1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. Zoning could not verify that the building plan was in compliance with the approved Development Plan.

3. A site card with DSD approvals by Fire, Zoning, Handi-cap, Engineering, and Landscape/NPPO including the approved Development Plan stamped for site plan approval and signatures is required before the grading plan can be approved by Zoning. Two copies of the approved site/development plan, landscape and NPPO plans are to be submitted with the grading plans packet for processing and approval as a site plan. No fees are involved in re-stamping the tentative plat/development plan plans as an approved site plan. The development plan may be walked through for stamps and site card sign off. Submit the following: two copies of the stamped approved site/development plan, landscape and NPPO plans must be included with the site plans packet processed together for site approval.

4. Zoning will re-review the grading plan on the next submittal to insure compliance with the approved and stamped site plan. Additional comments may be forthcoming.

SUMMARY: Engineering Division of Development Services Department has received the proposed grading plan, Drainage Report (Water Management Consultants, 30MAR07), last approved Drainage Report for Bay Colony Technology Center, Lots 3 and 13 (CMG Drainage Engineering, Inc, 18SEP02), and Geotechnical Investigation Report (Forsee&Vann, Inc, 16FEB06). Engineering Division has reviewed the submitted grading plan and does not recommend approval at this time. The drainage report was reviewed for grading plan purposes only. The following items need to be addressed:


GRADING PLAN COMMENTS: Be advised that grading plan can not be approved prior to Development Plan approval.

1) DS Sec.11-01.4.1.C.3: Clarify the limits of grading on the grading plan. Provide the parcel area and the disturbance area on the grading plan along with the grading limits clearly delineated.

2) DS Sec.11-01.2.3: A bond shall be posted for native seeding. If grading construction does not commence within 60 days after grubbing, the disturbed area shall be native seeded within 30 days following the expiration of the 60 day period. The reseed bond will be required at time of grading permit issuance and is based on the total disturbance area in square feet at $0.05 per squarefoot.

3) Provide the required 5-foot sidewalk along the frontage of the 24-foot Access Easement. The access easement is acting like a PAAL with an access point to the property for refuse pickup. Refer to DS Sec.3-05 for all PAAL requirements.

4) Provide a continuous pedestrian circulation path that connects the pedestrian circulation on the eastside of the proposed building to the required pedestrian circulation path along the frontage of the 24-foot Access Easement. Handicap curb access ramps are required at driveway location and must be constructed with truncated domes (see ANSI 705.5. for design criteria).

5) DS Sec.11-01.4.1.C.4: The scuppers proposed under the sidewalk must be designed and constructed to convey the 10-year flood flow. Provide a revised Drainage Report showing scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk.

6) ANSI 705.5: Revise keynote # 17 to show that all existing handicap ramp location are to be constructed with truncated domes (see ANSI 705.5. for design criteria). Please refer to this standard and the figures provided for additional curb access ramps requirements.

7) ANSI 705.5: Revise the grading plan and keynote # 19 to reflect the difference in construction of an access aisles versus curb access handicap ramp. Both curb access ramps and access aisle ramps must be constructed with truncated domes (see ANSI 705.5. for design criteria). Provide a separate keynote with detail for the curb access ramps located along the driveway entrances and the pedestrian crosswalks.

8) DS Sec.11-01.4.1.C.4: Revise the grading plan and the associated drainage report to show the type of drainage structure (curb openings, drainage swales, etc.) that is required to allow the on-site runoff from the PAAL and parking lot along the western side of the building to flow into the existing basin. The proposed grading plan does not show a curb cut, basin inlet or drainage swale that connects the PAAL runoff at the backup spur location to the existing basin.

9) DS Sec.11-01.4.1.C.4: Clarify on the grading plan and in the drainage report the channel that is shown on the grading plan sheets versus the 2 channels designed in the drainage report. From the hydraulic calculation sheets rock riprap must be sized due to the velocities within the channels, a gravel bed will not suffice for this project. Provide cross section within the drainage report for all proposed channels.

10) DS Sec.11-01.4.1.C.3: Provide the minimum percent slope (0.5%) in the bottom of the channels that are to be achieved by grading.

11) DS Sec.11-01.4.1.C.4: Provide the location for the channel cross-sections, located in Appendix C, on the Future Conditions Figure in Appendix B. All cross section must be identified and clearly labeled.

12) DS Sec.11-01.9: Provide typical lot grading details, show minimum side and rear setbacks, and building setbacks to the detention/retention basins and constructed channels per geotechnical report recommendations. Provide detailed cross sections for each perimeter, fully labeled and dimensioned.

13) The correct grading plan number (T07BU00684) must be added to the lower right hand corner of the plans.

14) Verify the required maneuvering area for the loading zone that is shown on the grading plan. Label and show the turning radius to verify that the loading zone has access. Refer to AASHTO for the national standards for turning radii.

15) Verify the required clear approach of 14-feet by 40-feet for the collection vehicle. The refuse vehicle must have a maximum back-up distance of 40-feet and can not back-up into or over a pedestrian circulation. Verify on the grading plan that the refuse enclosure does not collect storm water runoff from the adjacent basin inlet.

16) DS Sec.11-01.4.1.C.4: Provide a General Note stating that all CMU walls and retaining walls will require a separate permit for review and approval by all necessary Development Services Departments.

17) Add a general note; Call for a Pre-construction meeting prior to start of earthwork. 18) DS 10-02.0, Section 14.3.2: Provide a note on the grading plan stating that, (a) the owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures and detention/retention basins; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at lease once each year, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with the maintaining of the drainage and detention/retention facilities, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities".

19) Approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. Contact Steve Tineo at 741-3115 for all right-of-way requirements and permit applications. Specifically the proposed 5-foot spillway along Executive Drive.

21) Further comments may be generated upon resubmittal of the grading plan.


DRAINAGE REPORT:

22) DS Sec.10-02.2.3.1.6.A.4.a: Revise the grading plan and the associated drainage report to show the type of drainage structure (curb openings, drainage swales, etc.) that is required to allow the on-site runoff from the PAAL and parking lot along the western side of the building to flow into the existing basin. 24) DS Sec.10-02.2.3.1.5.B: Clarify on the grading plan and in the drainage report the channel that is shown on the grading plan versus the 2 channels designed in the drainage report. STORMWATER POLLUTION PREVENTION PLAN: The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP according to these comments:

26) CGP Part III: Provide a completed and accurate signed and dated Notice Of Intent (NOI) form from a qualified signatory prior to grading plan approval.

27) CGP Part IV.J.1: The Operator must sign the owner/operator certification in the report and/or the SWPPP Exhibit.


GENERAL COMMENTS:

Please provide a revised grading plan, revised drainage report and SWPPP that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.
