The grading plan has been reviewed by Zoning Review Section but cannot approve the plan at this time. 2. Zoning could not verify that the grading plan was in compliance with the approved development plan. Please submit two copies of the CDRC approved and stamped development plan, landscape, and NPPO plans with the next grading plan submittal. Zoning will re-review the grading plan on the next submittal to ensure compliance with the CDRC approved and stamped development plan. Additional comments could be forthcoming. 3. While zoning acknowledges that the grading plan is in substantial zoning compliance as it relates to the Zoning review purview, with the unapproved version of the development plan, the grading plan cannot be approved at this time. Zoning is willing to review and approve the grading plan (if possible) over the counter once the CDRC approved and stamped development plan is included with the next grading plan submittal. Engineering Division does not recommend approval of the site plan at this time. The following items must be revised or added to the grading plan. Please include a response letter with the next submittal that states how all comments have been addressed. RESUBMITTAL REQUIRED: GRADING PLAN 1. Please include a response letter to the comments along with the corrected copies of the Grading Permit. 2. A copy of the stamped approved Development Plan (CDRC Case # D07-0016) must be included with the Grading Plan submittal. Additional comments may apply on forth coming reviews. 3. The Development Plan is currently in review. Any changes made to the Development Plan must be reflected on the Grading Plan. The Development Plan and Grading Plan must match. 4. Provide the grading plan activity number on each sheet in the lower right hand corner. 5. Provide existing and future sight visibility triangles in the required locations. Be advised the 6' wall keynote 16 will not be approved located within a site visibility triangle. Please verify/check for compliance. 6. Add note: "Depress all landscape areas a maximum of 6" for water harvesting." 7. Add the following notes to the grading plan notes: · "The approved Grading Plan is the only acceptable construction plan onsite. The Contractor may not use any other plans, such as the approved Tentative Plat and/or Development Plan, for construction purposes. The Contractor may ask the Development Services Inspector to consult with the other approved plans for additional information or details that might not be included on the approved grading plan but needed for completion of the work." · "Any engineering to be done below grade (i.e. toe-downs, cutoffs walls, drainage pipes/structures, etc.) shall not be back filled until the Development Services Inspector inspects the work and approves it." 8. Change note #12 to replace "Section 13, IBC." with "Chapter 11-0.0: Excavating and Grading, City of Tucson, Development Standard." 9. Add book and page from City of Tucson field book to note #29. 10. Legend shows arrows indicating - Offsite Drainage - Existing Q100 Conditions and New Drainage Q100 Developed Conditions. Unable to locate symbols on Grading Plan, call out peak discharges entering and exiting the site. 11. The soils engineering report required by the International Building Code 1802.6 (IBC) shall include data regarding the nature, distribution and strength of existing soils, conclusions and recommendations for grading procedures and design criteria for corrective measures, including buttress fills, when necessary, and opinion on adequacy for the intended use of sites to be developed by the proposed grading as affected by soils engineering factors, including the stability of slopes. Provide soils report for verification of setback from building to beginning slope of water harvesting area. Provide dimension for from building to top of water harvesting area. Water Harvesting areas that are less than 10' from a building require that a soil report be submitted for recommended setback. 12. A permit or a private improvement agreement will be necessary for any work performed in the right-of-way. Contact (520) 791-5100 for permit information. 13. Placement of fill in the excess of two (2) feet [or a finished floor elevation (FFE) in excess of two (2) feet plus the slab thickness] above existing grade at any location in the outer one hundred (100) feet of the developing site (less than intervening non-developable property outside of the site shall require: · Written justification based on engineering/technical reasons. · Written Permission of the Director of DSD. · Preparation of mitigation plan. See DS Standard 11-01.8.1.A for specific procedure. Per grading plan there are areas where more than 2' of fill are present. Please address and comment. 14. DS Sec.2-08.4.1.c: A sidewalk will be provided adjacent to any parking space accessed by a PAAL where the space is located on the same side of the PAAL as any building and no other parking spaces or PAALs intervene. Provide 4' sidewalk - dimensions and label appropriately. 15. At northwest corner of parcel truncated domes are present. Looking north going east there is a stripped 4' pedestrian walkway. 4' sidewalk required. In addition, barriers need to be located between sidewalk and PAAL with either wheel barriers or curb. Looking north going west there is a landscape area with no warning address by adding curb or explain. 16. Sidewalk adjacent to 3:1 slope sidewalk area appears to be an area of concern particularly for disability access. It is recommended that curb or railing be added for safety purposes. 17. Depending on design of sidewalk (i.e. raised or flush with pavement) ramp and handicap access comments may be forth coming. 18. Per detail (D) existing proposed location of truncated domes not required because transition is onto sidewalk. Truncated dome required from parking area to sidewalk. See detail (E) on grading plan for redlines. 19. At northeast corner of building, proposed sidewalk shows ramp and truncated domes. Installation of sidewalk may require relocation of ramp and truncated domes. Comments may be forthcoming. 20. DS Sec. 2-05.2.4.H.2: Provide the right-of-way (ROW) recordation information for Mountain Ave and 21st St. 21. DS Sec.2-08.3.1: The sidewalk provided adjacent to the dumpster is not necessary. It does not provide a connection to the interior of the site and a pedestrian connection to Mountain Avenue is provided east of the building. If the sidewalk is not removed an accessible ramp and crosswalk would be required to connect to the building. Please provide stripped crosswalk across PAAL for pedestrian access. 22. Revise detail (E) to dimension area between wheel stop and pedestrian walkway. 23. Revise detail (A) to indicate $518.00 for the fine and add appropriate dimensioning for text. See grading plan for redlines. 24. Revise Detail H to show R=42' and R = 27.8' per ASHTO - Geometric Design of Highways and Streets - Figure II-2. Minimum turning path for SU design vehicles. 25. DS Sec.11-01.9: According to Grading Plan, cross-sections (K), (N) and (O) have been provided. However, cross-sections minimum setbacks have not been illustrated. Verify that the required 2-foot setback from property lines to the proposed limits of grading and proposed water harvesting area fill slopes have been met. Provide sufficient room to allow for the 2-foot setback from property line to the top of toe fill slope and from property line to the top of cut slope. 26. Cross-section (N) - water harvesting area does not match what is depicted on the grading plan. Please revise to reflect the proposal. 27. Provide explanation of the line weight (line - dot - dot - line) going approximately through the center of PAAL. Add to legend if the line weight is not a typo. 28. Provide additional spot elevations for curbs, curb and gutters and sidewalks. 29. See Detail (K) add addition detail for area from wall to end of rip rap area. Provide additional information for rip rap and slope ratio. 30. Add a general note; Call for a Pre-construction meeting prior to start of earthwork.
