1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. Zoning could not verify that the grading plan was in compliance with the approved revised tentative plat (S06-094). Please submit one copy of the CDRC approved and stamped revised tentative plat, landscape, and NPPO plans with the next grading plan submittal.

3. Zoning will re-review the grading plan on the next submittal to insure compliance with the CDRC approved and stamped revised tentative plat. Additional comments may be forthcoming.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the revised grading plan, Drainage Report (Baker & Associates Engineering, Inc., 22MAR07, revised 28JUN07, revised 17OCT07), Geotechnical Evaluation (Western Technologies, 2920JX177, with addendum 25JUN07), Stormwater Pollution Prevention Plan (Baker & Associates Engineering, Inc., MAR07, revised JUN07 and 17OCT07) for the above referenced property. Engineering Division does not recommend approval of the revised grading plan at this time. The following items need to be addressed:


GRADING PLAN COMMENTS:

1) Be advised that the revised grading plan can not be approved until the approved revised Tentative Plat is submitted with the grading plan application package.

2) Revise Sheet 2 of the grading plan to provide bollards or curbing at the end of the proposed PAAL entrance at the northwest corner of the site that is being constructed under Phase I. A separation is required to prevent encroachment into the undisturbed areas of the site.

3) Revise the grading plan sheet to clearly show the proposed Phase limits. Provide a label for Phase I and II and provide a statement that no storage of material and/or equipment on Phase II is allowed during the construction of Phase I.

4) Revise Sheet 2 of the grading plan to provide cross sections or spot elevations to show how the disturbed areas of Phase II (utilized for utility placement) drains. Provide slopes and a post grading scheme that shows how the disturbed area drains into the temporary interim channels that are being constructed under Phase I.

5) Revise the call out for the proposed 33-foot curb opening shown on Sheet 2 to reference the correct detail. The referenced Detail #8 does not correspond to what is being constructed, revise.

6) Revise the stabilization call out for the disturbed areas of Phase II that will be re-stabilized, specifically revise the call out for "gorilla snot" within the proposed channels on either side of the property. All stabilization methods proposed for the channel areas must be constructed out of a pervious material. Since "gorilla snot" is a soil binder this will not work within areas that are being used for drainage.

7) Revise the grading plan to clearly call out the start/end sections for the proposed 5-foot sidewalk along the Antrim Loop right-of-way. Since the PAALs are no longer shown an end station must be called out for field clarity.

8) Revise Section #5 on Sheet 4 to show a minimum 3-foot wide top of berm. 3-foot is the minimum width required for construction (compaction and slope grades) and maintenance of an earthen berm. If possible revise all top of berm widths to be shown at a minimum 3-foot.

9) For future reference the proposed outlet for the basin located in the northeast corner will have to be revised during the Phase II grading plan application submittal. A 5-foot sidewalk is required at this location and must be constructed under Phase II per the PIA; the sidewalk must be constructed to allow at a minimum the 10-year flow to be contained under the sidewalk.

10) Further comments may be generated upon resubmittal of the grading plan.


STORMWATER POLLUTION PREVENTION PLAN: The last submitted SWPPP reports meet the requirements of the AZDES. Provide the 3 copies of the SWPPP Report and exhibits with the resubmittal for stamped approval.


GENERAL COMMENTS:

Please provide a revised grading plan at resubmittal. Please include 'Redlines' with the resubmittal package.

The revised grading plan must address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.
