SUMMARY: Engineering Division of Development Services Department has received and reviewed the revised grading plan, Drainage Report (Baker & Associates Engineering, Inc., 22MAR07, revised 28JUN07), Geotechnical Evaluation (Western Technologies, 2920JX177, with addendum 25JUN07), Stormwater Pollution Prevention Plan (Baker & Associates Engineering, Inc., MAR07, revised JUN07) and Preliminary Tentative Plat sheets for the above referenced property. Engineering Division does not recommend approval of the grading plan at this time. The following items need to be addressed:


GRADING PLAN COMMENTS: Be advised that the grading plan can not be approved until the last approved Tentative Plat is submitted with the grading plan application package.

1) Revise the grading plan so that all work within the public right-of-way has met the requirements of Traffic Permits and Codes. Revise the channels within the public right-of-way so that they are constructed out of concrete and provide a 15-foot wide access ramp (alternate means of access is on a case by case basis and must be approved by Permits and Codes). Per a second conversation with Steve Tineo, Tucson Department of Transportation, Permits and Codes will not accept rock riprap (grouted, dumped or hand placed) within the public right-of-way. Redesign the channel system so that the side slopes (and bottom if applicable) are constructed out of concrete for maintenance issues. Any requirements from Permits and Codes must be shown on the grading plan and any agreements reached must be provided in writing from TDOT.

2) The maintenance of the proposed channels within the public right-of-way falls under the jurisdiction of COT Streets and Maintenance. If the channels are to be privately maintained a Maintenance Agreement is required from TDOT and must be included within the language of the Covenants, Conditions and Restrictions. Please contact Steve Tineo for further clarity on what Permits and Codes will except within the Public right-of-way and what is required to be shown on the grading plan and/or PIA plans.

3) Provide on the grading plan the required 5-foot wide sidewalk with curb along the street frontage of Antrim Loop. All new development that has property fronting a public local roadway is required to install new 5-foot sidewalks with curbing. The sidewalk must be installed under the Phase I construction, not Phase II as stated in the comment letter.

4) Provide the reference to the code requirement from Pima County with an approval letter/email from PCDOT that states that a 5-foot sidewalk is acceptable within the County's right-of-way along Valencia Road. All improvements within the County's right-of-way will require review and approval from the appropriate County Departments and an approval letter for the sidewalk design is required prior to final grading approval. The 5-foot sidewalk must be constructed as part of the Phase I development.

5) DS Sec.11-01.4.1.C.3: The minimum percent slope allowed within the bottom of the proposed channels and basins are 0.5% per DSD policy. Provide the minimum percent slope (0.5%) in the bottom of the channels and basins that are to be achieved by grading. If the site does not allow for the 0.5% fall within the improvement areas due to site topography the 0.25% will be considered based on the condition that a post-percolation test from a registered geotechnical engineer will be required prior to the final grading inspection approval. Add a general note that states a "Post percolation test is required for this project prior to the Final Grading Inspection." Note: vegetation can not be placed within the basin until the post-percolation test confirms that the channels and basin meet the required drain down time.

6) Provide specific discussion within the Drainage Report that addresses the 0.25% slope for the channel bottom. The discussion must address the longitudinal slope and give specific reasons for it to be reduced from the 0.5 % minimum allowed. Provide a statement that addresses the percolation rates within the submitted geotechnical report and the post-percolation rates that are required after channel construction along with soil conditions and any effort made to minimize the proposed grading.

7) For future reference the policy for DSD on all projects within the COT will be that all basins and drainage channels must provide a minimum 1.0-% longitudinal slope to provide for drainage to the outlet or low flow bleed pipe to prevent standing water and mosquito infestation.

8) Review and approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. Refer to the following links for TDOT Forms and applications:

9) Further comments may be generated upon resubmittal of the grading plan.


STORMWATER POLLUTION PREVENTION PLAN: The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). The SWPPP report and exhibits must be signed and sealed by the engineer of record.

10) City of Tucson Code Ordinance 10209, Chapter 26tion 26-42.2: "For land disturbing activities that fall under the jurisdiction of this Article, a Stormwater Pollution Prevention Plan must be prepared ad certified by an engineer, or a landscape architect and submitted along with the application for a grading permit to the City of Tucson Development Services Department."

11) Provide 3 copies of the SWPPP Report and exhibit signed and sealed by the engineer or landscape architect of record.


GENERAL COMMENTS:

Please provide a revised grading plan, SWPPP and Drainage Report at resubmittal. Please include 'Redlines' with the resubmittal package.

The revised grading plan, SWPPP and Drainage Report must address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.
