not meet the design requirements called out in the proposed drainage report, revise the details or provide a new report that address the design shown. 9) Clarify the difference in design for the upstream and downstream end of the proposed concrete box culverts as shown in Detail M/3 versus the hydraulic calculation sheets within the proposed drainage report. The proposed drainage report analyzed the culvert hydraulics using wing walls with a flare of 30-70 degrees to protect the culverts from erosion. The proposed grading plan does not include all the required dimensions from what is shown in the proposed drainage report , specifically the lengths of the walls and the angles between the them. 10) Revise the Horizontal Control Sheets to label the control points for all horizontal data. Control data could not be found on Sheet 15. 11) Clarify the ramp location with percent slope for the proposed basin along the southeast corner of the parcel. The ramp can not be located so that a maintenance vehicle has to cross the proposed riprap spillways or be in conflict with parked vehicles. 12) Per the August 6, 2007 meeting with Elizabeth Eberbach, PE and Matt Flick, PE of DSD Engineering a minimum 1% slope is required within the bottom of both retention/detention basins to assure positive drainage. All easements must be dimensioned and labeled as to their purpose and whether the are public or private. Provide the recordation information for the public water easement. 14) Revise the grading plan to call out the riprap dimensions for the channel transition at the downstream end of the existing box culverts under Palo Verde Road per the drainage report. Detail L/2 must show riprap size, thickness, method of placement, width, length and any other construction requirements per the drainage report. 15) Provide a cross section with details for the vehicular use area, water-harvesting area, and 90-degree channel bend located in the northeast corner of the project. All channels, basins and transition points must have a cross section provided show construction details that include width, height, depth, erosion protection, etc. 16) Provide a general note on the grading plan to state the following; "Call for a Pre-construction meeting prior to start of earthwork. To schedule a DSD Pre-construction meeting, SWPPP inspection or general Engineering Inspections, call IVR (740-6970), or schedule with a Customer Service Representative at the Development Services Department, or contact DSD Engineering at 791-5550 extension 2101, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html STORMWATER POLLUTION PREVETION PLAN: 17) CGP Part IV.C.3.b: Verify that the limits of disturbance and the sediment control structures proposed do not encroach into the W.A.S.H. area per the W.A.S.H. overlay plan. All areas that are to be left undisturbed due to the W.A.S.H. overlay approval must be fenced off with orange safety fence so that encroachment or disturbance of this area does not take place. 18) Provide the ADEQ Emergency Contact Information on the SWPPP Exhibit for easier access in the event of a spill. The emergency contact information can be included below the receiving water section on the exhibit. GENERAL COMMENTS: Please provide a revised grading plan, Drainage Report, and SWPPP that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.
