| 06/21/2007 | JASON GREEN | ENGINEERING | REVIEW | Denied | DATE: June 22, 2007 SUBJECT: New Parking Structure for Mosaic Café Grading Plan Submittal- Engineering Review TO: Maria Rojas LOCATION: 2625 N Silverbell Rd, T13S R13E Sec33, Ward 1 REVIEWERS: Jason Green, CFM ACTIVITY: T07BU01082 SUMMARY: Engineering Division of Development Services Department has received and reviewed the grading plan, Drainage Report (DCC, 08AUG06), geotechnical report (Pattison-Evanoff Engineering, LLC, 08MAR06), and the proposed maintenance access easements (submitted for review with the last site plan). The drainage report was reviewed for grading plan purpose only. The grading plan is not approved at this time. Please address the following comments: GRADING PLAN COMMENTS: Be advised that grading plan can not be approved prior to Site Plan approval. DS Sec.2-02.2.1.A.14: Per site plan comment # 1: Provide the approved variance for the required maneuvering area for the loading zone that is shown on the revised site plan. Variance must be approved prior to site plan approval which must be approved prior to grading plan approval. Provide the seal and signature of the professional engineer that prepared the plans. The grading plan must have the original seal stamped and signed prior to grading plan submittal. DS Sec.11-01.4.1.C.3: Clarify the limits of grading on the grading plan. Provide the grading limits clearly delineated in plan view. DS Sec.11-01.9: Provide typical lot grading details, show minimum side and rear setbacks from the parking structure and the associated caisson/piers to the property lines per geotechnical report recommendations. Provide detailed cross sections for each perimeter, fully labeled and dimensioned. DS Sec.11-01.4.1.C.6: Revise the grading plan, with details, to demonstrate that the protective slopes along the east property line and the caisson/piers for the proposed parking structure reflect the minimum grade and recommendations in the revised geotechnical report and drainage report. Provided details for all curb and aisle access handicap ramp with truncated domes per ANSI requirements A117.1-2003 Section 406. Provide a separate detail for the handicap access ramp adjacent to the trash vehicle 40-foot approach area to show that the curb taper meets COT Traffic design standards. DS Sec.3-05.2.2.2.D: Provide dimensions for the southern back-up spur provided at the end of the PAAL. Both back-up spurs must be a minimum of 3 feet in depth with a 3-foot radii, but must also provide a minimum of 3 feet between the back of spur and any wall obstruction that is over 6 inches in height. The grading plan must show curbing or wheel stops to provide for the required 3-foot space between the back-up spur and the structure wall. The architectural site plan sheet A0.0 shows the required back-up spur design, which must be shown on the grading plan and the DCC sheet 2 of 2 per my site plan comment letter. The correct grading plan number (T07BU01082) must be added to the lower right hand corner of the plans where indicated by "T07BU00XXX." Provide on the revised grading plans the approved DSMR number assigned to this project for the trash maneuverability. DS Sec.3-01.5.1: Revise the sight visibility triangle (SVT) at the intersection of Silver Sun Drive and Silver Mosaic to correctly label the far side dimension. The far side length for this intersection is 110-feet, the 20' x 30' SVT only works when a median is constructed in the roadway. Verify that line of sight will not be obscured between 30-inches and 6-feet through the SVT areas adjacent to the driveways or PAALs. Ensure that the grading plan is consistent with the Drainage Report, Geotechnical Evaluation and the last approved site plan. Grading standards may be accessed at: http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf Revise General Note #18 to reference the recorded "Basin Maintenance Agreement" for this particular basin. DS Sec.11-01.4.1.C.7: Provide a General Note on the grading plan to reference the dates of the soil engineering report together with the names, addresses and phone numbers of the firm or individual who prepared the report. Add a general note; Call for a Pre-construction meeting prior to start of earthwork. To schedule a DSD Pre-construction meeting, SWPPP inspection or general Engineering Inspections, call IVR (740-6970), or schedule with a Customer Service Representative at the Development Services Department, or contact DSD Engineering at 791-5550 extension 2101, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html Approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. Contact Steve Tineo at 741-3115 for all right-of-way requirements and permit applications. The proposed "Maintenance Access Easements" provided for the site plan review is not complete. The last page of the document with the adjacent property owners (Susan Hurley DeConcini) permission must be stamped by the Notary Public, Judith Moore dated May 9, 2007. Provide a new package with all notarized signatures for review and approval. The easements must be recorded with the County Recorders office and the recordation information (Docket and Page) for the proposed easements must be labeled on the grading plan prior to approval. STORMWATER POLLUTION PREVENTION PLAN: Arizona Pollutant Discharge Elimination System (AZPDES) requirements are applicable to this project. Stormwater Pollution Prevention Plans (SWPPP) and text addressing stormwater controls for all areas affected by construction activities related to this development must be submitted with the revised grading plan submittal for review. GENERAL COMMENTS: Please provide a revised grading plan and a stormwater pollution prevention plan that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Further comments may be generated upon resubmittal of the grading plan.
