1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. In addition, we could not verify that the grading plan was in compliance with a site plan for this site approved by Zoning Review. Once the site plan is approved, please submit two copies of the approved and stamped Site Plan, Landscape, and NPPO plans with the next grading plan submittal.

3. Zoning will re-review the grading plan on the next submittal to ensure compliance with the approved development plan. Additional comments may be forthcoming.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the revised grading plan (T07BU00958), drainage report (Castro Engineering, Corp, 03APR07), and Stormwater Prevention Pollution Plan (Castro Engineering Corp, 25APR07), for the above referenced property. Engineering Division does not recommend approval of the grading plan or the Stormwater Prevention Pollution Plan (SWPPP) at this time.


GRADING PLAN COMMENTS:

1) DS 2-02.2.1.14: Provide the recordation information for the cross access agreement that is required for the allowed use and maneuverability for the proposed loading zone space on the adjacent property.

2) DS 2-02.2.1.20: Revise the grading plan to ensure that all easements, even those to be abandoned, are graphically depicted on the plan, with their docket and page of recordation and type. For those easements that are to be abandoned, revise Construction Keynotes # 3 and 4 on sheet 4 to state that they are abandoned and list the docket and page of recordation.

3) Clarify the "See Note 2" reference on Detail F, Section A-A. Any referenced note must be provided with the detail or clearly referenced in plan view.

4) Revise Construction Keynote # 1 to fix the typographical error to read "wide" not "wude".

5) Provide on Sheet 4 the call out for the invert elevation and outlet elevation for the existing catch basin within the public right-of-way.

6) Revise the Manhole junction on Sheet 4 to call out a standard public improvement detail for construction. Provide the referenced detail within the call out or provide a detail showing the required dimensions for a standard manhole.

7) Provide a general note on the grading plan to state the following; "Call for a Pre-construction meeting prior to start of earthwork. To schedule a DSD Pre-construction meeting, SWPPP inspection or general Engineering Inspections, call IVR (740-6970), or schedule with a Customer Service Representative at the Development Services Department, or contact DSD Engineering at 791-5550 extension 2101, or schedule inspections online at:

SWPPP COMMENTS: The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP according to these comments:

9) CGP Part IV.C.2.b: Revise paragraph 4 within this section to reference the correct Site Plan and Grading Plan Activity numbers, T06CM06319 and T07BU00958, respectively. The referenced D06-0050 does not apply to this parcel or construction activity.

10) CGP Part IV.D.1: Clarify within the "Installation of Stabilized Construction Entrance" section and the proposed exhibit the required construction entrance. The report states that a stabilized construction entrance is not needed however the exhibit shows more than 1 entrance being constructed, clarify.

11) CGP Part IV.D.1: Revise the "Final Stabilization" paragraph to reference the correct Site Plan and Grading Plan Activity numbers and the correct roadway adjacent to the site, T06CM06319, T07BU00958, and 12th Street /Euclid Avenue, respectively. The referenced D06-0050 does not apply to this parcel or construction activity.

12) CGP Part IV.D.4.a: Revise the last sentence of this paragraph to reference the correct Site Plan and Grading Plan Activity numbers, T06CM06319 and T07BU00958, respectively. The referenced D06-0050 does not apply to this parcel or construction activity.

13) CGP Part IV.D.5.a.i-iii: Revise this section to clarify whom the party that is responsible for maintaining the sediment and detention/retention basins located onsite. The section references that the City of Tucson will maintain them, however the Assessors map and signed NOI shows that both properties are owned by the same person and not the City of Tucson clarify.

14) CGP Part IV.H.6: Revise this section to clearly state where the report and maintenance records will be kept for the required 3-year period.


GENERAL COMMENTS:

Please provide the last approved site plan, a revised grading plan and SWPPP that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.

Further comments may be generated upon resubmittal of the grading plan and SWPPP reviews.
