1. Please include a response letter to the comments along with the corrected copies of the DR.
2. The DR has been accepted by engineering.

Stormwater pollution prevention plan:
1. The SWPPP has been conditionally approved. Address the following items per the previous comments.
Signature Requirements
1. Include a certification and signature for each operator in accordance with Part VII.K. (Part IV.J.1)
2. All NOIs must be signed and certified as follows:
a) For a corporation: By a responsible corporate officer. For the purpose of this Part, a responsible corporate officer means:
i) A president, secretary, treasurer, or vice-president of the corporation in charge of a principal business function, or any other person who performs similar policy or decision-making functions for the corporation; or
ii) The manager of one or more manufacturing, production, or operating facilities, provided, the manager is authorized to make management decisions which govern the operation of the regulated facility including having the explicit or implicit duty of making major capital investment recommendations, and initiating and directing other comprehensive measures to assure long term environmental compliance with environmental laws and regulations; the manager can ensure that the necessary systems are established or actions taken to gather complete and accurate information for permit application requirements; and where authority to sign documents has been assigned or delegated to the manager in accordance with corporate procedures.
b) For a partnership or sole proprietorship: By a general partner or the proprietor, respectively; or
c) For a municipality, state, federal, or other public agency: By either a principal executive officer or ranking elected official. For purposes of this section, a principal executive officer of a Federal agency is the chief executive officer having responsibility for the overall operations of a principal geographic unit of the agency (e.g. Regional Administrators of EPA.).
3. Reports and Other Information: All NOTs, SWPPPs, reports, certifications, or information required by this general permit and other information requested by the ADEQ or authorized representative of the ADEQ shall be signed by a person described in Part VI.K.1 or by a duly authorized representative of that person. A person is a duly authorized representative only if:
d) The authorization is made in writing by a person described in Part VII.K.1;
e) The authorization specifies either an individual or a position having responsibility for the overall operation of the regulated facility or activity, such as the position of manager, operator, superintendent, or position of equivalent responsibility or an individual or position having overall responsibility for environmental matters for the operator. (A "duly authorized representative" may be either a named individual or any individual occupying a named position.); and
f) The signed and dated written authorization is included in the SWPPP and submitted to the ADEQ upon request.

Comments:

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan at this time. Please address the following comments and resubmit for review and approval.

2. While zoning acknowledges that the grading plan is in substantial zoning compliance as it relates to the Zoning review purview, with the approved version of the development plan, the grading plan cannot be approved at this time.

3. Revise the disabled parking details to reflect the correct slopes for the access ramps and parking access aisles.

The access ramp detail depicted in detail R is labeled with a 1:10 slope. The slope should be labeled as 1:12. Also the truncated doems have been depicted incorrectly. The domes must be in front of the access aisle as depicted in detail AK.

Label the maximum slope allowed for disabled parking spaces and access aisle that serves the parking spaces. The maximum slope allowed per ANSI section 503.4 is 1:48 (2%). Label the slope on the handicapped parking space detail and access aisle.

4. Provide a detail drawing for the proposed radius curb access ramps at the intersections of the PAALS next to buildings 1,2,3, and 5 and for te southside of the intersectoin of the private road and the PAAL. The detail drawing must be labeled with the slopes and if the aprons of the access ramps are to be used as ramps the slope of the ramp must be no gresater than 1:12.

It also appears that the access ramps at the PAAL intersections between buildings 1 through 3 hae not been provided with landings at the back of the access ramps. Please review the ramp locations and ramp type and revise as necessary.
