ACTIVITY: T07BU00291

SUMMARY: Engineering Division of Development Services Department has received and reviewed the grading plan, drainage report (prepared by Greg Carlson Engineering, Inc., dated 1-25-07), and Stormwater Pollution Prevention Plan (SWPPP) for the above referenced property. Engineering Division does not recommend approval of the grading plan at this time. The following items need to be addressed:

SITE PLAN COMMENTS:

1) DS Sec.2-02.1.0: Provide a site plan application with the next submittal. A site plan application is required for this project due to the installation of the sewer line across Nebraska Wash, placement of fill, and the construction of a CMU wall.

2) DS Sec.2-02.2.1.A.10: Provide existing and future sight visibility triangles (SVTs), labeled and dimensioned, in plan view for the entrance off of South Nogales Hwy. Verify that line of sight will not be obscured between 30-inches and 6-feet through the SVT areas adjacent to the driveway.

3) DS Sec.2-02.2.1.A.12: Provide a site plan to show the required 6-foot wide sidewalk with curb along the street frontage of Nogales Hwy. Per the adopted Mayor and Counsel policy all sidewalks along MS&R right-of-ways for arterial and collector streets require 6-foot wide sidewalks. If a sidewalk already exist along the frontage of Nogales Hwy provide photo documentation showing that the existing sidewalk is in good condition. If the sidewalk is missing in spots or is cracked and buckled a new 6-foot sidewalk will be required.

4) DS Sec2-02.2.1.A.12: Revise the site plan to show the required 5-foot wide sidewalk along the street frontage of Olive Street. All new development shall provide 5-foot wide sidewalks along the entire length of street frontage.

5) DS Sec.2-02.2.1.A.12: Clarify on the proposed site plan that all handicap ramps at crosswalks or at the transition of a pedestrian circulation area to a vehicular use area has the required detectable warning devices (truncated domes) per ANSI Standards A117.1-2003 Section 406.13.

6) DS Sec.2-02.2.1.A.15: Provide the delineation for the existing and proposed 100-year floodplain limits on the site/grading plan. If the proposed wall encroaches into the existing floodplain an encroachment analysis will be required to show that the wall does not pose any adverse impacts on adjacent property owners.

7) DS Sec.2-02.2.1.A.16: Provide scour protection, shown in plan view, with a detail for riprap sizing and thickness for the outlet of the 3 existing 24-inch culverts at the driveway entrance. Refer to DS Sec.10-02.11.4.4.2 for outlet protection requirements.

8) DS Sec.2-02.2.1.A.19: Show on the proposed site plan the future right-of-way width for Nogales Hwy. Label and dimension existing and future right-of way widths.

9) DS Sec.2-02.2.1.A.20: Provide the location of the proposed sewer line crossing in plan view. Provide details on the grading plan for the sewer line that is in conformance with the proposed drainage report.

10) DS Sec.2-02.2.1.A.20: Verify that all easements for existing and proposed utilities (water, gas, electric) and public/private sewer lines are shown on the site and grading plan. The easements must be shown graphically on the plan together with recording docket and page reference.

GRADING PLAN COMMENTS: Be advised that the grading plan can not be approved prior to site plan approval. All comments associated with the site plan must be submitted for review and the site plan must be approved prior to grading plan approval.

11) DS Sec.11-01: Provide general grading notes, including a grading/drainage note specifying conformance with City of Tucson Development Standard 11-01.0 (excavation and grading requirements).

12) DS Sec.11-01.9: Revise the grading plan and proposed site plan to provide the required 2-feet setback from all property boundaries to the proposed limits of grading, existing and constructed channel fill slopes, and associated erosion protection. The grading plan and site plan show that the toe of fill slopes for Lots 35-39 and the proposed CMU wall encroaches within the required 2-feet setback. Provide sufficient room to allow for the 2-feet setback from property lines to toe of fill slopes.

13) DS Sec.11-01.4.1.C: Revise grading detail D to show the minimum 2-foot setback from the property line to toe of fill slope proposed.

14) DS Sec.11-01.4.1.C.4: Provide a General Note stating that all CMU walls and retaining walls will require a separate permit for review and approval by all necessary Development Services Departments.

15) Further comments may be generated upon resubmittal of the site and grading plan.

DRAINAGE REPORT:

16) DS Sec.10-02.2.3.1.4: Revise the drainage report to show hydraulic information and 100-year floodplain limits for both existing and proposed conditions. Provide on the site plan and grading plan the delineation of the existing and proposed 100-year floodplain limits. If the proposed fill and/or CMU wall encroach into the existing 100-year floodplain limits provide an encroachment analysis showing the base flood elevation does not increase by more than one-tenth of a foot.

17) Tucson Code Chapter 26 Sec.26-11: Provide a Floodplain Use Permit (FUP) for the proposed improvements. A FUP is required for the proposed improvements (CMU wall and Sewer line) since the Drainage Report shows the wall encroaching into an erosion hazard setback area and possible encroachment into the 100-year floodplain. A FUP is required prior to grading plan approval (see enclosed FUP application).

STORMWATER POLLUTION PREVENTION PLAN: The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP according to the following comment:

18) CGP Part III: Provide a completed and accurate signed and dated Notice Of Intent (NOI) form from a qualified signatory prior to grading plan approval.

19) CGP Part IV.D.8.b: Revise the SWPPP to provide for a stabilized construction entrance to minimize off-site vehicle tracking of sediment. Revise Key Note #2 to reference the stabilized entrance. Provide a curb opening for the driveway entrance off of Nogales Hwy. A right-of-way use permit will be required for any improvements within the public right-of-way.

GENERAL COMMENTS:

Please provide a site plan, a revised grading plan, revised drainage report, and a revised SWPPP that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

Further comments may be generated upon resubmittal of the site plan, grading plan, drainage report, geotechnical report and SWPPP. Please enclose "redlines" with the resubmittal package for reference.

2. Zoning could not verify that the grading plan was in compliance with the approved development plan. Please submit two copies of the approved and stamped development, landscape, and NPPO plans with the next grading plan submittal.

3. Zoning will re-review the grading plan on the next submittal to ensure compliance with the approved site/development plan. Additional comments may be forthcoming.

4. A site card with DSD approvals by Fire, Zoning, Handi-cap, Engineering, and Landscape/NPPO including the approved development plan stamped for site plan approval and signatures is required before the grading plan can be approved by Zoning. Two copies of the approved development plan, landscape and NPPO plans are to be submitted with the grading plans packet for processing and approval as a site plan. No fees are involved in re-stamping the development/tentative plat plans as an approved site plan. The development plan may be walked through for stamps and site card sign off. Submit the following: two copies of the stamped development plan, landscape and NPPO plans must be included with the grading plans packet processed together for site approval.

5. It is not clear at this whether a development plan or site plan has been submitted for review. Please clarify what type of development is proposed for this site and if an application for a site or development plan has been submitted. Additional comments may be forthcoming based on the response to this comment.

A zoning administrator determination has been made that storage of soil cannot be approved without approval of a site plan. Please contact me for more information on this comment.

6. Please ensure that the grading plan matches the approved and stamped development plan.
