1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. Zoning could not verify that the grading plan was in compliance with the approved site plan. Please submit two copies of the approved and stamped site, landscape, and NPPO plans with the next grading plan submittal.

3. Zoning will re-review the grading plan on the next submittal to insure compliance with the approved and stamped site plan. Additional comments may be forthcoming.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the revised site plan (T07CM03572), grading plan (T07BU01825), and Drainage Report (SCE Corporation, 27AUG07, revised 04FEB08) for the above referenced property. Engineering Division does not recommend approval of the site plan, grading plan or Drainage Report at this time. The following items need to be addressed:

SITE PLAN COMMENTS:

1) DS Sec.2-02.2.1.A.5: Provide the recordation information with the approved lot reconfiguration for the subject parcel. The Zoning Department prior to site plan approval must approve all lot reconfiguration.

2) DS Sec.2-02.2.1.A.15: Per the revised site/grading plan, proposed topography and Water Surface Elevation (WSEL) the basins pond water up to 2.5 feet (30-inches). The proposed Geotechnical Report shows a maximum percolation rate of 37 minutes per inch, at this rate it would take the basins 18.5 hours to drain, which exceeds the 12 hour maximum. Provide new percolation rates or review DS Sec.10-01 for ways to waive retention requirements with the addition of extra detention storage.

3) DS Sec.2-02.2.1.A.16: Revise Section E-E to correctly show the required 14-foot open detail per plan view and the Drainage Report. Section E-E labels the opening at 8-foot not the required 14-foot as stated in the Report.

4) Clarify or revise Foot Note #12 on both Sheet S1 and S2. Per this note it states "See 12" Open Detail RT," clarify. The plans do not show a 12" Open Detail.

GRADING PLAN COMMENTS: Sheet S2 was reviewed for grading plan purposes, however until all site plan and Drainage Report comments are addressed the grading plan could not be shown to be in conformance with an approved plan.

5) DS Sec.11-01.9: Revise Sheet S2 and the 18-inch RCP profile section to provide the required 2-feet setback from the property boundary to the top of fill slope for the proposed basin along the north side of the property line.

6) DS Sec.10-02.14.3.2: Provide a note on the grading plan stating that, (a) the owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures and detention/retention basins; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at lease once each year, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with the maintaining of the drainage and detention/retention facilities, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities". Neither the grading plan nor Report address all requirements for basin maintenance, revise.

7) Approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. Contact Thad Harvison at 837-6592 for all right-of-way requirements and permit applications.

GEOTECHNICAL REPORT:

8) DS Sec.10-01.3.5.1.3.a: Per the Geotechnical Report provided the maximum percolation rate in the area of the proposed retention basin exceeds the maximum 12 hour time limit. The maximum rate shown in the report is I-3 at 37 minutes per inch. Per the Drainage Report the basins average between 2.0 and 2.5 feet of water at this rate it would take the basins 14.8-18.5 hours to drain, which exceeds the 12 hour maximum. Provide new percolation rates or review DS Sec.10-01 for ways to waive retention requirements with the addition of extra detention storage.

DRAINAGE REPORT:

9) DS Sec.10-02.14.3.2: Revise the Long-Term Maintenance Section of the Drainage Report to include all requirements per this section. The note should also be included on the Site/Grading Plan stating the following:

a) the owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures and detention/retention basins;

b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at lease once each year, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request;

c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and

10) Provide the exhibit per the Retention/Detention Basin Section that is supposed to be located in the "Back Sheet Insert."

GENERAL COMMENTS:

Please provide a revised site plan, grading plan, Drainage Report, and geotechnical report that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.

Further comments may be generated upon resubmittal of the site plan review.
