In addition, we could not verify that the grading plan was in compliance with the approved development plan for Zoning Review. Please submit two copies of the approved and stamped Development Plan/Site Plan, Landscape, and NPPO plans with the next grading plan submittal. Please be aware that the Development Plan must also go through the Site Plan process. This is a walk through process in which the stamped approved Development Plan is also approved as a Site Plan. 3. Zoning will re-review the grading plan on the next submittal to ensure compliance with the approved development plan. Additional comments may be forthcoming. |

Camino Abril, Lot 32 Grading Plan T07BU01376 (First Review) T14S, R15E, Section 27 RESUBMITTAL REQUIRED: Grading Plan, Drainage Report and SWPPP The Grading Plan (GP) and Drainage Report (DR) and Storm Water Pollution Prevention Plan (SWPPP) cannot be approved as submitted. Please address the following review comments prior to the next submittal. Grading Plan: 1. Please include a response letter to the comments along with the corrected copies of the GP. 2. The GP cannot be approved prior to the approval of the Development Plan. 3. Check all items that the key notes are calling out. It seems there are some discrepancies on what the key notes are pointing to. 4. Add the Development Plan no. (D06-0043) and the GP no. (T07BU01375) to each sheet. 5. It is not clear where the vertical curb starts and the where the extruded curb begins. 6. The bearing and dist. are not readable for the South property line on the cover sheet. 7. Detail the type of handicap ramps used by the 24' gates. The truncated domes require a 2' min. width. 8. Remove or edit general note 13 and 25, all grading standards shall be referred to as in general note 31. 9. Include general note no. 8, 9 and 10 from the final plat (40/52). This note details the responsibility of each lot owner to maintain any drainage structures on the property. 10. Add the following notes to the grading plan: · "The approved Grading Plan is the only acceptable construction plan onsite. The Contractor may not use any other plans, such as the approved Tentative Plat and/or Development Plan, for construction purposes. The Contractor may ask the Development Services Inspector to consult with the other approved plans for additional information or details that might not be included on the approved grading plan but needed for completion of work." · "The contractor shall remove the fine materials from the bottom of the detention/retention basin and scarify the basin bottom once the construction activities are completed in order to remove any fine material build up caused by construction and to restore soil percolation." · "Any engineering work to be done below grade (i.e. toe-downs, cutoff walls, drainage pipes/structures, etc.) shall not be back filled until Development Services Inspector inspects the work and approves it." 11. Add note: "Depress all landscaped areas a maximum of 6" for water harvesting". Edit note gen. note 30 to comply. 12. Show all symbols in the legend. The material designation for the landscaped areas is not on the legend. Revise as necessary. 13. Show limits of grading. If the North area of the project will have vehicular traffic, then the min. surface to be used is double shot chip seal. The rear area, unless it is asphalt, will need a min. of 1% grade. 14. Show cross section with transverse and longitudinal slopes. Indicate the material and thickness to be used for the AB in the asphalt area per the soils report. 15. Move the access to the rear of the property away from the rip-rap so vehicles will not drive thru it and damage the rip-rap apron. 16. Show details of all surface materials. The rip-rap apron at the discharge point from the parking lot needs a concrete header and a bollad at the center of the opening to block traffic. The new access point will also need a concrete header. The rip-rap apron at the discharge point into the existing channel also needs a concrete toe-down at the end of the apron next to the channel to avoid "under cutting". 17. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information. 18. Cut or fill slopes require a 2' minimum setback from property line. 19. Drainage patterns with percent slopes (Show patterns within the first 100 feet from the property line). 20. Flow arrows, grades and flow rates within and adjacent to site to show drainage scheme. 21. Call out peak discharges entering and exiting the site. 22. Re-submit 3 sets of the GP and 2 sets of the SWPPP's per lot, with text when the corrections to the GP are done. Since Environmental Services has not approved the refuge enclosure location, subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans. Drainage report: 1. Please include a response letter to the comments along with the corrected copies of the DR. 2. A rip-rap apron is needed at the discharge point into the existing channel with a concrete toe-down at the end of the apron next to the channel to avoid "under cutting". 3. Include general note no. 8, 9 and 10 from the final plat (40/52). This note details the responsibility of each lot owner to maintain any drainage structures on the property. 4. Include a DR per each lot, with the individual address on the cover sheet for the final submittal. Stormwater pollution prevention plan: Include a SWPPP per each lot, with the individual address on the cover sheet for the final submittal. Operators Identify all operators for the project site, and the areas over which each operator has control. (Part IV.C.1) Are the owners of the property the installers of the BMP's? If not, identify all operators. Indicate in the SWPPP the name(s) of the party(ies) with operational control over project specifications (including the ability to make modifications in specifications). (Part IV.B.2.c) Indicate in the SWPPP the areas of the project where the operator has operational control over project specifications, including the ability to make modifications in specifications. (Part IV.B.1.b) Indicate in the SWPPP the name(s) of the party(ies) with day-to-day operational control of those activities necessary to ensure compliance with the SWPPP or other permit conditions. Provide a table for recording the names and responsibilities for each party responsible for activities necessary to ensure compliance with the SWPPP or other permit conditions. (Part IV.B.1.d) Indicate in the SWPPP the areas of the project where each operator has operational control over day-to-day activities. (Part IV.B.2.c) Inspections 1. Add a note stating that the operator(s) shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. Include a certification and signature for each operator in accordance with Part VII.K. (Part IV.J.1) 3. All NOIs must be signed and certified as follows: a) For a corporation: By a responsible corporate officer. For the purpose of this Part, a responsible corporate officer means: i) A president, secretary, treasurer, or vice-president of the corporation in charge of a principal business function, or any other person who performs similar policy or decision-making functions for the corporation; or ii) The manager of one or more manufacturing, production, or operating facilities, provided, the manager is authorized to make management decisions which govern the operation of the regulated facility including having the explicit or implicit duty of making major capital investment recommendations, and initiating and directing other comprehensive measures to assure long term environmental compliance with environmental laws and regulations; the manager can ensure that the necessary systems are established or actions taken to gather complete and accurate information for permit application requirements; and where authority to sign documents has been assigned or delegated to the manager in accordance with corporate procedures. b) For a partnership or sole proprietorship: By a general partner or the proprietor, respectively; or c) For a municipality, state, federal, or other public agency: By either a principal executive officer or ranking elected official. For purposes of this section, a principal executive officer of a Federal agency is the chief executive officer having responsibility for the overall operations of a principal geographic unit of the agency (e.g. Regional Administrators of EPA.). 4. Reports and Other Information: All NOTs, SWPPPs, reports, certifications, or information required by this general permit and other information requested by the ADEQ or authorized representative of the ADEQ shall be signed by a person described in Part VI.K.1 or by a duly authorized representative of that person. A person is a duly authorized representative only if: d) The authorization is made in writing by a person described in Part VII.K.1; e) The authorization specifies either an individual or a position having responsibility for the overall operation of the regulated facility or activity, such as the position of manager, operator, superintendent, or position of equivalent responsibility or an individual or position having overall responsibility for environmental matters for the operator. (A "duly authorized representative" may be either a named individual or any individual occupying a named position.); and f) The signed and dated written authorization is included in the SWPPP and submitted to the ADEQ upon request. 5. Certification. Any person signing a documents under the terms of this permit shall make the following certification: I certify under penalty of law, that this document and all attachments were prepared under my direction or supervision in accordance with a system designed to assure that qualified personnel properly gathered and evaluated the information submitted. Based on my inquiry of the person or persons who manage the system, or those persons directly responsible for gathering information, the information submitted is, to the best of my knowledge and belief, true, accurate, and complete. I am aware that there are significant penalties for submitting false information, including the possibility of fine and imprisonment for knowing violations.
