1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. Zoning could not verify that the grading plan was in compliance with the approved tentative plat. Please submit one copy of the CDRC approved and stamped tentative plat, landscape, and NPPO plans with the next grading plan submittal.

3. Zoning will re-review the grading plan on the next submittal to ensure compliance with the CDRC approved and stamped tentative plat. Additional comments may be forthcoming.

RESUBMITTAL REQUIRED: Grading Plan, and SWPPP

The Grading Plan (GP), and Stormwater Pollution Prevention Plan cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Grading Plan Comments:

1. Please include a response letter to the comments along with the corrected copies of the GP.
2. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207. Include the addition of truncated domes to each mention of the standard detail.
3. Add dimensions for sidewalk widths either on the plan view or in the keynote.
4. Provide standard detail reference for vertical curb and gutter key note.
5. For detail 23 on sheet 11, revise the detail to address the ADA requirement for a 48 inch landing at the top of the curb access ramp or show that the flared sides will have slopes less than 1:12. Also explain the vertical curb called out at the back of the sidewalk.
6. Provide dimensions for the headwall described in note 512 as illustrated in the standard details.
7. Revise all of the type in the plan that is less than 12 point. The 12 point minimum is required for all plans that must be microfilmed so the print remains legible.
8. Show extent of graded area along Rincon Knolls Loop entry road. Show in how the proposed road grade fits into the existing grades adjacent to the road. Show limits of cut and fill slopes.
9. Please check the use of asterisks to mark the key notes that are not used on each sheet.
10. In the details for the retaining walls on sheet 4, clarify the 'Grading Limit' label.
11. Clearly label areas that are to be left undisturbed and areas that are to be revegetated.
12. Revise detail B/4 to show the toedown called for in note 504.
13. Show how lot grades will be transitioned to adjacent lots and roadways, especially where there are substantial grade changes. (For example, lot 31 is about 4 feet above the adjacent roadway.)
14. Fill slopes shall not be steeper than 2:1 and cut slopes steeper than 2:1 must be supported by a geotechnical engineers report. Revise the plan whereever such slopes are proposed. (The area on sheet 4 that indicates a 1:1 fill slope is indicated on the Tentative Plat as having a rock wall barrier, using the same keynote number. Confirm that the change is intentional.)
15. Revise the detail callouts for the temporary fire lanes on sheet 4 to refer to the correct detail.
16. Revise the retaining wall detail B on sheet 4 to indicate that the top of the rip rap will be flush with the ground at the lower edge so excess erosion doesn't occur.
17. Provide retaining wall specifications for all retaining walls proposed. Revise keynote 100 accordingly.
18. Add the following notes to the grading plan notes:
· "The approved Grading Plan is the only acceptable construction plan onsite. The Contractor may not use any other plans, such as the approved Tentative Plat and/or Development Plan, for construction purposes. The Contractor may ask the Development Services Inspector to consult with the other approved plans for additional information or details that might not be included on the approved grading plan but needed for completion of work."

· "Any engineering work to be done below grade (i.e. toe-downs, cutoff walls, drainage pipes/structures, etc.) shall not be back filled until Development Services Inspector inspects the work and approves it."
19. Callout 518 is used on sheet 5 but is not listed in the keynotes. Provide a description of the intended feature.
20. Describe drainage openings in the wall at the east boundary of lots 54 - 71 and at all locations where the drainage is directed toward a wall. Include a description of the frequency of the openings and clarify that the openings will be provided at each level of the wall.
21. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
22. Indicate that all walls will be constructed under a separate permit.
23. Clarify callout 39/12 on sheet 6. Provide a section detail as indicated by the callout in addition to the provided gate detail.
24. Revise the areas of the plan, such as the rip rap channels, where the symbols and text overlap, causing the text to be unreadable. Either provide complete information in details or provide the construction in formation in some other readable form.
25. Make sure that all call outs or detail references have corresponding details. Also revise the callouts as necessary to refer to the correct description or to the correct detail.
26. Confirm that the existing contours are correctly labeled on all sheets.
27. General note 27 on sheet 2 refers to a detail on a page that does not exist in this plan. Provide correct references for this and all callouts.
28. Provide culvert length, slope and inverts for all street crossings.
29. Clarify by symbol and description the object shown at the ends of the fire access lane. Include the symbol in the legend.
30. Show the limits for each proposed guard rail, rock barrier wall and handrail. Indicate the total length of each feature wherever used.
31. Clarify how driveways will function in relation to the curb transitions at all corner lots that are affected.
32. Clarify the use of "native" in the description of the rip rap proposed throughout the site.
33. Provide specific details for the channels and swales proposed through the site showing how the grades adjacent to the channels and the other data work together. For Example, detail 16/10 shows a maximum side slope of 5:1. The flow line grade and the grades adjacent to the channel appear to indicate that the channel will need to be much wider than depicted on the plan view.
34. Clarify the material used for the floor of the wildlife crossing box culverts. Include this symbol and all other
35. On this plan and the plans for all phases of this project, provide details for all wash crossings. Indicate the areas that are to be undisturbed in each of the details.

Stormwater pollution prevention plan Comments:

36. Revise the silt fence detail to remove the mounded soil around the base of the silt fence. The backfilled soil should be compacted to the level of the natural grade.
37. Part IV.B.2.c Explicitly indicate in the SWPPP the name of the operator with operational control over project specifications (including the ability to make modifications in specifications).
38. Part IV.B.2.c Explicitly indicate in the SWPPP the name of the operator with operational control over day-to-day activities at the construction site.
39. Part IV.C.3.c. Identify on the map locations of structural and nonstructural controls identified in the SWPPP.
40. Part IV.C.4. Identify on the map or in a narrative, the nearest receiving water(s), including ephemeral and intermittent streams, dry sloughs, arroyos.
41. Part IV.D.1. For each major activity, describe the BMP, the general sequence for implementing BMPs, and which operator is responsible for each BMP.
42. Part IV.D.2.c. Describe the practice and schedule to routinely remove offsite accumulation of sediment
43. Part IV.D.3. Describe good housekeeping procedures to be used (prevent litter, debris and chemicals from being exposed to stormwater)
44. Part IV.D.4.a. Describe and identify interim and permanent stabilization practices for the site. Document where existing vegetation will be preserved
45. Part IV.D.4.b. Describe when the operator will initiate stabilization procedures in the timeframe provided in the permit, and what stabilization efforts will occur
